  • Leakage and boosting effects in environmental governance: a framework for analysis

    • In an increasingly interconnected world, leakage-broadly understood as unintended displacement of impacts caused by an environmental policy intervention-has become a major governance concern. Yet, leakage remains both loosely conceptualized and poorly understood as a phenomenon in policy making. To fill this gap and broaden the leakage research agenda, we conduct a state-of-the-art review of scientific assessments on leakage (particularly on land use) and combine it with conceptual and analytical frameworks from the environmental governance literature. We then propose a rigorous definition of leakage, discuss frequently overlooked political dimensions, and develop a typology of leakage pathways. Our analysis of leakage through a governance lens yields five core insights: (1) Leakage is not simply a mechanistic phenomenon, but a complex governance issue involving questions of institutional fit, interactions, and political agency. (2) Although the land use literature traditionally focuses on leakage through markets or activity displacement, a governance lens shows that it also occurs through information, motivation, or institutional channels. (3) As policy-makers may act strategically, the unintentionally of leakage should not be assumed but rather become an object of research. (4) A phenomenon not initially regarded as leakage can come to be framed as such through the action of 'problem brokers' and changes in policy fields. (5) Policy-makers and researchers should broaden their focus from only avoiding leakage to seeking positive spillovers and institutional synergies. These insights are illustrated with examples from two cases relating to land use policy in Brazil and Southeast Asia.

    • Trade agreements could help to protect human rights, critical ecosystems, and the climate-but only if sustainability becomes a cornerstone of international trade. The EU-Mercosur trade agreement fails to meet our three tenets of sustainable trade agreements: (1) inclusion of local communities, (2) transparency mechanisms to trace commodities and provide open-access information, and (3) enforcement to legally uphold sustainability commitments.

    • Regional and global assessments periodically update what we know, and highlight what remains to be known, about the linkages between people and nature that both define and depend upon the state of the environment. To guide research that better informs policy and practice, we systematically synthesize knowledge gaps from recent assessments of four regions of the globe and three key themes by the Intergovernmental Science-Policy Platform for Biodiversity and Ecosystem Services. We assess their relevance to global sustainability goals and trace their evolution relative to those identified in the Millennium Ecosystem Assessment. We found that global sustainability goals cannot be achieved without improved knowledge on feedbacks between social and ecological systems, effectiveness of governance systems and the influence of institutions on the social distribution of ecosystem services. These top research priorities have persisted for the 14 years since the Millennium Ecosystem Assessment. Our analysis also reveals limited understanding of the role of indigenous and local knowledge in sustaining nature’s benefits to people. Our findings contribute to a policy-relevant and solution-oriented agenda for global, long-term social-ecological research.

    • Governance of natural resources in the drylands has often been studied from the perspective of failure, using assumptions of degradation, disequilibrium, and marginalization. Yet a growing body of literature engages with the study of outcomes that are considered positive, providing examples and explanations of cases where conflicts related to natural resource use have been adequately addressed by adapting existing or constructing new institutions of governance. Based on literature providing empirical case studies, this chapter discusses the conditions of four such cases, using the six elements of the constitutionality approach. Based on these cases we provide insight into positive examples of local institution building to improve natural resource governance. Our main cross-case findings show that, in order for institution-building processes to be labelled by local actors as positive, there is a need—besides the support of external catalyzing agents and institutional memory and recognition—for self-determination as an important element in claiming space to actively engage with the institution-building process.

    • The complex nature of sustainability problems and the aim of sustainability science to support emergent processes of transformation require rethinking how we build and make use of theories. We highlight the diversity of ways in which theories, as assemblages of different elements that can serve a variety of purposes, can emerge within inter-disciplinary and trans-disciplinary processes. Such emerging theories are (i) contextualized, constantly changing, and build on a plurality of knowledge from science and practice, (ii) embedded in change-making processes arising when diverse actors try to collectively solve a complex problem. We propose four ideal-typical modes of theorizing, and the notion of ‘ecologies of theories’, to explicate and further advance theorizing to meet the challenges and needs of sustainability science.
