  • Changing the Conversation in Washington? An Illustrative Case Study of President Trump's Air Strikes on Syria, 2017
  • 2019
  • Ingår i: Diplomacy & Statecraft. - 0959-2296 .- 1557-301X. ; 30:3, s. 536-555
  • Tidskriftsartikel (refereegranskat)abstract
    • This analysis uses case study methodology to further the understanding of the diversionary theory of war in specific cases. It employs a model consisting of five propositions that build upon existing qualitative research on diversionary war theory. The synthesised framework examines one possible case of American diversionary military actions: President Donald Trump ' s decision to launch missile strikes against Syrian airfields on 7 April 2017. The study tests the descriptive accuracy and further develops the diversionary theory of war, in essence, generally suggesting that empirical support for the diversionary logic in this case is mixed.

  • The Absent-Minded Founder : Norway and the Establishment of the United Nations
  • 2009
  • Ingår i: Diplomacy & Statecraft. - 0959-2296 .- 1557-301X. ; 20:4, s. 619-637
  • Tidskriftsartikel (refereegranskat)abstract
    • This article examines Norwegian policy vis--vis the United Nations (UN) through the end of 1945. From here it will become clear that framing foreign policy orientations of the 1940s along conventional lines exaggerates the commitment of Norwegian politicians to two grand ideas. The novel idea of Atlantic alignment, developed by Norwegian circles in London exile, was more ambiguous than generally acknowledged and left room for universal extension. By contrast, the alleged turn in the mid-1940s toward support of the UN was in the form of lip-service as opposed to action that would have engaged actors from Norway. The government outsourced policy-making on the issue to a small circle of experts and made no attempt to exert leadership in regard to UN matters. Norway's indifference toward the UN in the 1940s stands in marked contrast to the country's later reputation as a faithful supporter of the world organization.

  • Arbitrator in a World of Wars : The League of Nations and the Mosul Dispute, 1924-1925
  • 2010
  • Ingår i: Diplomacy & Statecraft. - 0959-2296 .- 1557-301X. ; 21:4, s. 631-649
  • Tidskriftsartikel (refereegranskat)abstract
    • The League of Nations is primarily remembered for its failures in the 1930s. Indeed, the established perception of its history usually emphasizes weaknesses. Failing to settle the question of which Power should possess the former Ottoman province of Mosul after the First World War, Turkey saw the dispute addressed to the League in summer 1924. Within a short time, a multi-leveled negotiation process that involved a large number of politicians, diplomats, and lawyers was put in motion. Sixteen months and many crises later, the League Council awarded the entire Mosul province to Iraq. The arbitration had been based upon data collected by two enquiry commissions comprising representatives from eight different Powers, the work of both numerous mediators, and a Council sub-committee. Though certainly not perfect, the League's role averted war and renewed disaster.

  • Foreign Policy Analysis and the Study of the Diplomatic History of the Raoul Wallenberg Case
  • 2015
  • Ingår i: Diplomacy & Statecraft. - 0959-2296 .- 1557-301X. ; 26:3, s. 424-445
  • Tidskriftsartikel (refereegranskat)abstract
    • In 1982, claims were made that the Swedish diplomat, Raoul Wallenberg, when preparing in mid-January 1945 for his trip to Soviet military headquarter in Debrecen, north of Budapest, concealed large amounts of valuables-gold and jewellery-in his car. Moreover, the argument exists that Russian discovery of these valuables had a significant impact on both Swedish and Soviet handling of his case. Recently re-surfacing in a biography of Wallenberg, this claim is incorrect. The testimonies referred to in its support are fraught with serious weaknesses and, the causal chain allegedly set off about finding the valuables is not verifiable. This analysis argues that the study of the diplomatic history of the Wallenberg case could benefit significantly by taking some basic insights from the field of foreign policy analysis into account.

  • Dag Hammarskjöld : An International Civil Servant Uniting Mystics and Realistic Diplomatic Engagement
  • 2010
  • Ingår i: Diplomacy & Statecraft. - : Routledge. - 0959-2296 .- 1557-301X. ; 21:3, s. 434-450
  • Tidskriftsartikel (refereegranskat)abstract
    • The United Nation's secretary-general from 1953 to 1961, Dag Hammarskjöld, whose spiritual beliefs influenced his political activity, was searching for universality and solidarity as written in the charter of the UN. While in office, Hammarskjöld was able to unite personal belief and political rationale. This is the main reason he became a respected and true international civil servant. Hammarskjöld was neither a pure idealist nor a pure realist. This article examines the moral but not moralistic life and legacy of Hammarskjöld, who united mystics and realistic political engagement. In doing so it draws on the lessons learned from a “practical mystical” and international civil servant. This is chiefly done by using the English School approach of international relations theory while at same time pointing out the impact of positive mimesis. By devoting his private life to God, Hammarskjöld was able to devote his political life to the UN.

  • Activism and Adaptation. Swedish Security Strategies 1814-1885
  • 1997
  • Ingår i: Diplomacy & Statecraft. - : Taylor & Francis. - 1557-301X. ; 8:3, s. 210-236
  • Tidskriftsartikel (refereegranskat)abstract
    • Comparing observed Swedish security policy behavior to generally recognized models suggests that Sweden resorted to a variety of strategies in the 19th century, within the general position of nonalignment, in order to successfully avoid being drawn into war. Three phases are identified during the period examined, revealing a pendulum pattern in policy choices. The weak-state strategies employed by Sweden included quiescence, bandwagoning, balancing, and rhetorical activism.

  • Rethinking Diplomatic and Development Outcomes through Sport : Toward a Participatory Paradigm of Multi-Stakeholder Diplomacy
  • 2016
  • Ingår i: Diplomacy & Statecraft. - : Taylor & Francis. - 1557-301X. ; 27:2, s. 231-250
  • Tidskriftsartikel (refereegranskat)abstract
    • Sport diplomacy provides a challenging example of how diplomaticpractice is changing in light of a proliferation of actors, agendas, and modes of communication. This context hasinspired greater interest in techniques for managing the participationof others in the pursuit of desired outcomes, such asdebates surrounding multi-stakeholder diplomacy, publicdiplomacy, and soft power. However, these debates oftenderive from an instrumentalist perspective of exerting influenceand securing outcomes. Sport, on the other hand, involves sites and practices capable of supporting communitiesin the identification of their own goals, and of supporting thedevelopment of strategies and skills that can achieve thosegoals. Its participatory qualities challenge instrumentalistapproaches to diplomatic objective setting, and potentiallyreveal some of the ways in which diplomacy can be morediffuse and inclusive. This article uses the example of sportdiplomacy to question the basis for instrumentalist diplomaticobjective setting and to explore the theoretical basis for participatorymodels of multi-stakeholder diplomacy.
