- This chapter deals with teachers’ work with a focus on teachers’ working life conditions, professional and expertise, autonomy and organisational control in education. We start with developing notions on professional work life based on Jürgen Habermas’s differentiation between life-world and system-world and Pierre Bourdieu’s concepts of practice and social field. These theoretical notions were developed in an analysis of data from a survey of 3,300 teachers in Finland, Ireland and Sweden. An additional rationale for this quantitative study was to give a comprehensive view of teachers’ and nurses’ situations as a supplementary approach to life histories and ethnographies in the Profknow project. The survey targeted nurses and teachers in the Autumn 2005 and Spring of 2006. Initial samples were taken from 1,100 nurses and 1,100 teachers in Finland, Ireland and Sweden, respectively. In relation to what is now standard for postal-surveys the response rate was very high - 70 percent or more.

- The governance of the welfare state is going through profound transformations in many western countries. Similarly, reforms, influenced by neoliberal ideology, are being applied particularly in the field of education all over Europe. However, it is likely that there are divergent outcomes as these widely shared models are adapted in historical and local particularities. The aim of this article is to examine how Finnish, Irish and Swedish teachers perceive change in professional control and autonomy, and the influence of documentation and evaluation on daily work. Correspondence analysis on survey data (N = 2304) shows that whereas the Finnish teachers regard that the new regulatory measures do not influence their daily work much, the Irish teachers, and also the Swedish teachers, tend to feel the increasing influence of control and accountability. Obviously, despite the similarities in formal policy and education acts, there are different kinds of restructuring operating in Finland, Ireland and Sweden.

PROFESSIONAL EXPERTISE UNDER RESTRUCTURING: COMPARATIVE STUDIES OF EDUCATION AND HEALTH CARE The Survey Study : Report no 3 from the PROFKNOW project

- This report gives the theoretical background and context for the survey-study conducted within the PROFKNOW-project. In addition to this, the report gives a brief overview of some empirical results related to main themes of the PROFKNOW-project and also a presentation of research-strategies and actual research questions to be further elaborated on the basis of the empirical material collected within the survey. The survey-study is carried out within the PROFKNOW-project encompasses postal-surveys conducted in Finland, Ireland and Sweden, directed to 1.100 nurses and 1.100 teachers in respective country.1 In this report brief casedescriptions of the situation in respective country for the health-care and educational sector is included with a special focus on restructuring processes. Those case-descriptions provide a contextual setting for interpreting the empirical results in respective country. The theoretical background of the survey-study is closely connected to the over-arching questions of the PROFKNOW-project related to matters of restructuring and professional knowledge –its content and active use by nurses and teachers. General questions are: 1. What does restructuring mean to professional work and life? 2. How is restructuring operating in professional working life? 3. What are the strategies to organise professional life under restructuring? 4. What are the professional configurations in restructuring? In order to be handled within the survey study those general questions have been operationalised into more concrete terms. This is done in several steps in the present paper. At the concrete item- level the survey covers a wide variety of topics concerning e.g. educational history, organizational activities, work-organization, work-autonomy, decision-power, attitudes, and perceptions of change. We have then various foci of comparison where we in simple matrices have presented interesting aspects of the empirical material in terms of countries and professions under the themes of Working conditions, Organizational interaction, Interaction outside institution, Professional autonomy, Participation in decision making, Professional expertise, Conceptions of academic and professional experiences, Accountability, Evaluation, Documentation and Self-technologies. These themes should be further exploited but in this paper some very general tendencies are described. In the concluding section of the paper we discuss more generally the concepts of generation, periodisation and profession related to the survey-study. The conception of generation is of particular interest as we possibly thereby can identify different trajectories in relation to structural changes within our sample of nurses and teachers. The concept of periodisation is primarily related to the conceptualization of structural processes characterizing the changes and restructuring processes in respective country. The concept of profession is one major point of comparison in the project and we are in the also discussing some differences between the occupations. Finally the concept of restructuring is discussed and problematised as a global structural concept and particularly related to processes in the fields of education and health-care. In a methodological part of appendix one example of correspondence-analysis is presented involving aspects of decision-making. In the concluding section frequencies from the merged file are presented and the questionnaire.

- Med sitt breda spektrum av perspektiv på diskrimineringens strukturella dimensioner avser denna antologi att bidra till en ökad förståelse av problemets karaktär och ett mer nyanserat samtal om orsaker och möjliga åtgärder emot etnisk ojämlikhet. En analys av så komplexa fenomen som etnisk diskriminering och social exkludering fordrar en mångfald teorier och metoder. I den här antologin finner vi prov på ett flertal olika samhällsvetenskapliga metoder. Ett strukturellt och maktorienterat perspektiv har väglett valet av artiklar om “invandrarproblematiken” och de samhälleliga maktförhållandena och demokratin i Sverige. Särskilda mekanismer som verkar inom samhällets institutioner och kulturella formationer som diskriminerar, exkluderar och omyndigförklarar invandrare har identifierats. Boken består av tre delar. Del I presenterar diskrimineringens kognitiva och diskursiva former, och syftar till att ge en mer generell bild av hur uppfattningar om människors olikheter skapas, normaliseras och legitimeras. Del II visar hur diskrimineringen verkar på en institutionell nivå, och hur maktutövning, beslut och praktiker i olika institutionella kontexter drabbar utsatta invandrade grupper i det svenska samhället. Del III fokuserar på diskriminerande krafter och motkrafter i civilsamhället och på den politiska arenan. Vidare diskuteras vad för slags antidiskriminerande och ”antirasifierande” krafter som finns i samhället och hur de fungerar. Några av antologins centrala slutsatser är:(1) Det är en ganska dyster bild av det mångkulturella Sverige som framträder i de olika artiklarna. Etnisk diskriminering och exkludering är robusta eftersom de består av många ömsesidigt förstärkande mekanismer.(2) Det svenska samhällets respons till invandrarna framstår som en komplex blandning av välvilja, solidariska åsikter och ideal, samt inskränkta, protektionistiska eller till och med xenofobiska ståndpunkter.(3) Det Sverige som träder fram genom antologins analyser är inte genomgående ett samhälle som präglas av exkludering – det finns många positiva krafter och utvecklingar i motstånd till rasism och diskriminering.(4) Däremot finns det en viss tendens för en rasifierad politik att breda ut sig. Goda intentioner räcker inte. Det behövs en systematisk kamp grundad på mänskliga värderingar och kunskap om strukturella mekanismer för att åstadkomma jämlikhet och allas välstånd i ett demokratiskt mångkulturellt samhälle.
