  • 19p13.1 is a triple negative-specific breast cancer susceptibility locus

    • The 19p13.1 breast cancer susceptibility locus is a modifier of breast cancer risk in BRCA1 mutation carriers and is also associated with risk of ovarian cancer. Here we investigated 19p13.1 variation and risk of breast cancer subtypes, defined by estrogen receptor (ER), progesterone receptor (PR), and human epidermal growth factor receptor-2 (HER2) status, using 48,869 breast cancer cases and 49,787 controls from the Breast Cancer Association Consortium (BCAC). Variants from 19p13.1 were not associated with breast cancer overall or with ER-positive breast cancer but were significantly associated with ER-negative breast cancer risk [rs8170 Odds Ratio (OR)=1.10, 95% Confidence Interval (CI) 1.05 - 1.15, p=3.49 x 10-5] and triple negative (TN) (ER, PR and HER2 negative) breast cancer [rs8170 OR=1.22, 95% CI 1.13 - 1.31, p=2.22 x 10-7]. However, rs8170 was no longer associated with ER-negative breast cancer risk when TN cases were excluded [OR=0.98, 95% CI 0.89 - 1.07, p=0.62]. In addition, a combined analysis of TN cases from BCAC and the Triple Negative Breast Cancer Consortium (TNBCC) (n=3,566) identified a genome-wide significant association between rs8170 and TN breast cancer risk [OR=1.25, 95% CI 1.18 - 1.33, p=3.31 x 10-13]. Thus, 19p13.1 is the first triple negative-specific breast cancer risk locus and the first locus specific to a histological subtype defined by ER, PR, and HER2 to be identified. These findings provide convincing evidence that genetic susceptibility to breast cancer varies by tumor subtype and that triple negative tumors and other subtypes likely arise through distinct etiologic pathways.

  • Breast cancer risk and 6q22.33 : combined results from Breast Cancer Association Consortium and Consortium of Investigators on Modifiers of BRCA1/2

    • Recently, a locus on chromosome 6q22.33 (rs2180341) was reported to be associated with increased breast cancer risk in the Ashkenazi Jewish (AJ) population, and this association was also observed in populations of non-AJ European ancestry. In the present study, we performed a large replication analysis of rs2180341 using data from 31,428 invasive breast cancer cases and 34,700 controls collected from 25 studies in the Breast Cancer Association Consortium (BCAC). In addition, we evaluated whether rs2180341 modifies breast cancer risk in 3,361 BRCA1 and 2,020 BRCA2 carriers from 11 centers in the Consortium of Investigators of Modifiers of BRCA1/2 (CIMBA). Based on the BCAC data from women of European ancestry, we found evidence for a weak association with breast cancer risk for rs2180341 (per-allele odds ratio (OR) = 1.03, 95% CI 1.00-1.06, p = 0.023). There was evidence for heterogeneity in the ORs among studies (I(2) = 49.3%; p = <0.004). In CIMBA, we observed an inverse association with the minor allele of rs2180341 and breast cancer risk in BRCA1 mutation carriers (per-allele OR = 0.89, 95%CI 0.80-1.00, p = 0.048), indicating a potential protective effect of this allele. These data suggest that that 6q22.33 confers a weak effect on breast cancer risk.

