  • European Integration and Prime Ministerial Power : A Differential Impact on Cabinet Reshuffles in Germany and Sweden

    • It is commonly assumed that European integration empowers prime ministers at the expense of cabinet ministers and parliamentary actors. This article follows the suggestion that an increase in cabinet reshuffles indicates power shifts in favour of the PM, and studies reshuffles in two countries that have been involved very differently in the process of European integration, Germany and Sweden. It hypothesises that if European integration empowers the PM, the PM will employ cabinet reshuffles more often. By implication, as integration increases, (1) ministerial reshuffles should become more frequent, and (2) political insiders and ministers holding important portfolios should be more likely to be dismissed. The results found in an event history analysis show that EU integration leads to an increase of turnover when looking at Swedish post-war cabinets, whereas no such effect is found for German cabinets. These results are in line with the idea that a differential impact of Europe on intra-executive relations should be expected.

    • Stabilizing global greenhouse gas concentrations at levels to avoid significant climate risks will require massive ‘‘decarbonization’’ of all the major economies over the next few decades, in addition to the reduced emissions from other GHGs and carbon sequestration. Achieving the necessary scale of emissions reductions will require a multifaceted policy effort to support a broad array of technological and behavioral changes. Change on this scale will require sound, well-thought-out strategies. In this article, we outline some core principles, drawn from recent social science research, for guiding the design of clean technology policies, with a focus on energy. The market should be encouraged to make good choices: pricing carbon emissions and other environmental damage, removing distorting subsidies and barriers to competition, and supporting RD&D broadly.     • This paper attempts to extend the understanding of the interaction between firms and investors with respect to the role of intellectual capital disclosure. Due to the quickly intensifying interest of firms and policy-makers in intellectual capital disclosure (as regards, for example, intellectual capital statements, social responsibility reporting, and integrated reporting), there is an urgent need to study the role of intellectual capital disclosure in building and maintaining corporate reputation. Using two empirical investigations with a focus on human capital as core element of intellectual capital—a German experiment and a Swedish focus group study—as points of departure, this paper argues that there is a need for complementary investigations of contextual, social character, and other approaches in studies of the interface between accounting and finance. The paper begins with a very brief overview of prior research on human capital disclosure. Sections 2 and 3 discuss the German and Swedish studies, followed by an analysis in section 4, where the concept of ‘reputation’ is introduced. In the concluding section 5, suggestions for further exploration are made.
