  • Expanding roles for the Swedish waste management sector in interorganizational resource management

    • Several waste management (WM) professionals see an ongoing shift in the focus of the industry, from that of atransport and treatment sector to that of a more integrated sustainable service provision and material productionsector. To further develop such transitional ambitions, WM organizations are increasingly looking toward interorganizationalresource network concepts (such as the circular economy and industrial symbiosis) as models ofhow they would like to create new value together with their customers and partners.This article aims to take a step in addressing uncertainties behind such transitions by analyzing barriers forinter-organizational resource management and in turn uncovering some potential opportunities and risks ofnovel offerings from the WM sector. Obstacles for developing innovative inter-organizational resource networkshave been identified based on studies of implementing industrial symbiosis networks. Subsequently, managingexecutives from Swedish private and public WM organizations were interviewed regarding the sector’s capacityto overcome such barriers – opportunities and risks of providing new resource management services – and howtheir organizations might approach the role of actively facilitating more resource efficient regions.Eco-Industrial park management and contracting out holistic resource management are some areas in whichthe respondents see WM organizations offering new services. In relation to such approaches, various risks (e.g.being cut out of investment benefits, or unstable supply) and opportunities (e.g. new markets and enhancedsustainability profiles) were identified. Additionally, it was seen that WM companies would need to makesubstantial changes to their business approach, becoming less dependent on flows of mixed materials forexample, if they are to become even more central value chain actors. To strengthen such approaches, it was seenthat the sector will need to find methods to strategically build strong, long term partnerships, expand upon andtake advantage of available knowledge resources (i.e. best practice technologies and regional material flows),and explore new business models (i.e. stockpiling, park management, or waste minimization). Additionally,working with sector representatives to argue for a more balanced market conditions next to primary productionshould assist the viability of new offerings in the wider market.

  • Operationalizing Industrial Ecology in the Waste Sector : Roles and tactics for circular value innovation

    • The take-make-waste approach to resource management in human production and consumption systems is contributing to a variety of environmental and social problems worldwide. Additionally, as the world’s population and affluence increase, so do the negative impacts of poor resource management. Lifting the waste management (WM) sector into a new phase of development, which takes its lead from the ideals of Industrial Ecology and circular economy, is seen by many scholars and practitioners as one potential to assist in alleviating these impacts. While there are many studies on how more efficient inter-organizational resource management is (or could be) constructed, there are relatively few business development studies which have explored novel approaches (from roles to tactics) that WM organizations might operationalize toward more efficient resource management.The aim of this thesis is to contribute to the development of knowledge and understanding of how the waste management sector can operationalize more effective and efficient resource management. In approaching this aim, two research questions guided the exploration of: 1) novel roles for WM and 2) support tactics for such roles. Grounded in the broader context of Industrial Ecology (IE) and Business Development, five studies were performed. Two studies, focused on the novel roles of inter-organizational resource management and high value secondary resource extraction, were performed through literature review and interviews, and market driver analysis respectively. In exploring support tactics, two design and proof of concept studies were carried out to investigate data analysis tools for inter-organizational resource management, and one long-term action research engagement project was coordinated to study hands-on inter-organizational collaboration tactics.The studies highlighted that the Swedish WM sector holds some key capacities for operationalizing (and in some cases, is already developing) the novel resource management roles identified: industrial symbiosis facilitator, eco-industrial park manager, holistic facility management, and high value resource extractor. However, depending on the portfolio of services to be performed in such roles, several capacities may need to be developed or strengthened. Main opportunities seen for these roles were – staying ahead of market developments, and aligning activities with organizational goals. The main general risk related to these roles was insufficient returns on investment. Looking forward, the main enablers identified were policy leadership for more balanced market mechanisms, increasing use of external knowledge, developing long term partnerships, lobbying, stockpiling resources, and carefully crafting new business models.The tools developed for strategically applying external information toward the identification of opportunities within new roles showed tactical potential. However, their implementation in broader development processes has yet to be fully validated. The hands-on exploration of change oriented collaboration, highlighted collective system framing and goal setting and face-to-face interaction as key activities for inter-organizational approaches within roles such as industrial symbiosis facilitator.Throughout the studies, several novel roles were investigated. Each of these roles will need to be individually evaluated by directing bodies of WM organizations, and evaluated from the organization’s vision and strategy. If certain roles are chosen to be explored in more detail, they will need to be developed within full business models - addressing issues such as income structure, internal processes and capacities to be developed, and key customers. Through applying IE and business development concepts and findings, WM organizations have possibilities to translate ambitious visions into novel offerings.

