    • Many would claim that the development of electronic commerce is reshaping almost all industries, even to the extent that we are undergoing a paradigm shift. This enthusiasm represents a speculative bubble, what economists would describe as 'mania', as we witness increasing numbers of firms embracing the need for an on-line presence, despite the absence of both profits and sales. The recent turn of events, which is referred to as the 'dot.com implosion', indicates that the rapid profit growth that was initially projected is unlikely to be achieved by many. As the technology markets have crashed along with a number of high-profile dot.com collapses, numerous investors have almost turned off from funding this sector. This should come as little surprise. What is of interest is why myriad investors were drawn into financially supporting these start-ups in the first instance. This paper aims to focus on the concept of business-to-consumer commerce and uses mythology for providing some explanation as to why so many investors were lured into participating in the dot.com share bubble.

  • A holistic perspective on the theoretical foundations for ICT4D research

    • While many theories have guided research Information and Communication Technologies for Development (ICT4D), we are yet to construct a clear and coherent narrative that would help us answer the question of how ICT fosters development in underdeveloped communities. In this paper, we argue that one of the main reasons for this is that our holistic understanding of ICT4D is seldom grounded in theories to understand the core areas that define the field, namely, ICT, Development, and, ‘4’ which are the transformative processes that link the two. Through a brief literature review, we list theories that have informed ICT4D research in each of these areas. We present examples of theories, namely, Capability Approach, Affordances, and Actor-Network Theory together with Social Capital and illustrate how we have used them in our research. Building on this holistic perspective on theoretical foundation, we propose five agendas for ICT4D research.

  • Devolution, market dynamics and the Independent Public School initiative in Western Australia : 'winning back' what has been lost?

    • The devolution of public sector schooling systems has been a feature of education reform since the 1980s. In Western Australia, the Independent Public School (IPS) initiative has recently been installed, announced by the state government in 2009. Now over 80% of the state’s public school students attend IP schools. Drawing on interview data from a broader study of devolution and the conditions of teachers’ work, this article explores the cases of two schools – one IPS and one non-IPS. While both schools were ostensibly disadvantaged, they proved to be highly contrasting schooling sites, responding to the school marketplace in markedly different ways. We consider the ways in which the IPS initiative is contributing to the operation of market dynamics within the public school sector in WA, and argue that it has created new mechanisms for the residualisation of particular, and specifically non-IP, schools. Furthermore, while one school was apparently more of a ‘winner’ within the school marketplace, as it was attracting increasing student enrolments, we query what it might actually mean to ‘win’ in such a policy settlement, with staff at both schools reporting significant dissatisfaction in their work.

  • Life activity choices by people with aphasia: repeated interviews and proxy agreement

    • Background: Person-centered rehabilitation requires that meaningful life activities are identified on a case-by-case basis, but the discovery process can be inaccessible for clients with aphasia. Card-sorting methodology addresses core barriers and help clients communicate their preferences.Aims: To characterize life activities that people with aphasia want to do, to estimate consistency in selections over time, and to replicate previous findings about the ability of family members and friends to identify their loved ones’ activity preferences.Methods & Procedures:  We administered the Life Interests and Values (LIV) Cards to 26 people with aphasia, asking them which of 95 depicted life activities they wanted to do more in their lives. Half the activity cards were presented again one to ten weeks later. Twenty family members or friends responded as proxies by selecting from a questionnaire with the same items.Outcomes & Results: Participants with aphasia selected diverse activities, though as a group they identified significantly more activities from the “social” activity category than from the “home and community”, “creative and relaxing”, or “physical” categories. Across the repeated interviews, they selected identical activities on average 78% of the time. Item-to-item agreement between people with aphasia and their proxy responders was significantly lower at 69%.Conclusions: People with aphasia have diverse activity interests and are reliable informants about their preferences. Because significant others have limited ability to predict these choices, their impressions are inadequate substitutes for direct interviews.