    • BACKGROUND: The spectrum of disorders of the brain is large, covering hundreds of disorders that are listed in either the mental or neurological disorder chapters of the established international diagnostic classification systems. These disorders have a high prevalence as well as short- and long-term impairments and disabilities. Therefore they are an emotional, financial and social burden to the patients, their families and their social network. In a 2005 landmark study, we estimated for the first time the annual cost of 12 major groups of disorders of the brain in Europe and gave a conservative estimate of €386 billion for the year 2004. This estimate was limited in scope and conservative due to the lack of sufficiently comprehensive epidemiological and/or economic data on several important diagnostic groups. We are now in a position to substantially improve and revise the 2004 estimates. In the present report we cover 19 major groups of disorders, 7 more than previously, of an increased range of age groups and more cost items. We therefore present much improved cost estimates. Our revised estimates also now include the new EU member states, and hence a population of 514 million people.AIMS: To estimate the number of persons with defined disorders of the brain in Europe in 2010, the total cost per person related to each disease in terms of direct and indirect costs, and an estimate of the total cost per disorder and country.METHODS: The best available estimates of the prevalence and cost per person for 19 groups of disorders of the brain (covering well over 100 specific disorders) were identified via a systematic review of the published literature. Together with the twelve disorders included in 2004, the following range of mental and neurologic groups of disorders is covered: addictive disorders, affective disorders, anxiety disorders, brain tumor, childhood and adolescent disorders (developmental disorders), dementia, eating disorders, epilepsy, mental retardation, migraine, multiple sclerosis, neuromuscular disorders, Parkinson's disease, personality disorders, psychotic disorders, sleep disorders, somatoform disorders, stroke, and traumatic brain injury. Epidemiologic panels were charged to complete the literature review for each disorder in order to estimate the 12-month prevalence, and health economic panels were charged to estimate best cost-estimates. A cost model was developed to combine the epidemiologic and economic data and estimate the total cost of each disorder in each of 30 European countries (EU27+Iceland, Norway and Switzerland). The cost model was populated with national statistics from Eurostat to adjust all costs to 2010 values, converting all local currencies to Euro, imputing costs for countries where no data were available, and aggregating country estimates to purchasing power parity adjusted estimates for the total cost of disorders of the brain in Europe 2010.RESULTS: The total cost of disorders of the brain was estimated at €798 billion in 2010. Direct costs constitute the majority of costs (37% direct healthcare costs and 23% direct non-medical costs) whereas the remaining 40% were indirect costs associated with patients' production losses. On average, the estimated cost per person with a disorder of the brain in Europe ranged between €285 for headache and €30,000 for neuromuscular disorders. The European per capita cost of disorders of the brain was €1550 on average but varied by country. The cost (in billion €PPP 2010) of the disorders of the brain included in this study was as follows: addiction: €65.7; anxiety disorders: €74.4; brain tumor: €5.2; child/adolescent disorders: €21.3; dementia: €105.2; eating disorders: €0.8; epilepsy: €13.8; headache: €43.5; mental retardation: €43.3; mood disorders: €113.4; multiple sclerosis: €14.6; neuromuscular disorders: €7.7; Parkinson's disease: €13.9; personality disorders: €27.3; psychotic disorders: €93.9; sleep disorders: €35.4; somatoform disorder: €21.2; stroke: €64.1; traumatic brain injury: €33.0. It should be noted that the revised estimate of those disorders included in the previous 2004 report constituted €477 billion, by and large confirming our previous study results after considering the inflation and population increase since 2004. Further, our results were consistent with administrative data on the health care expenditure in Europe, and comparable to previous studies on the cost of specific disorders in Europe. Our estimates were lower than comparable estimates from the US.DISCUSSION: This study was based on the best currently available data in Europe and our model enabled extrapolation to countries where no data could be found. Still, the scarcity of data is an important source of uncertainty in our estimates and may imply over- or underestimations in some disorders and countries. Even though this review included many disorders, diagnoses, age groups and cost items that were omitted in 2004, there are still remaining disorders that could not be included due to limitations in the available data. We therefore consider our estimate of the total cost of the disorders of the brain in Europe to be conservative. In terms of the health economic burden outlined in this report, disorders of the brain likely constitute the number one economic challenge for European health care, now and in the future. Data presented in this report should be considered by all stakeholder groups, including policy makers, industry and patient advocacy groups, to reconsider the current science, research and public health agenda and define a coordinated plan of action of various levels to address the associated challenges.RECOMMENDATIONS: Political action is required in light of the present high cost of disorders of the brain. Funding of brain research must be increased; care for patients with brain disorders as well as teaching at medical schools and other health related educations must be quantitatively and qualitatively improved, including psychological treatments. The current move of the pharmaceutical industry away from brain related indications must be halted and reversed. Continued research into the cost of the many disorders not included in the present study is warranted. It is essential that not only the EU but also the national governments forcefully support these initiatives.

