Är ökad marknadsekonomi lösningen på bostadsbristen? Måste vi sänka kvalitetskraven för att alla ska få tak över huvudet? Hur hänger bostadsfrågan och frågan om integration och segregation ihop? Är gentrifiering en naturlig förändring av staden? Rådande "sanningar" om fler avregleringar, lägre skatter och ökad marknadsfrihet har kommit att stå i vägen för nytänkande.     • This paper problematises the perception that enhanced competition within the Swedish residential construction sector offers a panacea to rising building costs and deteriorating housing affordability. The paper investigates the relationships between housing production, exchange, and consumption from three perspectives: (i) an historical analysis of the residential construction industry; (ii) elite semi-structured interviews with stakeholders, and (iii) an exploration of state crisis management. Instead of viewing competition within the construction sector as an isolated sphere, we argue that the inherent unevenness within this sector needs to be grasped in combination with broader political-economic developments. We claim that rising productions costs (particularly in the tenant-owner sector) have been fuelled by soaring land prices, and that this situation has provided fertile terrain for rent-seeking throughout the housing supply chain. We conclude that calls for more competition, both in Sweden and further afield, tend to oversimplify the complex issue of housing provision and shroud more fundamental housing system imbalances.

    • Under de senaste decennierna har fastighetsägare, byggbolag, banker och riskkapitalister tjänat enorma summor på bostäder, medan andra förlorat sina hem eller sett sina bostads­kostnader öka kraftigt. Den sociala bostadspolitiken har övergivits, hemlösheten har ökat och bostadsstandarden har försämrats. Samtidigt har det finansiella systemet blivit centrerat kring en bolånespiral som har gjort hushållen och den svenska ekonomin otroligt sårbara.Sverige behöver ett nytt, socialt och klimatanpassat bostads­system, men ett sådant kan bara åstadkommas genom radikala förändringar. Utifrån en gedigen genomgång av över hundra års svensk bostadshistoria analyserar "Kris i bostadsfrågan" orsakerna till och konsekvenserna av att bostadens bruksvärde helt har kommit att överskuggas av dess bytesvärde, och föreslår hur den pågående krisen – med radikala förändringar i politik, finans och byggande – skulle kunna demonteras och utgöra grunden för ett nytt bostadssystem, där alla människors behov av ett hem står i centrum.

    • The Corona Pandemic and the economic crash that is currently shocking and shaking the world poses a massive danger for people around the world. For many capitalists the crisis is an opportunity, and for the capitalist system this is also the solution to underlying problems in the capitalist economy. COVID-19 is the creative destruction that capitalism needed in order to survive. This sounds perverse, and it truly is. Socialists must not only work to mitigate the worst effects of the crisis, but also understand the capitalist crisis as the enemy itself.

  • Beyond a liberal critique of 'trickle-down' : urban planning in the city of Malmö

    • This article scrutinizes the much used, but less examined, concept of ‘trickle down' in an urban setting. We make a distinction between the production of and distribution in the city, and argue that trickle down in contemporary urban policy could be regarded as the liberal link between production and distribution. Based on interviews with key figures and document analyses, we look at the transformation of the Swedish city of Malmö from an industrial to a post-industrial city, where, during the last two decades, we have found three concurrent components: the ideology of trickle down; several urban policy programs and governmental policies to ‘make' money and resources trickle down; as well as increased economic polarization and segregation. A liberal critique of trickle down would argue that market mechanisms cannot by themselves solve distribution, and that government policies therefore are needed. We argue for the need to go beyond a liberal critique of trickle down and stress how unequal distribution is built into the unequal production of the city.

    • This paper presents an argument for considering issues of class in analyses of communicative planning projects. In these projects, class interests tend to be obscured by the contemporary preoccupation with the class-ambiguous category of “community”. Through a case study of a project of urban redevelopment at King’s Cross in London, we conceptualize and map class interests in an urban redevelopment project. Three aspects of the planning process that contain clear class effects are looked at: the amount of office space, the flexibility of plans, and the appropriation of the urban environment as exchange or use value. These aspects structure the urban redevelopment but are external to the communicative planning process. The opposition to the redevelopment has in the planning discourse been articulated as “community”-based rather than in class-sensitive terms. We finally present three strategies for reinserting issues of class into planning theory and practice.

