Cultural Universals and Cultural Differences in Meta-Norms about Peer Punishment

- Violators of cooperation norms may be informally punished by their peers. How such norm enforcement is judged by others can be regarded as a meta-norm (i.e., a second-order norm). We examined whether meta-norms about peer punishment vary across cultures by having students in eight countries judge animations in which an agent who over-harvested a common resource was punished either by a single peer or by the entire peer group. Whether the punishment was retributive or restorative varied between two studies, and findings were largely consistent across these two types of punishment. Across all countries, punishment was judged as more appropriate when implemented by the entire peer group than by an individual. Differences between countries were revealed in judgments of punishers vs. non-punishers. Specifically, appraisals of punishers were relatively negative in three Western countries and Japan, and more neutral in Pakistan, UAE, Russia, and China, consistent with the influence of individualism, power distance, and/or indulgence. Our studies constitute a first step in mapping how meta-norms vary around the globe, demonstrating both cultural universals and cultural differences.

Natur- och kulturmiljöer vid vatten – samverkan för framgång. Rapport från ett pilotprojekt

- Rapporten beskriver resultatet av ett pilotprojekt som har genomförts 2021–22, med syfte att beskriva exempel på en positiv samverkan mellan natur- och kulturmiljövården i samband med åtgärder vidtagna utifrån Vattenförvaltningsförordningen och där vattenanknutna kulturmiljöer berörs. Projektet har finansierats genom anslag från Riksantikvarieämbetet, och har genomförts av Västra Götalandsregionen (Förvaltningen för kulturutveckling), Göteborgs universitet (Institutionen för kulturvård) och Vattenhistoriskt Nätverk/Arbetets museum. Bakgrunden är EU:s Vattendirektiv som har som syfte att stoppa försämringen av vattenförekomster och nå ”god status” för Europas floder, sjöar och grundvatten. I de fall där kulturmiljöer med lång historia, t.ex. kvarnanläggningar och flottningsleder, är placerade i eller i direkt anslutning till strömmande vatten, har de ofta betraktats som hinder för att uppnå god ekologisk status. Utrivning av dammanläggningar är därför den enkla lösningen, alternativt att omlöp görs utan att först ha konstaterat den eventuella förekomsten av arkeologiska lämningar i omlöpets väg. Kulturmiljövården som en sakägare är ofta satt på undantag och saknar också särskild finansiering för att kunna prioritera åtgärder i vattenanknutna kulturmiljöer. En ytterligare bakgrund till projektet är den Nationella planen för omprövning av vattenkraften (NAP) som på likartat sätt kan innebära utrivning av dammanläggningar. Vad gäller kulturmiljövården är det enkelt att konstatera att den inte kan delta på jämbördigt sätt som naturvårdens och ekologins företrädare, p.g.a. avsaknad av finansiering. Samtidigt har kulturmiljövården en formell roll att tillse att Kulturmiljölagens skrivningar om fornlämningar och fornfynd efterlevs – vare sig det gäller utrivning av vattenplacerade konstruktioner eller anläggande av omlöp. Det är därför nödvändigt att finansieringen av kulturmiljövårdens deltagande förstärks. Projektet föreslår att för projekt kring åtgärder för ekologisk status som omfattar kulturhistoriska miljöer, borde länsstyrelserna kunna samordna berörda enheter i ett gemensamt projektansvar för att tillförsäkra att berörda regelverk efterlevs. Vattenförvaltningsförordningen är den grundläggande författningen, men i många processer berörs också Miljöbalken, Kulturmiljölagen, Plan- och bygglagen, och projektet förslår att en funktion i linje med Boverkets PBL Kunskapsbanken, etableras för frågor som rör vattenanknutna kulturmiljöer. När det gäller att skapa välfungerande grupperingar kring åtgärder som föranleds av vattendirektivet eller NAP, så kan Vattenråden vara potentiella arenor med formella kontakter med berörda länsstyrelser.

- This article seeks to move beyond the Euro/North-centrism recurrent in methodological discussions on what we may learn from the COVID-19 pandemic. Such debates often centre on uncertainty and involuntary immobility – aspects which are hardly new for many researchers. In this article, we argue that the pandemic offers an opportunity to rethink research relations between what we term ‘contracting researchers’ in the Global North and ‘facilitating researchers’ in the Global South. Such relations are often marked by rampant inequalities in remuneration, working conditions, and visibility/authorship. Drawing upon experiences in DR Congo, Sierra Leone, and India, we argue that the pandemic increased the dependence on – and highlighted the invaluable contributions and skills of – facilitating researchers, in part slightly refiguring bargaining power. We also propose pathways for change, arguing for a strong collaborative approach and the need for institutional change, without discarding the responsibilities of individual researchers.

- Given that there are so many potential resources out there, we need to carefully select and present materials and activities in such a way that it can be easily accessed and used by teachers working across multiple disciplines (eg industrial design, computer science, educational technology), engaging with students on different levels (eg bachelor and master), and dealing with different sets of constraints (eg, time, location, person power, budget). Currently, we are working on the creation of a curriculum compass, a structural guidance that can help organize teaching activities together with relevant materials and tools, by employing educational design patterns as development framework (Goodyear, 2005; Mor & Winthers, 2008). For this structure, we have identified three main pillars for teaching about values in design: 1) Ethics and Human Values, 2) People and Stakeholders, and 3) Technology and Context. Building on these three pillars, we aim to further structure how a learner's understanding of values develops from a simple to more complex level. To do so, we are drawing from established taxonomies of learning, such as the SOLO taxonomy (Biggs & Collis, 1982) and the Bloom taxonomy (Bloom, 1956) to address different levels of competences. Finally, our overarching goal is to make sure that our students become caring and responsible designers of the future society in a holistic and grounded manner. To this end, our project not only focuses on developing conceptual knowledge about values and ethics and gaining practical skills to design in a value-sensitive way, but more importantly, on becoming a reflective and responsible designer.

- In this paper we focus on the relational work when doing PD with children in special education as a hybrid practice, meaning that the designer aims to perform design activities with children in their own environment. Based on the experiences of a three-year projectin a special education school, we first present a two-dimensionalmodel for ’who participates with whom in what’, describing the agency that the designer may need to both plan and execute design activities in relation to the teachers and the children. Thereafter, we relate those two dimensions to different kinds of authority that the designer might wish to have and avoid to have, and provide examples of the backstage work with children and teaching staff that may occur in order to gain the right kind of authority. Finally, we discuss the designer’s relational work to balance the differentkinds of authority and what may happen if there are mismatches between the different stakeholders’ expectations about authority. While we are aware that it is not possible for a designer to precisely foresee how their presence in a special education school will playout, this paper aims to provide a critical reflection on our participatory practices which may help other designers to be preparedfor the situations they may encounter in their own work in specialeducation schools.