  • Utvärdering av det arbetsmarknadspolitiska projektet "Volvo Cars och dess underleverantörer"

    • Denna rapport är en utvärdering av det arbetsmarknadspolitiska projektet "Volvo Cars och dess underleverantörer", som har genomförts av Arbetsförmedlingen i samarbete med Skolverket och Svenska ESF-rådet. Den 5 juni 2009 ansökte Sveriges regering om medel hos den Europeiska globaliseringsfonen (EGF)2 för att kunna erbjuda åtgärder för personer som blivit uppsagda från Volvo Cars AB och dess underleverantörer. Syftet med projektet var att kunna erbjuda de som blivit uppsagda kompetensutveckling, nya yrkeskunskaper och möjlighet att etablera egna företag.På operativ nivå drevs projektet i samverkan mellan Arbetsförmedlingen och den kom-munala yrkesvuxenutbildningen ("Yrkesvux"). Yrkesvux i Göteborgs kommun fick i upp-drag av Skolverket att samordna den del av verksamheten som berörde kommunal yr-kesvuxenutbildning. Projektet startade 1 januari 2010 och avslutades 31 maj 2011. Enligt kommissionens beslut fick medel även användas retroaktivt för insatser som hade givits till de uppsagda i form av olika arbetsmarknadsutbildningar, det s.k. snabbspåret, under 2009 innan projektet hade startat.Av nästan 5 000 individer i målgruppen som registrerade sig vid Arbetsförmedlingen del-tog knappt en fjärdedel i projektets insatser (exkl. vägledning). Av dessa gick 55 procent i aktiviteter enbart genom Arbetsförmedlingen, 37 procent enbart genom Yrkesvux och åtta procent genom både Arbetsförmedlingen och Yrkesvux. De vanligaste förekommande utbildningsinriktningarna var industri och bygg, fordonsindustri, transport och magasine-ring, omvårdnad och handel.

    • In this deliverable, we report on our work on infrastructural and technological barriers to Open Access and preservation of research data as identified by key stakeholder groups. Through a mix of qualitative, quantitative and document review methods, we identified five key barriers to successfully implementing Open Access to research data in Europe: data heterogeneity and issues of standardisation; accessibility and discoverability issues; data preservation and curation; data quality and assessability; and data security. We explore these issues in detail and present existing good practice, and technical and infrastructural solutions used to mitigate such barriers. This work was conducted within the EU FP7 funded project RECODE, which focuses on developing policy recommendations for Open Access to Research Data in Europe. In particular, this work is coordinated by RECODE Work Package 2 (WP2), Infrastructure and technology.

  • Parallellpublicering av konferensartiklar : principer, tillämpningar och tillgänglighet i svenska publiceringsdatabaser

    • Projektets huvudsyfte har varit att undersöka kvalitetsgranskade konferensartiklars tillgänglighet samt konferensers OA- och publiceringspolicies för att på så sätt klarlägga olika aspekter vad det gäller parallellpublicering i svenska publiceringsdatabaser. För ändamålet har projektdeltagarna undersökt ett urval konferenser och konferensartiklar via sina publiceringsdatabaser under ett specifikt tidsintervall och beskrivit dem utifrån ett gemensamt schema.Undersökningen har visat att publiceringsdatabaserna fyller en viktig funktion för att synliggöra konferenspublikationer. Vi har funnit att minst ca. 50 % av konferensartiklarna kan publiceras som post-prints i våra publiceringsdatabaser. Därför är det av stor vikt att fortsätta arbetet med att utnyttja de lokala publiceringsdatabaserna som publiceringskanal och att inte bara använda dem som ett verktyg för parallellpublicering och primärpublicerat material, som avhandlingar och rapporter, utan även som en källa framförallt för konferensartiklar ”utan hem”, som vi nu vet utgör en stor del av vårt undersökningsmaterial (ca. 15 %).Mellan 20-25 % av de undersökta artiklarna fanns i något slags öppet OA-arkiv; ca. hälften av dessa fanns i någon av projektdeltagarnas egen publiceringsdatabas. Detta talar för att den egna publiceringsdatabasen är en viktig faktor för öppen tillgänglighet.Ca. 10% av konferenserna i studien hade en uttrycklig OA-policy eller gav uttryck för en sådan genom att öppet tillgängliggöra konferensartiklar på sina konferenssajter. Ett stort problem när det gäller parallellpublicering av konferensartiklar är just bristen på information om OA-policy.Konferenspubliceringslandskapet är komplicerat och parallellpubliceringen av dokument härifrån är mycket tidskrävande. Vi skulle framför allt önska en liknande policy-resurs som SHERPA/RoMEO för konferenser. Men för närvarande finns inget annat alternativ än att lusläsa konferensernas upphovsrättsinformation till författarna och av denna försöka dra slutsatser om ev. parallellpublicering.För att underlätta framtida hantering och klassificering av konferensartiklar i svenska publicerings-databaser, framför allt med tanke på ev. framtida nationella bibliometriska analyser via SwePub, föreslås ett antal rekommendationer.

