    • A Delay-Tolerant Network (DTN) is a necessity for communication nodes that may need to wait for long periods to form networks. The IETF Delay Tolerant Network Research Group is developing protocols to enable such networks for a broad variety of Earth and interplanetary applications. The Arctic would benefit from a predictive velocity-enabled version of DTN that would facilitate communications between sparse, ephemeral, often mobile and extremely power-limited nodes. We propose to augment DTN with power-aware, buffer-aware location- and time-based predictive routing for ad-hoc meshes to create networks that are inherently location and time (velocity) aware at the network level to support climate research, emergency services and rural education in the Arctic. On Earth, the primary source of location and universal time information for networks is the Global Positioning System (GPS). We refer to this Arctic velocity-enabled Delay-Tolerant Network protocol as "GPSDTN" accordingly. This paper describes our requirements analysis and general implementation strategy for GPSDTN to support Arctic research and sustainability efforts

    • From a distance, the Sámi Network Connectivity initiative (SNC) does not necessarily appear as anything but another technical research project with certain science-fiction (sci-fi) connotations. It is aimed to create Internet connectivity for communications-challenged terrestrial settings using a protocol currently being developed for communications in space. However, while being a highly technical project, SNC emerged from an unexpected setting: an Indigenous women’s initiative to save their traditional livelihood from threats of social and economic drain and to create better opportunities for women and youth to remain within the traditional community. The first step towards the formation of SNC was taken in June 2001 when a group of women reindeer herders in Sirges Sámi Village in Jokkmokk, Norrbotten County in northern Sweden decided to start a gender equality project, Kvinna i sameby (KIS).1 To the Sámi, reindeer herding serves not only as an economic base but also as a foundation for reproduction of cultural values. Already in the KIS planning stage, Susanne Spik, the project leader, contacted the Division for Gender and Technology at Luleå University of Technology (LTU) to invite scientific assistance from the early stage of the project. LTU is the regional technical university for northern Sweden and is situated in the Norrbotten County capital of Luleå 200 km southeast of Jokkmokk. Promoting women’s possibilities to remain in reindeer herding and the traditional Sámi community, especially social and technical conditions for work and business development, were the focus in the discussions. An associated but separately funded project was subsequently formed by LTU researcher Maria Udén. A solution to the project requirements came from a guest researcher at the computer science department, Avri Doria, an Internet systems architect. In spring 2002, after initial discussions with members of the Interplanetary Networking Research Group (IPNRG) at the NASA Jet Propulsion Lab, she contributed the proposal that came to be referred to as Sámi Network Connectivity. With a decision to accept this project, the establishment of SNC as both a technical idea and a concrete gender-based project became a prime goal for the cooperation between the women in Sirges and the scholars at LTU, and continued after the KIS project ended in December 2003. The SNC objective is to provide connectivity where other sources are not available, while making the local population part of the development of the technical system. To develop the technical solution space of SNC, the Sámi Network Connectivity proposition gained research funding from the Swedish national agency for innovation systems, Vinnova, for the period 2004 to 2006. This funding is distributed through the Vinnova program “New communication networks”.

    • Åren 2005-2008 drev Luleå tekniska universitet projektet Lyftet i samarbete med Ekonomihögskolan på Mälardalens högskola. I Lyftet studerades regionala och nationella insatser för att främja kvinnors företagande och innovation, utifrån ett genusperspektiv. Denna skrift är ett resultat från Lyftet. I skriften presenteras metoder för:1) Genusanalys och jämställdhetsarbete i innovationssystem och kluster 2) Jämställd inventering av innovationssystem och kluster 3) Index och information i innovationssystem 4) Mätning av jämställdhet Metoderna kan användas för utvecklingsarbete inom innovationssystem, kluster och andra nätverksformationer. De kan även användas i utformning och genomförande av policyprogram, exempelvis inom innovationspolitiken och den regionala utvecklingspolitiken. Förhoppningen är att du som läsare ska inspireras att ta hjälp av metoderna i de sammanhang där du tror att de kan vara till nytta.

    • In this chapter we describe how an action research approach has been a "door opener" for new actors to articulate problems and solutions in cooperation with Luleå University of Technology. We show how women from a Swedish Sami village have initiated a development of several innovative ICT projects and how this innovative process has demanded new forms for the cooperative research pursued at Sweden's technical universities. This has brought about new cooperation partners, new areas of research and a new innovation system.

  • A located realism: Recent development within feminist science studies and the present options for feminist engineering

    • The article states that in order to be meaningful gender studies in engineering need to conceptualize feminist understandings into the web of routines created and maintained in engineering practice. Its theme is the area in-between laboratory settings and human-machine interfaces. This huge area includes civil engineering, energy production, mechanical engineering and more, but has hardly been addressed in feminist writing on technology. The works of Evelyn Fox Keller and Karen Barad are investigated. Their respective approaches to language differ, as do their stances with regards to the possibility of universal knowledge. As an experiment, agential realism is applied to a fictive case of a collapsing structure, and found to make sense as feminist conceptualization of such an event. But engineering takes place in complex and disruptive processes that produce situated experience. Therefore, feminist concepts of embodiment and plurality remain crucial. The author recommends a located realism.

