  • In Search of Security After the Collapse of the Soviet Union : Foreign Policy Change in Denmark, Finland and Sweden, 1988-1993

    • The aim of this study is to explain the evolution of foreign policy in Denmark, Finland and Sweden with regard to Western security cooperation between 1988 and 1993. The study sets out to test two theoretical perspectives on the security cooperation policies of these three small states. The external political perspective is based on the idea that foreign policy is determined by the challenges of a state’s external political environment. The domestic political perspective is based on the idea that phenomena at the domestic level of the state have an impact on how governments cope with external constraints. The primary theoretical ambition is to integrate the findings from these two analyses in order to further an understanding of the mechanisms of foreign policy change in small states.In order to study the relationship between the environment and foreign policy change, the author applies a perceptual approach, which means that his intention is to explain foreign policy action on the basis of the perceptions actors have of the environment.The author draws a number of conclusions with regard to the mechanisms of foreign policy change. First, a perceptual approach is needed in order to analyze a state’s specific responses to international political change. Second, domestic factors are not only important for foreign policy in general but also for the evolution of security cooperation policy in small states under conditions of fundamental shift in the international system. Third, it is possible to attribute some degree of relative explanatory power to external factors and to assign a range of different roles to domestic factors. Fourth, governments of Western democratic small states pay relatively equal attention to external and domestic considerations when making their foreign policies. However, depending on the situation, the relative potency of external and domestic factors can vary.

  • The Interactive Dynamics of Regulation : Exploring the Council of Europe's Monitoring of Ukraine

    • In a time when a host of new and untested democracies seek membership in international organisations founded on liberal norms, the question of how to include new members without jeopardizing community values has become of growing concern, particularly as the regulation of practices in sovereign states often relies on soft moral or political commitment rather than on hard legal obligation. The Council of Europe’s (CoE) monitoring of new members after entry represents a soft method of socialising newcomers. In the case of Ukraine, this process has been unusually difficult, and full of strife and open confrontation. This experience runs contrary to the belief that soft regulation is either harmonic or impossible. The aim of the thesis is to explore how a regulated process of inclusion develops over time, and to discuss how such a process can safeguard community values.The study shows that an interactive dynamic developed between the European and the Ukrainian levels. The political struggle in Ukraine was, through the actions of the political opposition in Ukraine and the CoE’s monitors, transformed into a contest in the CoE over how to interpret Ukraine’s membership promises. European values were protected by the evolution of a mode of governance based on responsiveness to local concerns and on public discussion. In the process, the legal and political systems of the CoE and Ukraine were intertwined in ever more complex webs of dialogue. By being grounded in both the Ukrainian and European political discourses, the process was able to sustain a critical discussion on the terms of the agreement and maintain its relevance for the actors involved. The monitoring process displays how community values and autonomy of a member state can be combined in an unexpected way without resulting in a hierarchical order. This may not fulfil the requirements of the international rule of law, but it is clearly a case of soft and responsive transnational regulation of state practices.

