Based on empirical case studies from metropolitan Stockholm, the authors argue that these associations have become more or less institutionalized in terms of new partnerships (between state, municipality and volunteer organizations) and have taken over a number of service functions from the retiring welfare state. Focusing on issues of cooperation in the area of adult education the authors argues that this partnership is unequal. Contextualising a changing institutional system of adult education and its role in social inclusion of migrants they examine problems of partnership both in terms of lack of dialogue and culturally defined hierarchy and in terms of adjustment to market exigency.

- Detta kapitel kretsar kring just förorten som skådeplats för politiskt motstånd. Särskilt fokus riktas mot framväxten av en förortsrörelse bland förortens unga, en form av gräsrotsmobilisering som kretsar kring rumslig och social orättvisa (Sernhede m.fl. 2016; Ålund 2014b). Denna rörelse uttrycker ett lokalt förankrat, men translokalt förgrenat, motstånd mot den sociala exkludering som drabbar de boende och inte minst de unga i förortsområden runtom i landet (León Rosales & Ålund 2017). I denna organisering åberopar förortens unga sin rätt till hemmahörande på lika villkor. Rörelsen drivs av en stark vilja att höra till, artikulerad i en kamp för hemmastadiggörande. De unga kräver rätten till staden och till Sverige som inkluderande hem.

- Focusing on activism within a new “suburban movement” (förortsrörelse) in Sweden, this article explores the processes of becoming an activist from the perspective of post-migrant youth. The authors ask how individual identities are formed under conditions of social subordination and cultural stigmatization. Using interviews with urban activists the authors elaborate how this experience is contingent on individual and collective learning processes, and related to place struggle; the notion of self-identification for a “justice movement” among Swedish activists in ethnically mixed suburban areas. The article is based on Megafonen, a youth led organization grounded in Husby, a Stockholm suburb. Employing the notions of active and activist citizen, the interconnection of racialization and resistance, as well as how conditions of a racialized being affects the options of becoming an activist citizen, are explored.

- The study examines civil society agency for social inclusion among Associations Founded on Ethnic Grounds (AFEGs), focusing on their engagement for combating discrimination and enhancing migrant incorporation into the Swedish labour market. The overall rationale of the study investigates the complex institutional conditionality of AFEGs for developing their agency as social movement and civil society actors. The main aim of this study has been to understand how anti-discrimination agencies run by AFEGs, with subsidy support by the state, describe their experiences, and which implications the subsidy may have for the orientation and direction of their actions. The study comprises primarily interviews with anti-discrimination lawyers and heads of two agencies, but also interviews with representatives for the Equality Ombudsman. The greatest challenge for the agencies has been caused by subsidy cutbacks, which have affected both the working conditions of the agencies and other engagements of the AFEGs, such as educational courses among their members, awareness raising concerning the issues of anti-discrimination among different officials, in municipalities, trade unions and among employers. Due to the cutbacks, the civil society actors such as AFEGs have been forced to adapt to market principles by becoming entrepreneurs specialised, in this case, in the field of anti-discrimination law. The study further analyses the effects of this development as well as opportunity structures for collaboration with trade unions and the Equality Ombudsman. Even though these partnerships reveal relational asymmetries, the authors call attention to current and possible future openings in opportunity structures for wider collaboration between AFEGs, trade unions and the Equality Ombudsman.

- I sin artikel undersöker René León Rosales och Aleksandra Ålund de processer som villkorar och möjliggör framväxten av en subjektsposition som aktivist bland ungdomar tillhörande en postmigrant-generation inom den svenska urbana rättviserörelsen som kallats den nya ”förortsrörelsen”. Artikeln utgör en fallstudie av Megafonen, en ungdomsledd organisation grundad i Husby som var central för framväxten av förortsrörelsen. I fokus står den unga aktivisten ”Jasmines” livsberättelse. Empiriskt baseras artikeln på material insamlat sedan 2014 genom deltagande observation, videoinspelningar, intervjuer samt texter, video och bilder hämtade från internet och pressen. Författarna undersöker relationen mellan individuella och kollektiva lärandeprocesser samt transcenderande identitetsprocesser förankrade i rörelsens ”platskamp” i rasifierade urbana landskap. Genom begreppet ”aktivistiskt medborgarskap” belyser artikeln förortsrörelsens platskamp som ett samtida uttryck för medborgarskapande genom vilket unga vuxna politiserar sina erfarenheter av marginalisering och diskriminering och kräver sin rättmätiga plats i samhället.

Utvecklingen behöver vändas och visionen om att skapa ett samhället som bygger på alla människors lika värde och rättigheter återerövras.