  • Maria-mottagningarna i Stockholm, Göteborg och Malmö - Ungdomar i öppenvård år 2013

    • Trestad2 är en nationell satsning där de tre städerna Stockholm, Göteborg och Malmö samarbetar för att minska användandet av cannabis bland ungdomar. Inom ramen för projektet har det skapats en modell för att identifiera och följa trender i de tre storstäderna vad gäller droganvändning och psykosocial situation för ungdomar som påbörjar behandling för missbruksproblem. Framtagandet av relevanta indikatorer har skett i nära samarbete mellan praktiker och forskare utifrån en sammanvägning av forskningsmässiga, metodologiska och kliniskt betydelsefulla utgångspunkter. Underlaget utgörs av uppgifter om 788 ungdomar som inledde öppenvårdsbehandling vid någon av städernas Maria-mottagningar under år 2013 och har inhämtats med intervjumetoden UngDOK.Sammanställningen av indikatorer visar att flickor utgör cirka en fjärdedel av det totala antalet ungdomar som påbörjar öppenvård för problem med alkohol eller narkotika. Ungdomarnas medianålder när vårdkontakten inleds är 17 år och mer än hälften av ungdomarna har kommit i kontakt med Maria-mottagningarna via eget eller nätverkets initiativ. Nästan två tredjedelar av ungdomarna uppger att de har eller har haft omfattande problem under sin skolgång och cirka en tiondel av ungdomarna varken studerar, arbetar eller praktiserar. Drygt tre fjärdedelar av ungdomarna anger cannabis som sin primära drog, men nästan hälften av dem har även en riskfylld alkoholkonsumtion. Den genomsnittliga debutåldern för den primära drogen är 15 år. Ungefär en fjärdedel av ungdomarna har tidigare fått vård och behandling för alkohol- eller narkotikaproblem. Förekomsten av besvärliga uppväxtvillkor är hög hos ungdomarna och över hälften av dem har erfarenheter av att ha växt upp med våld, psykiska problem och/eller missbruk i familjen. Drygt en tredjedel av samtliga ungdomar har eller har haft kontakt med den psykiatriska vården.Vissa skillnader mellan de tre städernas Maria-mottagningar kan identifieras. Ungdomarna som påbörjar kontakt med mottagningen i Stockholm verkar ha problem av något lindrigare art jämfört med Göteborg och Malmö och utgör mindre andelar både när det gäller komplicerande bakgrundsfaktorer och nuvarande problembeteenden. Det finns även mindre skillnader i åldersstrukturen i de tre städerna, där Stockholm har fler ungdomar under 18 år medan både Göteborg och Malmö har fler som är över 18 år. Det finns även vissa könsskillnader genom att flickorna i samtliga tre städer tycks ha en tyngre problematik i jämförelse med pojkarna. Flickorna saknar i högre grad sysselsättning, anger oftare problem i skolan, har haft svårare uppväxtvillkor och har i större utsträckning haft kontakt med psykiatrin i jämförelse med pojkarna.Att sammanställa och rapportera deskriptiva indikatorer om individer som påbörjar behandling för alkohol- och narkotikaproblem kan ha flera fördelar. En sådan är att informationen kan ligga till grund för en ökad förståelse av ungdomars alkohol- och narkotikaanvändning och dess omfattning. Även om rapportens uppgifter inte är heltäckande, beskriver den en större population av svenska ungdomar med en problematisk användning av alkohol och droger. Föreliggande rapport är således en första ansats till att ge en sammanfattande bild av de ungdomar som påbörjar behandling vid Maria-mottagningarnas öppenvård i Stockholm, Göteborg och Malmö.

  • Long-Term Suicide Risk in Anxiety-The Lundby Study 1947-2011

    • The objective of this study was to calculate the long-term risk of accomplished suicide in anxiety disorders, and to compare this with a healthy population. The Lundby Study is a prospective, longitudinal cohort study on a population of 3,563 subjects. Between 1947 and 1997, anxiety disorders were diagnosed in 300 subjects. Up to 2011 there were 68 suicides in all. The suicide risk was 3.3% for anxiety. For only anxiety, risk was increased (p = 0.008), but other diagnoses had a higher risk (p = 0.0001) compared with no diagnosis. Mean time from onset to suicide was 27 years. Risk of suicide in anxiety disorders seems elevated at an intermediate level. Suicide often occurs many years after onset of the disorder.