    • This paper investigates the dialectics between urban planning, economic crisis and the build environment by looking at how the city of Malmö (Sweden) has responded to two different crises. First, the so-called industrial crisis was met with more industrial policies that exacerbated the problems and led the city into a severe crisis in the early 1990s. Then Malmö inverted its strategy and embraced the ‘post-industrial city’. Nowadays, as the 2008 crisis has not seemed to have disappeared and the current economic situation is ‘uncertain’, the official rhetoric in Malmö is seemingly as optimistic as ever, as a new congress/concert hall, new shopping centres and new hotels are being built: the production of the post-industrial city continues with full force. By investigating the city-crisis dialectics and discussing theories on crisis and crisis management, inspired by Marx, Schumpeter and Keynes, this paper asks the question as to whether Malmö today is making a similar mistake as in the 1980s, that is, reproducing yesterday's city.

    • This paper investigates the contemporary economic crisis, and explores crisis theories developed by Marx and Marxists alongside discourses surrounding human geography and the urban condition. Two positions currently dominate Marxist crisis theory: realization/overproduction and Law of the Tendential Fall in the Rate of Profit. Within human geography, however, scholars rarely discuss crisis theory in and of itself, and when they do, they tend to rely solely on the realization/overproduction approach popularized by David Harvey. This paper argues that both approaches aid a conceptualization of the current crisis while deepening our understanding of changing urban policies and landscapes. This paper also claims—in contrast to Keynesians’ calls—that crises are “solved” by destruction and devaluation of capital, not an increase in effective demand. These debates, as of yet not thoroughly discussed in human geography, can provide us with new knowledge concerning the current crisis and contemporary urban policies.

    • As economic and ecological crises evolve in combination, some policy strategies might aim at killing the two birds with one stone. One recent example can be found in Malmo, Sweden, where crisis management has operated, we propose, as a green fix. The district of Vastra hamnen (Western Harbour) is at the centre of the reinvention of the city: once the home of a world-leading shipyard, it is now a no less prominent neighbourhood of ecological virtues. Through outlining the history of Malmo in general and the Western Harbour in particular, we identify how the municipality and local capital in concert increasingly used "green" strategies in the urban policies that started as crisis management in the 1990s. Today Malmo is reckoned to be among the world's greenest cities, and we reflect on the importance of this international recognition for the city. Finally, we develop a critique of the green fix as concealing crucial factors of scale, and hence running the risk of myopia.

    • Classroom teaching and field trips are both conventional ways of teaching geography in higher education. But where the former can be highly theoretical and abstract, the latter is rather practical, empirical, and concrete. In this paper, I argue there is a need to better incorporate theory into field trips. I seek to explore relations between theory and field trips both theoretically and practically. Theoretically, I draw upon Henri Lefebvre and Bertell Ollman and argue for seeing the built environment as concrete abstractions. Based on interviews with teachers, theoretical reflections, and, not least, personal experiences, I end the paper offering practical steps towards better combining theory and field trips.

    • Urban studies are still troubled by Friedrich Engels’ argument from 1872: that the bourgeoisie’s only method to solving housing problems is to shift them elsewhere. Through analysing urban policies in Oslo, Norway, this paper demonstrates that the almost 150-year-old argument is still relevant. This cannot be confronted without a better understanding of class as a complex and constituting process in relation to urban policy. In this paper class will be analyzed through three clusters of causal relations: (i) a stratification approach, (ii) an opportunity hoarding approach (related to Weber), and (iii) domination and exploitation (a Marxian approach). Urban polices in Oslo is to a large extent consistent with a stratification approach – i.e. both individuals and places can become ‘richer’ and ‘improve’ without other individuals or places losing anything – and to some degree with a Weberian approach – the municipality wants to include local residents in education and labour markets. In order to confront the ‘bourgeoisie method’, we need to open the door to the third approach and discuss class in relation to the broader political economy. Rather than an area-programme with the aim of ‘lifting the place’, what is needed is class-programmes that aim at ‘lifting the class’.