    • En 1996 el movimiento político Pachakutik –asociado a la confederación indígena CONAIE- participó electoralmente por primera vez y desde entonces el movimiento indígena se ha establecido como una importante fuerza a nivel local, entre otros, en Cotacachi y Otavalo. Estos dos cantones se identifican como la cuna intelectual del movimiento indígena ecuatoriano. En este libro se analiza el proceso político local desde las perspectivas indígenas, principalmente durante el período entre 1996 y 2010. Un enfoque principal está en lo que el autor denomina el dilema intercultural del movimiento indigena, es decir, los desafíos político-electorales asociados a la interculturalidad y las alianzas establecidas más allá de la definición étnica.  Igualmente se problematizan analíticamente las implicaciones de los avances del movimiento político del Presidente Rafael Correa a partir de 2006 dentro del movimiento indígena. Asimismo, se examina el faccionalismo dentro de las organizaciones indígenas en Cotacachi y Otavalo. A través del análisis de las percepciones e interpretaciones por parte de los actores indígenas, se intenta captar la dinámica y las tensiones dentro de esta complejidad al nivel cantonal. Es extremadamente importante ofrecer espacio académico a los protagonistas políticos. Por ende, metodológicamente, se incluye una gran cantidad de entrevistas con los actores. La segunda parte del libro consiste en una selección de 16 conversaciones entre el autor y destacados personajes indígenas, entre otros, los tres alcaldes protagonistas del estudio; Auki Tituaña y Alberto Anrango en Cotacachi, así como Mario Conejo en Otavalo, lo que por sí contribuye a llenar un vacío de documentación académica del movimiento indígena ecuatoriano y la historia política local.Rickard Lalander es politólogo, Doctor y Catedrático en Estudios Latinoamericanos, investigador y profesor en las universidades de Helsinki y  Estocolmo. Es investigador asociado de la Universidad Andina Simón Bolívar, Quito. En Ecuador ha colaborado con la FLACSO, el Centro Andino de Acción Popular/CAAP y la Escuela de Gobierno y Políticas Públicas para las Nacionalidades y Pueblos del Ecuador/ESGOPP. Es autor de Suicide of the Elephants? Venezuelan Decentralization between Partyarchy and Chavismo (2004), editor y co-autor de Política y Sociedad en la Venezuela del Chavismo (2006) y ha publicado ampliamente sobre la democracia en los países andinos, inclusive varios artículos sobre el movimiento indígena ecuatoriano.

  • Islamic Activism in Azerbaijan : Repression and Mobilization in a Post-Soviet Context

    • Post-Soviet Azerbaijan is often portrayed as a very secular country. Thus the mobilization of mosque communities in the late 1990s and their conflictual relationship with the authorities came as a surprise. The main aim of the dissertation is to shed light on this mobilization, focusing on the Sunni Abu Bakr and the Shi’ite Juma mosque communities in Baku. On the premise that Islamic mobilization may be interpreted as a “social movement”, internal, contextual and interactional aspects of mobilization have been studied. The analysis is chiefly based on interviews conducted in Baku in 2004/2005 with Imams, worshippers, religious and secular authorities. The study finds that young people looking for new approaches to religion have been drawn to these communities, where they encounter an independent, educated, conscientious clergy and, indeed, a “new” religion. This “sovereign” Islam does not go down well with authorities who fear politicization of religion. The Soviet heritage has provided them with a view of religion as something that should not be publicly displayed and with the institutions to control religion. Another key feature whose impact on state policy towards religious organizations cannot be underestimated is the fear of imported radicalism. A look at Islamic mobilization in North Caucasus, Tajikistan and Uzbekistan reveals many similarities, yet one momentous difference is the harsher repression in these contexts, which decreases the chances of a non-radical mobilization. The thesis concludes that the role of the state in mobilization processes in non-democratic contexts is crucial but counterintuitive, as the regimes’ efforts to stop the mobilization of movements actually leads to its intensification. In Azerbaijan, official pressure brings community members closer together and strengthens their resolve, rather than putting an end to mobilization. It also puts a spotlight on these communities which lights up the way for others in search of something new.

    • This article addresses the relationship between scientific expertise and policy in European chemicals regulation. We argue that the role of scientific expertise in the European regulation of chemicals varies across decision-making levels, countries, and stages of the policy process. Our case study of the role of scientific expertise in the regulation of brominated flame retardants illustrates considerably different manifestations of this interconnected process across regulatory arenas, even though this case concerns a single group of substances. On the European Union level, we find a mix of technocracy and politicization; in Sweden, a clear-cut politicization; and in Poland, noninvolvement. Such differences can be explained by a combination of factors, in particular frame dominance, and mobilization of advocacy coalitions.   • Growth without Democracy : Challenges to Authoritarianism in Vietnam