  • A pendulum swing in child welfare policy : the case of implementing GIRFEC in Sweden

    • Sweden is among those countries traditionally ranked highly in international comparisons of children’s well-being and conditions for development. However, in recent years a development towards greater inequality in health has occurred. The general welfare model’s capacity to safeguard both the universal provisions for the general population’s standard of living and targeted support for those in need has also been doubted. System-related deficiencies such as collaborative breakdown, inadequate effectiveness and lack of clarity concerning how to uphold the best interests of the child are cited as examples, and several calls for policy reformations have been raised. The Scottish model for supporting child well-being, Getting It Right for Every Child (GIRFEC) has garnered keen interest in Sweden and is an example of how ideas for policy reformation flow both between and within countries, and thereby undergo more or less radical transformations. This article analyses the first-phase implementation of GIRFEC in a Swedish county. It emerges that although there is a great deal of enthusiasm for the original model, the intention is to implement an adapted version. What similarities and differences would be realized is not clarified from the start, but is left for the implementation process. The positive reception is understood as arising from a perceived familiarity of the model, based on current practice and discourse. GIRFEC can therefore be regarded as part of a pendulum swing in which ideas are borrowed and lent between countries and contexts.

    • Aim: There is a lack of knowledge about how adolescents with substance abuse problems manage after taking part in treatment. It is also difficult to perform traditional follow-up studies with this group. This article presents the outcome of a prospective study of 455 adolescents who underwent outpatient treatment, based on data taken from official registers. It aims to describe and analyse indications of continued use of substance (CUS) and how various risk and protective factors predict outcomes after initiated treatment at a Maria clinic in Sweden. Design: The study is based on structured interviews at intake, and the data that indicated CUS were taken from several different national registers. The analyses included descriptive data and bivariate associations, logistic regressions and a CHAID analysis. Results: Almost two thirds of the adolescents have no indication of CUS at one-year follow-up. The ten studied risk factors independently were weak predictors of CUS and it was instead the accumulation of risk factors that were linked to a negative outcome. Conclusion: The majority of adolescents who start outpatient treatment for substance abuse problems return to a lesser extent in registers that may indicate a continued problem with alcohol and drugs one year later. A concentration of more than five risk factors appears to be associated with a registration. The study also provides an example of an alternative method for following up adolescents with alcohol and drug abuse problems.

    • Denna artikel belyser hinder och möjligheter vid implementering av en screeningmetod för att identifiera spelproblem bland personer som uppbär försörjningsstöd inom socialtjänsten i Göteborg. Det empiriska underlaget samlades in via dels en undersökning av spelproblem med de två screen-inginstrumenten NODS och NODS-PERC, dels fem intervjuer med handläg-gare. Studien visar att det är möjligt att identifiera personer med spelproblem inom socialtjänsten med båda screeningintervjuerna, men åskådliggör även de svårigheter som förelåg vid implementeringen av detta nya arbetssätt inom socialtjänsten.

  • Criminality among young people with substance use problems in Sweden : A one-year follow-up study

    • Swedish drug policy has a strong focus on minor drug violations. This longitudinal study analyses the association between criminality and substance use problems among young people who have received outpatient treatment and risk factors that predict continued problems with criminality. Research on this target group is under development in Sweden, but there are few follow-up studies. The study indicates that about one-quarters of the young people who begin outpatient treatment have been convicted of crimes at 1-year follow-up. Most of them who had been convicted with offences also have ongoing problems with substance use and three-quarters of the young people had been charged with a drug-related offence. More than five risk factors give an elevated risk of continued criminality. Interventions meeting the needs of young people, moving away from the current emphasis on penal law principles, may also contribute to reduced criminality in this target group.

    • Background: Adolescents who initiate treatment for substance abuse often have a history of victimization in the form of physical, psychological, or sexual abuse. These experiences can have serious adverse consequences that may affect their livesand social functioning.Objective: This article describes and analyzes victimization among adolescents who are in outpatient treatment for substance abuse disorders with respect to gender, social circumstances, alcohol and drug abuse, and mental health.Method: This cross-sectional study is based on structured interviews with 748 adolescents from seven outpatient clinics in Sweden. Chi-squared tests were performed to examine significant differences between gender and victimization (or lack of victimization). The study also included a quantitative content analysis of interview utterances.Results: The analysis showed that more than half of the adolescents had experienced violence or another type of abuse. There are also significant gender differences: two thirds of the girls and slightly less than half the boys had experienced abuse in some form, and the girls had more severe needs at treatment admission.Conclusion: This study established that experiences of victimization and exposure to violence are widespread among adolescents with substance abuse disorders in Sweden. This is an important issue that requires attention and action, with preventive and therapeutic interventions needed to provide support for both substance abuse disorders and psychiatric symptoms.