    • The renewed interest in Marxism that occurred in social sciences and humanities after the 2008 economic crisis has not yet found its counterpart in spatial planning. This paper examines what Marxist planning theory and practices could mean in the current conjuncture. It does so through scrutinising (1) the vibrant Marxist discourse in planning that existed in the late 1970s and early 1980s, (2) the recent history (since the 1980s) of planning theory and its relation to the political economy, and (3) the current political economic context (not least defined by the diabolic crisis). Where previous Marxist approaches to planning were very strong on analysing the political economy, I argue there is currently a need—with old hegemonies losing ground, communicative approaches losing support, and neoliberalism in the political economy losing legitimacy—to also discuss establishing alternatives.

    • Based on reflections on how economic crises under capitalism have been typically “solved”, particularly by examining processes of creative destruction and spatial fixes, this paper argues for the need to rethink the duality between austerity, and Keynesian crisis management, given the nature of the current economic crisis. Austerity is a key policy instrument of neoliberalism. Keynesianism is regarded as neoliberalism’s antithesis. Conventionally understood, continued austerity would mean more post-Fordist and neoliberal geographies, while a Keynesian approach would mean more demand management. This paper argues that such a conclusion is over-simplistic, indeed incorrect. Crisis management inspired by Keynes is less concerned with the destructive parts of crises and seldom challenges the power of capital. Therefore, Keynesian crisis management risks reproducing neoliberal spaces and neoliberal urban and regional policies. This paper questions whether Keynesian crisis management — i.e. boosting aggregate demand during slumps — is a “solution” to the current crisis. The paper questions Keynesianism in its belief, for example, that climate change can be stopped within a framework that still perpetuates, and advocates for, compound economic growth. The paper concludes by arguing for the need to see beyond Keynesianism, and explores what a Marxist approach to spatial fix and creative destruction might mean.

    • When cities in the global north are considered environmental sustainable, this largely depends on how one measures emissions and understands space. Production-based and consumption-based approaches are two different ways of measuring emissions, but they are not simply measuring techniques: they relate also to different interests, they hide and reveal power relations, and they come with very different spatial implications. In this paper, we examine the Swedish city of Malmö, and the city district of Western Harbour in particular, which is often considered an environmental ‘role model’. We argue that this reputation depends precisely upon how we understand space and measure emissions. We argue that so-called sustainable cities and city districts in the global north can only be considered environmental role models if one chose to ignore the fact that they completely depend upon emissions being emitted elsewhere, and ignore any relation between affluence and emissions.

    • Inspired by state theory and in particular Nicos Poulantzas, this article claims that spatial planning should be seen neither as autonomous (subject) nor merely an expression of something else (thing), but rather grasped as a place for condensation of social relations. The notion of dialectics is used in order to grasp relations between planning and other aspects and social relations. From this, we can outline five theses, claiming that planning (1) is constituted by conflicts which are grounded in social relations, (2) is never a neutral place, (3) contains neither a dark' nor a bright' side, (4) and is changing and being changed by the world and also that (5) political alliances should be made between planners and non-planners who want the world to change in similar directions.

    • Städer förändras av kriser och vi lever i en krisernas tid. Ekonomisk och social turbulens i stor skala och globala miljö- och klimatproblem kommer att påverka städernas manöverutrymme på både kort och långt sikt. I Malmö fortsätter man emellertid bygga som om också framtiden kommer att handla om shopping, turism, kongresser och oupphörligt stigande bostadspriser. Den nyliberala agendan ligger kort sagt fast. Tanken är att man genom att attrahera entrepenörer och kapital ska få pengar att sippra ner genom inkomstskikten och gynna alla stadens invånare. Men i själva verket har arbetslöshet och fattigdom bara fortsatt växa i skuggan av skrytbyggena Turning Torso och Malmö Live.Ståle Holgersens Staden och kapitalet stiger ned i Malmös sociala och ekonomiska historia sedan mitten på artonhundratalet och närgranskar fenomen som tillväxt, segregation, polarisering och nyliberal politik i ett marxistiskt perspektiv. Vilken verklighet döljer sig under dessa? Och hur ekologiskt hållbar är egentligen staden trots alla vackra ord om hållbarhet? Boken gör ekonomisk teori lättillgänglig och tankeväckande och stadshistoria politiskt relevant. Men den pekar också framåt i det stora och det lilla och ställer den viktiga frågan hur våra städer bäst ska kunna hantera nuvarande och kommande kriser.
