    • Det finns ett påtagligt behov att synliggöra problemet med särbehandling i arbetslivet som ett socialpolitiskt problem. Social utsatthet i arbetslivet har ökat och särbehandling är ett rättsligt reglerat fenomen. Rättsskyddet och arbetsskadeförsäkringsskyddet för dem som hamnar utanför arbetsmarknaden på grund av särbehandlingär dock svagt, vilket gör att problemet behöver synliggöras som en socialpolitisk fråga, vilket inte görs idag. Förståelsen för särbehandling som fenomen i arbetslivet rymmer en stor kunskapslucka inom forskningsfältet, avseende praktiken och logiken bakom social exkludering och utmanövrering. Det finns idag en växande kritik mot individualiseringen av särbehandling som problem, såväl i praktik som forskning. Kritiken framhåller att det saknas strukturell kontextualisering till fenomenet särbehandling och att fokus inom den traditionella forskningen, alltför ensidigt, sökt förklaringar på individnivå. Behovet av teoretisk utveckling på organisationsnivå efterfrågas som kan öka förståelsen för problemet med social utsatthet i arbetslivet. Syftet med denna avhandling är att utforska hur särbehandling i form av ostracism, det vill säga ignorering, avvisande, exkludering och utmanövrering, praktiseras och uppstår i den organisatoriska arbetsmiljön med fokus på organisering av arbete, organisationskultur, organisatoriskt klimat samt beslutsprocessen kring utmanövrering. Metoden är organisationsetnografi vilket tillämpas på ett fall inom ett större sjukhus i Sverige, där det pågår utmanövrering på olika nivåer i organisationen. Utgångspunkten för fallet är att ge röst åt en profession inom sjukvården som sällan är i fokus: steriltekniker. Analysen har en abduktiv ansats och sker inom ramen för ett organisationspolitiskt perspektiv. Resultatet presenteras i fyra empiriska kapitel som visar A/Rumslig organisering, professionell diskurs och teknologisk övervakning fungerar som politiska verktyg för ostracism av medarbetare. B/ Organisationskulturen cirklar kring perfektionsideal och varumärkets överordnade plats i kommunikationen, vilket legitimerar särbehandling. C/ En reduktionistisk syn på särbehandling i styrdokument möjliggör döljande av strukturell särbehandling av medarbetare. D/ Beslutet att utmanövrera medarbetare baseras på en form av fabricering som har stöd i organisationens politik och kan ses som en forcerad politisk överenskommelse för att reducera osäkerhet. Tillsammans visas att den organisatoriska arbetsmiljön leder till att strukturell särbehandling reproducerar riktad särbehandling. Resultatet teoretiseras vilket mynnar ut i en definition av pragmatisk särbehandling. Pragmatisk särbehandling kan beskrivas i fyra dimensioner som jag kallar sociala föreställningar, hierarkisk gisslanpolitik, politisk uppmärksamhet och forcerade handslag. Tillsammans förklarar begreppen hur utmanövrering orkestreras som en följd av att medarbetare bedöms utgöra någon form av risk, baserad på sociala föreställningar, för organisationens strategiska intresse och/eller för de aktörer som drar nytta av dessa intressen. Avhandlingen kan ses som en dissonans till den traditionella synen på särbehandling som bygger på antagandet om en eskalerad konflikt mellan ”offer” och ”förövare”. Istället argumenteras för att individualiseringen i arbetslivet driver fram exkluderingspraktik och en reduktionistisk syn på särbehandling, vilket behöver problematiseras inom socialpolitiken.

  • From Young Migrants to "Good Swedes" : Belonging and the Manifestations of Borders and Boundaries in NGO Social Work