  • Analysis of Dynamic Flight Loads

    • This thesis deals with the determination of loads on an aircraft struc- ture during flight. The focus is on flight conditions where the loads are significantly time-dependent. Analysis of flight loads is primarily motivated to ensure that structural failure is avoided. The ability to ac- curately determine the resulting structural loads which can occur during operation allows for a reduction of the safety margins in the structural design. Consequently it is then possible to decrease the aircraft struc- tural weight. The demand for safe and fuel efficient aircraft creates a desire for efficient and accurate methods for determining the structural loads. The first paper of this thesis discusses the use of control laws for robust atmospheric turbulence load alleviation in the time domain. A numerical aircraft model including structural elasticity and unsteady aerodynamic effects is used. A limited set of longitudinal flight mechanic degrees of freedom are considered and two methods for structural load analysis are compared for evaluation of the wing root bending moment. In the second paper a method to perform time domain simulation of both motion of center of gravity and elastic deformation is described. The intention with the development of this simulation method is to enable efficient analysis of dynamic flight loads. A third study is finally included, where steady and unsteady pressure measurements have been carried out during wind tunnel testing. The motivation for performing these experiments is that knowledge about the aerodynamic force distribution which affect an aircraft structure is needed to correctly determine the structural loads.

  • Microwave Ablation in Mitral Valve Surgery for Atrial Fibrillation (MAMA)

    • Objective: Microwave ablation in conjunction with open heart surgery is effective in restoring sinus rhythm (SR) in patients with atrial fibrillation (AF). In patients assigned for isolated mitral valve surgery no prospective randomized trial has reported its efficacy.Methods: 70 patients with longlasting AF where included from 5 different centres. They were randomly assigned to mitral valve surgery and atrial microwave ablation or mitral valve surgery alone.Results: Out of 70 randomized, 66 and 64 patients were available for evaluation at 6 and 12 months. At 12 months SR was restored and preserved in 71.0 % in the ablation group vs 36.4 % in the control group (P=0.006), corresponding figures at 6 months was 62.5 % vs 26.5 % (P=0.003). The 30-day mortality rate was 1.4 %, with one death in the ablation group vs zero deaths in the control group. At 12 months the mortality rate was 7,1 % (Ablation n=3 vs Control n=2). No significant differences existed between the groups with regard to the overall rate of serious adverse events (SAE) during the perioperative period or at the end of the study. 16 % of patients randomized to ablation were on antiarrhytmic drugs compared to 6 % in the control group after 1 year (p=0.22).Conclusion: Microwave ablation of left and right atrium in conjunction with mitral valve surgery is safe and effectively restores sinus rhythm in patients with longlasting AF as compared to mitral valve surgery alone.

  • Accessibility and self-archiving of conference articles : A study on a selection of Swedish institutional repositories

    • The main purpose of this project has been to examine the accessibility of refereed conference articles and the OA- and publishing policies of conferences in order to in this way elucidate different aspects concerning self-archiving in Swedish institutional repositories. For this purpose, the project participants have examined a number of conferences and references to conference articles via their institutional repositories during a specific time period and described these from the perspective of a common scheme. The study has showed that the local institutional repositories fill an important role to make conference publications visible. We have found that ca. 50% of the conference papers can be published as postprints in our institutional repositories. We have noticed that ca. 15% or the studied conference articles are not available at all. It is, therefore, of great importance to use local institutional repositories as a publishing channel, not only for primary published material such as dissertations and reports, but also as a source for finding these conference articles "without a home". Between 20-25% of the examined articles were found in some type of OA archive; ca. half of these were found in one of the project participants' own institutional repositories. This indicates that the publishing database of respective higher education institution is an important factor for open accessibility. Ca. 10% of the conferences in the study had an explicit OA policy or expressed such a policy by openly making conference articles accessible on their conference sites. A big problem when it comes to self-archiving of conference articles is the lack of information about OA policy. The landscape of conference publishing is complex and the self-archiving of documents from conferences is very time-consuming. Above all, we would wish a policy resource for conferences similar to the SHERPA/RoMEO. At present, however, there is no other alternative than scrutinizing the conferences' copyright information to the authors and from this attempt to draw conclusions about possible self-archiving. To facilitate the future handling and classification of conference articles in Swedish institutional repositories a number of recommendations are suggested.