    • Purpose - The purpose of this paper is to investigate an entrepreneurial process with unusual characteristics, focusing on Sámi micro and mezo level entrepreneurial logics and terms. Design/methodology/approach - The case study is a Sámi community in Sweden, where a gender equality project developed into involvement with global innovations systems, in advanced networking development. The paper builds on ethnological methodology and an interactive approach. Market signalling theory is applied, uniquely for this paper, to public funding decisions. Findings - The paper found anticipation among Sámi of mobile ICT to take over the key role in herding, from the present mechanized and motorized era. The many-faceted entrepreneurial process contradicts a fundamental split between survival and self expression mode for economic strategy taken for granted in, e.g. Richard Florida's theory on the creative class. Regarding public funding for research and entrepreneurial initiatives, the paper finds that the national level has made itself accessible, while the regional level administrator has pushed the initiative to "other" markets. Research limitations/implications - Conclusions cannot be but provisional based on one case. As very few cases of this type are known the findings are yet of value for the design of further research and policy. Originality/value - Indigenous peoples' and women's roles in the information society are not self-evident. The case shows fruitful possibilities. Turning to market signaling theory prepares for further development of quantitative evaluation, e.g. equal opportunity and inclusion policy implementation, and has not previously been done in relation to this case.

    • Can women be reindeer herders? A woman who is a reindeer herder asked for assistance from LTU, to shed light over that topic, as her Sámi village was starting a gender equality project in 2001. This report develops the material gathered during the two years of research and cooperation that developed as result of the request. The material includes fifteen interviews with reindeer herders and reindeer owners, and observation and participatory observation. The topics brought up include the Swedish legislation, "Rennäringslagen"- the reindeer herding law, and an investigation of possible benefits in terms of relevant knowledge development gained by applying two particular feminist concepts to the analysis: "doing gender" and "the nomadic subkect". References include Andrea Amft, Jorun Eikjokk and others who have published on the topic of gender and gender equality in reindeer herding and Sámi communities in Scandinavia. The snow mobile has a central position in the report, as it has in contemporary popular local explanations to "why women cannot be reindeer herders".

    • Slutrapport för projektet Lyftet. Lyftet har haft sin bas i två forskningsmiljöer, en vid Luleå tekniska universitet och en vid Mälardalens högskola. Vid båda dessa miljöer har man sedan ett flertal år bedrivit forskning kring, och även konkret utvecklingssamarbete med, lokala projekt och initiativ där kvinnor haft drivande roller i innovationsinriktat arbete, med bas i norra Norrland, Södermanland och Västmanland. Slutrapporten - som är kort och håller fram huvuddragen i Lyftets resultat - är uppdelad så att var och en av projektets fyra forskare haft några sidor till förfogande att själv bestämma innehållet. Projektets forskare har olika bakgrund, och har delvis intresserat sig för olika vägar att teoretisera Lyftets forskningsmaterial. Mångfalden i stil och perspektiv stimulerar till vidare utveckling.   • Realizing delay tolerant networking as access enabler : services arizing in new realms and the driving applications

    • There are many locations that are not within reach, or at least not within affordable reach, of the optical fibres, copper cables, radio waves or even satellite links that make up the physical infrastructure of the world's networks. This makes a true challenge for the Future Internet. One of the new technologies currently being investigated as one possible enabler is Delay Tolerant Networking (DTN), the future standardization of which is prepared in the DTN research group, DTNRG, within the realms of IETF/IRTF. Providing applications that exploit these advances is generally perceived as vital to getting these advances out into the field. It is a reasonable assumption that the applications that are the presently most used in the "normal" internet will continue to be of most importance also in hitherto not ICT covered areas. But, for local SMEs the rational may rather be development of specialized services that increase the efficiency and market potentials for their activities in remote locations.

    • In this paper we use the case of an internet connectivity project in Scandinavia, Sámi Network Connectivity (SNC), as a means to investigate the impulses which designing a network for a semi nomadic population, gives to network design, and to policy making. Thus, we regard the diffusion of innovations as something, which affects not only the culture of technology users but also that of technology producers. Manuel Castells argues that the cultural heritage imprinted in the Information and Communication Technology (ICT) sector's technical design and social organisation has developed as a result of interaction between large, hierarchical institutions on the one hand and the radical thinking of the 1960s on the other and. The conceptual congruence between internet experts and the user community displayed in SNC may so be explained. We suggest that due to discourses that surrounded senior ICT professionals during their youth, there is a preparation for a nomadic scenario within the ICT sector as such.