- Chapters in this volume have followed different fora and deliberations on the global governance of migration initiated by the UN High Level Dialogue on Migration and Development (UNHLD) in 2006 up till and including the summit of the Global Forum on Migration and Development (GFMD) in Berlin 2017. The focus of the book is on the impact of civil society groups and organizations on these processes concerned with the formulation of an overall normative framework for the governance of migration.This postscript addresses venues taking place after the Berlin GFMD. It revolves around the idea of ‘invited’ versus ‘invented’ spaces (Chapters 2, 6 and 7). Invited spaces stand for positions and platforms occupied by civil society organizations (CSOs) or non-governmental organizations (NGOs), embodied in a general neoliberal idea of ‘participatory governance’ in terms of state–market–civil society partnerships. Invented spaces are in contrast organizational and ideopolitical positions or counterhegemonic platforms occupied by contestative movements which through their collective action confront the status quo (Chapter 6). In the present text invited spaces refer to civil society groups in their position as participants within intergovernmental and international fora for deliberation on migration management. Invented spaces refer to independent civil society platforms for the development of strategies and action aimed at inclusive social, labour, citizenship and human rights of migrants.rom this perspective we relate in the following to the Global Compact for Safe, Orderly and Regular Migration (GCM) agreed upon by governments on an intergovernmental conference 10–11 December 2018 in Marrakech and formally adopted by the General Assembly of the United Nations on 19 December 2018.1 Our focus is on civil society’s perceptions of the GCM, and potentials for following up intentions of the compact through ‘invited spaces’ for dialogue with governments and international organizations on the road from Marrakech. We continue with a short presentation of professed ‘invented spaces’ for solidarity mobilization of social movements and their strategies for social inclusion: the People’s Global Action on Migration, Development and Human Rights (PGA), the Permanent Peoples Tribunal (PPT), La Via Campesina, Churches Witnessing With Migrants (CWWM) and the World Social Forum on Migration (WSFM).

- Across a crisis-stricken Europe battles rage for post-neoliberal hegemony, with“race” and “austerity” as central signifiers. One of the places where thefrontlines are most pregnant is Sweden; long perceived as a role model for itswelfare state, cultural equity and social equality. Sweden is, however, facingsocial conflicts following in the tracks of a deep transformation in terms ofwelfare cuts, racialization and growing social polarization, targeting inparticular a disadvantaged migrant and post-migrant population. On thatbackground, the paper focuses on the upsurge of mutually antagonistic popularmovements – “racist” and “anti-racist”. We use Sweden as an exemplary case ofEurope’s present Polanyian moment, reminiscent of the 1930s. Yet, currentupheavals expound, the authors claim, a different configuration of crisis andracism as well as a dissimilar utopia for the imagineering of nation and community.

Scrutinising a specificcase, the authors address the ambiguous emplacement of a People’s House in a Stockholmwrought by financialisation, polarising processes of segregation, the commodification of welfareinstitutions and interventions by competing NGO coalitions in a post-political age.

Dessa ”upplopp”, eller snarare uppror, i Sverige och även i andradelar av Västvärlden, uttrycker krav för social rättvisa och är en manifestationav en ny, politisk, röst . Ur kravallernas dimridå, framträder i Stockholm samtidigt en självständig, demokratiskt artikulerad rättviseorganisation som förmår att sätta strukturella orsaker till såkallade ”kravaller” i fokus för nationell och internationell debatt.Det handlar om den ungdomsledda organisationen, Megafonen i Husby som blivit känt som "förortens röst".Med sitt fokus på välfärd, fördjupad demokrati, kamp mot rasism,diskriminering och polisiärt övervåld blev Megafonen en förebild i en framväxande urban rättviserörelse. Det är denna utveckling som utgör ämnet för detta kapitel.

- The article explores movements for social transformation in precarious times of austerity, dispossessed commons, and narrow nationalism. The authors contribute to social theory by linking questions by critics of “post-politics” to precarity studies on changing conditions of citizenship, labour and livelihoods. They discuss an ambiguous constitution of precariat movements in the borderlands between “civil” and “uncivil” society and “invited” and “invented” spaces for civic agency, and posit that contending movements of today are drawing intellectual energy from past movements for democracy, recognition and the common. The paper discusses the issue of an urban justice movement in Sweden emerging from the precariat in this formerly exceptionalist welfare state’s most disadvantaged urban areas. With its vision of reconstructing commons with roots in the working class movement, it has put forward claims for an egalitarian and non-racial democracy while confronting politically grounded frames of institutional conditionality.

- Departing from the notion of 'the stranger' in classical sociological literature (Alfred Schutz and Georg Simmel), the paper discusses the significance of two paradigmatic approaches, one of which has discursively branched off into modernity. In a world where the search for roots has become widespread - from the new social movements to the building of new nation-state, from identity politics to national identities - the multiple expression of exclusion has spread. A new kind of European citizen, a 'stranger', is being constructed. I argue that scientific discourses related to the intellectual heritage of Alfred Schutz have helped to create the 'stranger' and the 'non-stranger'. It is further argued that Simmel's approach is an alternative well worth highlighting.

- The paper examines the meaning of ethnic memory as it finds expression in the life stories and identity formation of three young Swedish women of immigrant background. Their identity is formed within afield of tension between what is and what has been. Using the examples of diffèrent metaphors attached to the symbolic space of tradition, they seek to link time and space and thus fragments of migrants’ splintered life. In relating the past to the present and its antagonisms to those of the present, all three girls demonstrate an ability to re‐interpret and to translate tradition into present experience. This, the author maintains, can be understood as a creative capacity out of which a new kind qf self‐orientation is born, and a new sense of home and belonging, come into being. In this way ‘modern ethnic consciousness ‘ takes form as a reflexive linkages across space and time. A new order is created out of the disorder of dissolved continuity.

The difficulties in the transformations they have to undergo in the process of social change can only be understood by connecting the "culture of yesterday" with the "conditions of today".Migration research often lacks a dynamic perspective, i.e. it is seldom possible to find systematic studies in this field that include the socio-cultural origin of migrants. Such studies as there are overemphasize information on the present experiences of immigrants in their adopted contries or, which is equally unsatisfactory, they deal with mechanical dichotomies such as "before" and "after" experiences. In both cases, the process of social change is left out.This report is an attempt towards a more complete understanding of the connection between yesterday, today and tomorrow in the life of migrants. The report contains a collection of articles from a research project entitled: "Migration and Social Change".