    • På Blekinge Tekniska Högskola har vi haft ett OA-mandat i tre års tid. Hur har det påverkat forskarna att göra sina dokument fritt tillgängliga? Genom att i vår lokala publiceringsdatabas jämföra artikelproduktion och publiceringskanaler mellan åren 2005-2009 försöker jag i artikeln ge svar på den frågan. Vidare förs ett resonemang om vikten av att förankra öppna publiceringsprinciper ute bland forskarna som förutom önskemål från ledningen om publicering i ISI-tidskrifter nu även ställs inför OA-krav från forskningsfinansiärer och därför akut behöver riktlinjer men också praktisk lots och ekonomiska förutsättningar för att klara dessa båda krav.

    • In this paper we will address the questions of what and where the value of open access to research data might be and how libraries and related stakeholders can contribute to achieve the benefits of freely sharing data.     • I BTHs forsknings- och utbildningsstrategi poängteras betydelsen av gränsöverskridande forskning. Men går det då att få en överblick av forskningssamarbetet på BTH och hur mycket man samarbetar över gränserna? Med hjälp av en sk. samförfattarkarta kan man få en indikation om vilka forskningskluster som existerar på BTH och vilka personer som är centrala i dessa nätverk och hur nätverken interagerar. Lägger man sedan pussel med klassificeringsämnen och nyckelord kan man få en uppfattning om vilka ämnen och inriktningar som dominerar forskningen. Och tittar man på medförfattande icke-BTH-forskares affiliationer i artiklarna så ger det en antydan om vilka organisationer forskarna på BTH samarbetar med utanför sin egen organisation. För att undersöka samförfattande har jag använt programvaran Network Workbench och data från BTHs eget öppna arkiv (http://www.bth.se/fou/forskinfo.nsf/) från 2010 och fram till maj 2012. Jag har tittat på följande granskade dokumenttyper: konferensartiklar, konferenspresentationer, tidskriftsartiklar och bokkapitel. Dessa har sedan utgjort underlag för att ta fram samförfattarskapskartor för hela BTH samt för varje sektion. Taggmolnen med ämnesord är skapade genom att plocka termer från en ISI WoS sökning i adressfältet på begreppet ”Blek*” åren 2011-mars 2012. Ur denna mängd har sedan plockats samtliga poster med BTH affiliation (117). Dessa importerades till Excel där termerna i ID, och SC-fälten separerades och kördes var för sig i Wordle (http://www.wordle.net/). Samma procedur genomfördes för att skapa informationen om samarbetspartners utanför BTH med hjälp av fältet C1.

    • From the autumn of 2008 up to the autumn of 2009 five seminars have been carried out at Swedish universities and university colleges with the purpose of increasing researchers’ knowledge of Open Access. The seminars have been arranged within the project ”Researcher meetings on Open Access” which is funded by the program OpenAcess.se of the National Library of Sweden. Open Access is, today, a relatively well-known concept at universities and university colleges, which presumably is one of the reasons why all the seminars have attracted a great number of researchers and doctoral candidates. The details on how Open Access publishing works are, however, not equally well known, and therefore this type of seminars work in an informative and elucidatory way concerning, for example, parallel publishing, copyright, and increased visibility. It is clear that the libraries now find themselves in a new phase regarding their work with Open Access. Focused information work will be needed for a time to come at our Swedish universities and university colleges on account of the position recently adopted by the Swedish Research Council in regard to Open Access demanding that research funded by the Council must be openly accessible within 6 months after publication. This means that the research libraries will keep playing an important role. In this article we, who have participated in the project, want to convey our experiences from the seminars which have been carried out and discuss the further work of the research libraries to inform and support researchers in matters concerning Open Access.

    • Som ett underlag för publiceringsredovisningen i årsberättelsen 2012 vid BTH har jag tagit fram ny publiceringsstatistik ur BTHs forskningsdatabas (FDB) som täcker de aktuella kvalitetsgranskade dokumenten som publiceras av forskare på BTH 2008 och framåt. Innehållet i FDB har kompletterats genom import av ”BTH- poster” från ISI Web of Science (ISI WoS) och Scopus. Sökningen i ISI WoS för året 2012 gjordes 121129 enligt specifikationerna nedan. Observera att dokumenttypen review räknas som tidskriftsartikel i den redovisade statistiken. I kategorin tidskriftsartiklar har ej typen ”Letter/ Notes” medtagits. En liknande sökning I Scopus för året 2012 gjordes 121203. Posterna fördelades sedan mellan de 5 sektionerna (COM, ING, DSN, HAL, MAM) via författartillhörighet baserat på min kännedom eller uppslag i FDB eller BTHs addressbok.