    • Vietnam today can clearly be counted as a case of economic success. At a party congress in the mid-1980s, the formal decisions were made on a reform program under the name of Doi Moi (renovation), which aimed at liberalising and reforming the economy. Many believed that a process of democratisation would follow in the path of economic liberalisation. However, it could soon be noted that the initial liberalisation of the political regime experienced in the early reform years quickly came to an end. Low-cost production has been the primary element in the strategy of the regime for creating comparative advantages for entrance into the globalised economy. The major incentive for foreign investors has been cheap and disciplined labour. Given that Vietnam industrialised under an essentially authoritarian regime, severe restrictions were imposed on organisational activities among workers. Rights of association and assembly were ignored at the same time as the Doi Moi industries displayed disturbing levels of human rights abuses and repressive working conditions. What are the tensions that arise within an authoritarian party-state when going through a process of economic liberalisation? In this thesis that question is approached by studying the relations between the state and the trade unions in Vietnam and how they deal with the dramatically escalating level of conflict in the labour market that have come with economic liberalisation. The answers provided in this study point in different directions. While authoritarianism was reproduced at the level of the political regime, it was simultaneously challenged by unprecedented strike movements, mainly in the southern industrial zones. In the face of the inability of the regime to respond to the rising level of social conflict, independent forms of organisation were sought outside of the formal framework of the party-state. These organisational activities challenge the basic organisational principles and institutions of the party-state.

  • Kind words, cruise missiles and everything in between : A neoclassical realist study of the use of power resources in U.S. policies towards Poland, Ukraine and Belarus 1989–2008

    • This study intends to explain why the United States led entirely different policies towards Poland, Ukraine and Belarus under circumstances where realist theory would predict otherwise. Realism being an “environment based theory”, it would indeed predict a state to lead highly similar foreign policies under identical conditions. Yet, within the overall context of managing unipolarity, the US has clearly led different policies toward these three countries from the demise of the Soviet Union to the end of the second Bush Administration (i.e., in the years 1989 to 2008). In seeking to explain that puzzle, this study follows a path hitherto neglected by neoclassical realist scholarship: a strong emphasis on the bilateral dimension in all foreign policies. Poland, Ukraine and Belarus are friendly, undecided and non-friendly states, respectively, as seen from a Washington perspective. What type of power resources seems appropriate in addressing them is likely to depend on this status. The study subsequently shows that different types of power resources or “base values” underlie the various foreign policy tools employed with respect to the studied countries. For that reason, it argues that perceptions of states’ friend, non-friend or undecided statuses should be considered an element of the missing link neoclassical realists identified between states’ power resources and their foreign policy output.

    • In this research advancement certain theoretical and methodological challenges in social scientific research on Latin America are presented. Through the thematic, conceptual and empirical focal points of decentralization and populism, and departing in the political party systems as the core of representative democracy, different –and at times contradictory- analytical perspectives are presented in order to exemplify the possible assignments in research on the complex Latin American societies. Furthermore, the usefulness of the political opportunity structures theoretical approach is emphasized in the context of political transformations and the perspectives of social movements and political parties. Likewise, the article contributes certain methodological suggestions for scholars dealing with issues of social and political processes in Latin America.

  • Explaining Civil Society Core Activism in Post-Soviet Latvia

    • Civil society activism in traditional non-governmental organizations (NGOs) is seen as one of the cornerstones of a vibrant participatory liberal democracy in most Western democratic states. Whereas this issue has been explored from a variety of perspectives in a Western context, only limited research has been carried out in a post-Soviet context. This study presents unique survey data on civil society core activism in post-Soviet Latvia addressing the following two main questions: What are the characteristics and factors that influence a person to become a core activist in a civil society organization? How does the post-Soviet Latvian context influence civil society core activism?Two nationwide surveys were carried out among core activists in all sorts of NGOs and for a comparative purpose among the population at large, from which non-activists have been extracted. Through cross-tabulations based on the three comparative dimensions: a) activists in general vs. non-activists, b) fields of interest and c) position in organization, this study indicates that many of the factors proven to be important when explaining civil society core activism in Western contexts also have explanatory power in post-Soviet Latvia. Important factors are an individual’s educational level, empathic ability and level of civic literacy, as well as the presence of activist role models and positive support for the decision to become involved in civil society activism. Citizenship and gender are other important factors, but unlike Western countries women dominate the civil society sector in Latvia. Two new factors are also suggested and tested, showing that the perception that one has the ability to organize activity and prior leadership experience from a communist organization are important for Latvian core activists.Binary logistic regression analysis is further used to test the significance of each of the independent variables alone and in combination with each other, introducing different types of core activists based on gender, motives for activism, intensity of political, charity and recreational activity, as well as the positions they have in their organizations.
