    • The purpose of this study is to investigate school district administrators’ perspectives concerning the professional activities and influence of special educators in Norway (n=266) and Sweden (n=290). We examine three themes drawn from a survey of practices and policies in each country: (a) the organisational arrangements in which special educators work, (b) perceived changes in special educators’ activities, and (c) ratings of special educators’ influence on the content of instruction and the availability of resources for children with special needs. Findings suggest that special educators frequently work in teams, function largely as advisors, and spend less time working with individual students than in previous years. There appears to be a more pronounced increase in special educators’ time devoted to advising and documentation in Sweden than in Norway. Swedish special educators were also more frequently described as working in multidisciplinary teams. Participants in both countries rated the influence of special educators significantly higher than that of parents and teachers on the availability and distribution of resources; and significantly higher than politicians, public officials, teachers, and parents with regard to influence over the content of instruction. We discuss these findings in relation to the goals and development of inclusive education in Scandinavia.

  • On the sources of the height-intelligence correlation: New insights from a bivariate ACE model with assortative mating

    • A robust positive correlation between height and intelligence, as measured by IQ tests, has been established in the literature. This paper makes several contributions toward establishing the causes of this association. First, we extend the standard bivariate ACE model to account for assortative mating. The more general theoretical framework provides several key insights, including formulas to decompose a cross-trait genetic correlation into components attributable to assortative mating and pleiotropy and to decompose a cross-trait within-family correlation. Second, we use a large dataset of male twins drawn from Swedish conscription records and examine how well genetic and environmental factors explain the association between (i) height and intelligence and (ii) height and military aptitude, a professional psychogologist’s assessment of a conscript’s ability to deal with wartime stress. For both traits, we find suggestive evidence of a shared genetic architecture with height, but we demonstrate that point estimates are very sensitive to assumed degrees of assortative mating.  =0.10)suggesting that pleiotropy might be at play.   • Special professions? The role of special educators in the Nordic countries

    • Special educators play a central role in schools´ work in relation to special educational needs. They represent, and are expected to represent, specific ways to identify and work with problematic school situations. Despite their important position, very little is known about what constitutes their professional role with regard to knowledge base, professional activities, legitimacy and status within the educational system. Little is also known about the conditions for developing a professional role, for example in relation to state and local policies.The purpose of this round table session is twofold: a) to discuss the role of special educators in Sweden, Finland, Norway and Denmark and conditions for developing a shared understanding of the professional role within each country as well as between the countries; b) to discuss possibilities for joint, comparative studies within the field.Theoretical points of departure that will guide our discussions are: a) different perspectives on special needs education, the deficit or compensatory perspective (e.g. Ainscow, 1998; Haug, 1998), the relational perspective (e.g. Clark, Dyson & Millward, 1998; Persson, 1998; Skrtic, 1991) and the interactive perspective (Ainscow, 1998); b) different perspectives on professions, the knowledge base, the every-day practice of the profession, legitimacy and status (c.f. Collin, 1990; Gross, 1958; Torstendahl, 1990).Empirical points of departure will be preliminary results from three Swedish surveys: one total population survey of special pedagogues and special teachers examined between the years 2003-2011(N=4 252, response rate 75,0%) and one Swedish survey of all teachers working as special educators, resource teachers etc. (N=511, response rate 62,5%), in a sample of municipalities and one survey to all teaching staff and support staff in one municipality (N=1297, response rate 72,5%).

    • I artikeln diskuteras den svenska psykiatrireformen i ett nordiskt perspektiv när det gäller vård, stöd och service till personer med psykisk funktionsnedsättning. Det finns många likheter mellan de nordiska länderna i fråga om servicesystemens utformning och arbetsformer. Den svenska reformen kännetecknas, i jämförelse med Opptrappingsplanen Norge, av att förändringarna varit ”sektorsinriktade”. Många framgångsrika men kortsiktiga utvecklingsprojekt har genomförts lokalt, men stödinsatserna har inte betraktats ur ett helhetsperspektiv (systemperspektiv) och fått nationellt genomslag. Det har i Sverige inte heller utvecklats mellanvårdsformer i samma utsträckning som i flera andra nordiska länder. Två områden som i Sverige framstår som väl utvecklade är boendestöd och personliga ombud. Artikelns slutsats är att ett systemperspektiv behöver utvecklas där pusselbitar från  ett fragmentiserat servicesystem bidrar till en helhetssyn på individens behov av samhällsbaserad vård och stöd.

  • Transcending the care paradigm : Developing participation-related services in the community

    • Despite the ideological direction described in Swedish legislation, which emphasizes rehabilitation and the right to participation in community life “as all others”, the development of recovery oriented services has been sluggish. The authors question whether the comprehensive welfare system, which includes many potential supports to the recovery process, might begin to redefine the service structures and professional cultures which frame the experience of individuals seeking support. MethodsA recently completed national research project included a series of surveys of community-based need related to serious psychiatric impairment, interviews with municipal service providers and documentation studies. The surveys included non-traditional, generic services and supports, in order to collect data from a broader population than those exclusively in contact with formal mental health services. The overall aim of the study was to investigate the meeting between individuals experiencing serious psychiatric impairments and welfare system structures, including but not limited to, community- based mental health services.Results: Up to 50% of those identified in the surveys avoided contact with formal mental health services. They instead, in many cases, utilized generic community services in order to satisfy their self-defined need for support to participate more actively in community life. Jobs, studies, social contacts and other natural community involvements were not seen as being supported by the mental health system, which tended to categorize need based on a medically-based care paradigm. A lack of rehabilitation and recovery-oriented services was also experienced by the majority of active clients.Discussion: Knowledge of recovery may be utilized to analyze and explain the manner in which individuals negotiate their contact with traditional mental health services. The research studies presented here describe areas of need related to participation in community life and possibilities for recovery that service systems working from a care paradigm are not currently prepared to address.