    • At Blekinge Institute of Technology (BTH) attempts have been made to with different means motivate researchers to publish in ISI-ranked journals as an adjustment to the resource distribution- and evaluation system of Swedish research policy. This means that we have to stimulate ISI publishing at the same time as we want to meet the research funders’ requirements and make use of the advantages that open access to the research publications of BTH give in the form of increased exposure. The matter is now about finding ways that fulfill both goals. It is unambiguously so that a mere Open Access policy, whether it comes from one’s own higher education institution or from other national research actors, is not sufficient. Particularly not if the policy is in conflict with the established publishing culture among the researchers who not seldom regard the new rules as a counter direction to local and national recommendations to publish in ISI-ranked journals. This is why the Faculty Board at BTH has anchored, supplemented and increased their OA policy document with a descriptive and constructive manual for the individual researcher on how to act to fulfill different conditions and requirements concerning OA generally and research publishing in particular. A policy that does not only provide fundamental support but that also paves the way for administrative systems that give researchers practical support to publish OA and the possibility to choose publishing ways of high quality, favouring both the author and the organization.

  • Mining the Digital Information Networks

    • The main theme of the 17th International Conference on Electronic Publishing (ELPUB) concerns different ways to extract and process data from the vast wealth of digital publishing and how to use and reuse this information in innovative social contexts in a sustainable way. We bring together researchers and practitioners to discuss data mining, digital publishing and social networks along with their implications for scholarly communication, information services, e-learning, e-businesses, the cultural heritage sector, and other areas where electronic publishing is imperative. ELPUB 2013 received 36 paper submissions. The peer review process resulted in the acceptance of 16 papers. From the accepted papers, 8 were submitted as full papers and 8 as extended abstracts. These papers were grouped into sessions based on the following topics: Data Mining and Intelligent Computing, Publishing and Access, and Social Computing and Practices. James MacGregor and Karen Meijer-Kline from the Public Knowledge Project (Simon Fraser University Library, Canada) lead the pre-conference workshop on June 12. The workshop is entitled “The Future of E-publishing: An Introduction to Open Journal Systems & Open Monograph Press”. The main program on June 13–14 features two keynotes. Stephan Shakespeare (YouGov, UK) will deliver a keynote entitled “Getting value out of our digital trace: a strategy for unleashing the economic and justice potential of data sharing”. Professor Felix S. Wu (University of California at DavisUSA) will deliver a keynote entitled “Social computing leveraging online social informatics”. ELPUB 2013 also features a panel discussion entitled “Setting research data free – problems and solutions”. The panel consists of the aforementioned keynote speakers as well as Professor David Rosenthal (Stanford University, USA) and Hans Jörgen Marker (Swedish National Data Service, Sweden). We believe that the topics featured in the program of this year's ELPUB conference are diverse and exciting. Firstly, we would like to thank members of the ELPUB Executive Committee who, together with the Local Advisory Committee, provided valuable advice and assistance during the entire process of the organization. Secondly, we would like to thank our colleagues in the Program Committee who helped in assuring the quality of the conference throughout the peer reviewing process. Lastly, we acknowledge the Local Organization team for making sure that all efforts materialized into a very interesting scientific event. Thank you all for helping us maintain the quality of ELPUB and deserve the trust of our authors and attendees.

    • Open access to research data provides many benefits to science and society, but as the open access trend grows it becomes increasingly clear that providing unrestricted access to research data is not inherently a “good thing”, and it is certainly not easy to achieve. The RECODE project looks at the grand challenges associated with open access and data preservation and dissemination, including technological and infrastructural, legal and ethical, and institutional and policy issues. In particular, it seeks to understand and use the fragmentation between and within disciplines in order to address these challenges. The aim is to produce policy recommendations for open access to research data, based on existing good practice. In this fourth RECODE deliverable we focus on the challenges faced by institutions, such as archives, libraries, universities, data centres and funding bodies, in making open access to research data possible. Policy makers and the scientific community expect these institutions to play an important role in creating and funding data sharing infrastructures and stimulating and assisting researchers to make their research material public. They look towards these institutions to curate and preserve information, and provide guidance to researchers in managing their data.