    • Belonging is a contested concept, and for young people arriving unaccompanied by parents to seek asylum in Sweden, belonging is conditional. The aim of this thesis is thus to analyse belonging in the context of an NGO mentoring programme for young people defined as unaccompanied in Sweden. By intersecting different dimensions of belonging, this is studied both from the young people’s own perspective and within the work of the mentoring programme. The thesis builds on interviews, participant observations, and policy documents gathered from the NGO mentoring programme, which more specifically works with ‘unaccompanied’ young people placed in kinship care in a Swedish suburban neighbourhood to support their establishment in Sweden. Participating in the study are young people involved in the programme and the employed mentors. The results show that the young people create a sense of belonging through transnational and local migrant networks, while the NGO perceives the young people’s situations in kinship care and in the Swedish suburban neighbourhood as limited. The mentoring programme’s work to promote establishment is intended to help the young people to overcome possible boundaries, and to reach a belonging to Swedish society. As such, the work can be interpreted as a form of boundary work. However, this work risks producing new boundaries – those between a desired, but imagined, ‘Swedish community of value’, and the migrant ‘other’. Hierarchies of belonging are thus created, within which the young people must strive to become ‘good Swedes’ to be seen as established in society. The thesis also shows how these boundaries can be challenged within social work by acting against racial structures and imagined collective communities. It thus argues for the importance of acknowledging and actively working with young people’s transnational and local networks to avoid the reproduction of boundaries.

    • Social service for sale. On social work in times of procurement Market reforms within the Swedish welfare sector have paved the way for models based on buying and selling welfare services. Public procurement constitutes a hub for commissioning and providing social services. The aim of this article is to explore how social work is shaped within a procurement context. Attention is directed to how social workers providing procured services describe their work. The empirical material consists of interviews with 16 providers of social services within different areas of a procured social work. The results show how procurement shapes the provision of social work, in terms of specifications of time and quantity, a quantification of the work performed with clients and how the framework of procurement shapes the client as a commission and a case. It is further shown how providers compensate for and deal with the framework of procured social work to meet the clients' needs. The results raise questions about the possibilities for procured social work regarding the services' demarcation, specialisation, and time frame.

    • The article examines how unaccompanied young refugees in Sweden relate to and talk about their everyday lives and life plans during a time of transition from childhood to adulthood. We regard them as navigators and emotional beings embodying social situations, relationships and sentiments in their habitus throughout their lives affecting their life plans and acting to build capital in social fields. Theirnarratives show that they all have a life plan. However, disruptions and adjustmentsof life plans occur, often related to their birth families, deeply embodied in theirhabitus, to their everyday life, but also to socio-economic and political contextsboth globally and locally. Their position as young ‘unaccompanied minors’ is fragile when it comes to realizing future goals. A stable social and economic structure, stability capital, appears to contribute to possibilities of adapting to or maintaining sustainable life plans.

  • Religion as a lifeworld : an alternative to secularist concept of religion in social work

    • The discourse on religious extremism and jihadism has stimulated deep interest in religion as a factor in social problems. So have other religion-related issues such as honour-related violence, migration and integration, and female circumcision. Given that social workers are often mentioned as pivotal actors when it comes to preventing and working long-term with extremism, radicalisation, and related issues, religion has acquired increased visibility in social work. This has reinvigorated discourse on religion within social work practice, policy and research.This dissertation attempts to grapple with and theorise about the implications of this new visibility of religion in social work. Its starting point is an analysis of the tacit assumptions about religion revealed in interviews with practitioners in the field of preventing violent extremism and promoting democracy. Genealogical analysis then contextualises these tacit, secular assumptions in a historical, philosophical and theological setting, so denaturalising them. This work clears the way for developing a new and innovative path that holds promise for more productive work in relation to religious social problems.The main argument in this dissertation is that a secularist concept of religion falls short when doing social work with religious citizens. This is because a secularist concept of religion regards religion either as a set of doctrines or teachings or as purely subjective and emotional. Practitioners who take the former position often try to disprove specific doctrines, as if doctrines produce religious extremists. Practitioners who adopt the latter position try to change the inner inclinations of the subjects from, say, an extremist disposition to a democratic one, or from radical Islam to ‘mainstream’ Islam. Both approaches are inadequate because by depriving religion of its bodily and institutional setting, religion is reduced solely to its intellectual or emotional elements, while overlooking its practical, social, institutional and embodied aspects.The alternative conceptualisation of religion proposed in this dissertation is rooted in phenomenology. If religion is conceived of as a horizon of meaning that precedes and supersedes individual choice and preference, while simultaneously being construed as contextual and open to reinterpretation, encounters between social workers and religious clients can be guided by openness, interest and curiosity, even reconciliation. Change could, then, be achieved from within the clients’ lifeworld, rather than through confrontation and the advocating of drastic alternatives to their present lifeworld. Such an approach to social work with religious clients is likely to be more successful than one rooted in a much narrower understandings of religion.