  • Social Shaping of Digital Publishing : Exploring the Interplay Between Culture and Technology - Proceedings of the 16th International Conference on Electronic Publishing

    • Since the advent of the Web, the processes and forms of electronic publishing have been changing. The open access movement has been a major driver of change in recent years with regard to scholarly communication; however, changes are also evident in other fields of application such as e-government and e-learning. In most cases these changes are driven by technological advances, but there are also cases where a change in social reality pushes technological development. Both the social and mobile web and linked data are currently shaping the edge of research in digital publishing. Liquid publishing is on the more daring agendas. Digital preservation is an issue that poses great challenges which are still far from being solved. The legal issues, security and trust continue to deserve our full attention. We need new visualization techniques and innovative interfaces that will keep pace with the global dimension of information. This is the current scenario, but what will follow? What are the technologies and social and communication paradigms that we will be discussing in ten or twenty years? ELPUB 2012 focuses on the social shaping of digital publishing, exploring the interplay between culture and technology. This makes the fact that it is being held in the European Capital of Culture for 2012, Guimarães, Portugal, all the more appropriate. 52 submissions were received for ELPUB 2012, from which 23 articles and 10 posters were accepted after peer review. Of the accepted articles, 11 were submitted as full articles and 12 as extended abstracts. These articles have been grouped into sessions on the following topics: Sessions 1 and 4 – Digital Scholarship & Publishing; Session 2 – Special Archives; Session 3 – Libraries & Repositories, Session 5 – Digital Texts & Readings, and Session 6 – Future Solutions & Innovations. The programme features two keynote speeches. Kathleen Fitzpatrick's speech is entitled “Planned Obsolescence: Publishing, Technology, and the Future of the Academy”, that of Antonio Câmara is entitled “Publishing in 2021”. Finally we call your attention to the panel on e-books, which is entitled “Academic e-books – Technological hostage or cultural redeemer?”. We believe this is another great edition of the ELPUB conference. We would like to take this opportunity to thank both the members of the ELPUB executive committee and the members of the local advisory committee, for making it happen. Together they provided valuable advice and assistance during the entire organization process. Secondly we would like to mention our colleagues on the program committee, who assured the quality of the conference through the peer review process.     • RECODE will leverage existing networks, communities and projects to address challenges within the open access and data dissemination and preservation sector, and produce policy recommendations for open access to research data based on existing good practice. The open access to research data sector includes several different networks, initiatives, projects and communities that are fragmented by discipline, geography, stakeholder category (publishers, academics, repositories, etc.) as well as other boundaries. Many of these organisations are already addressing key barriers to open access to research data, such as stakeholder fragmentation, technical and infrastructural issues, ethical and legal issues, and state and institutional policy fragmentation. However, these organisations are often working in isolation or with limited contact with one another. RECODE will provide a space for European stakeholders interested in open access to research data to work together to provide common solutions for these issues. RECODE will culminate in a series of over-arching policy recommendations for a policy framework to support open access to European research data targeted at different stakeholders and policy-makers (http://www.recodeproject.eu). © 2014-IOS Press and the authors.

WP1 focuses on understanding stakeholder values and ecosystems in Open Access, dissemination and preservation in the area of scientific and scholarly data (thus not government data). The objectives of this WP are as follows: • Identify and map the diverse range of stakeholder values in Open Access data and data dissemination and preservation. • Map stakeholder values on to research ecosystems using case studies from different disciplinary perspectives. • Conduct a workshop to evaluate and identify good practice in addressing conflicting value chains and stakeholder fragmentation.

    • This paper explores key issues in the development of open access to research data. The use of digital means for developing, storing and manipulating data is creating a focus on ‘data-driven science’. One aspect of this focus is the development of ‘open access’ to research data. Open access to research data refers to the way in which various types of data are openly available to public and private stakeholders, user communities and citizens. Open access to research data, however, involves more than simply providing easier and wider access to data for potential user groups. The development of open access requires attention to the ways data are considered in different areas of research. We identify how open access is being unevenly developed across the research environment and the consequences this has in terms of generating data gaps. Data gaps refer to the way data becomes detached from published conclusions. To address these issues, we examine four main areas in developing open access to research data: stakeholder roles and values; technological requirements for managing and sharing data; legal and ethical regulations and procedures; institutional roles and policy frameworks. We conclude that problems of variability and consistency across the open access ecosystem need to be addressed within and between these areas to ensure that risks surrounding a data gap are managed in open access.
