    • Is there any such thing as a Swedish model of vocational education? The answer is ‘yes’ there probably is. Development of the Swedish model of vocational education during the past 100 years has entailed a less prominent role for apprenticeship as compared to school-based education. In Sweden, the involvement and operative responsibility of trade and industry in relation to education came to be less evident than in countries with strong apprenticeship systems (Nilsson, 2013; Olofsson, 2005).

    • This chapter examines the period for VET in Sweden that stretches from the dissolution of the guilds by the passing of the Free Trade Act in 1864 until 1945. The period is described as a movement from unregulated apprenticeship to state-regulated, school-based vocational education. The breakthrough of modern industry in Sweden led to a strong demand for a different and school-based vocational education. The trade union organisation and employer organisation gradually agreed that publicly organised VET should be strengthened and that apprenticeships should function as a complement, not as a main road for vocational learning.

    • This chapter illustrates how the Swedish VET trajectories (1945–2015) have been shaped by reforms and negotiations between the state and the labour market organisations. Three distinguished phases are traced. From the end of the 1940s, municipal vocational schools underwent a strong expansion. The second phase began with the establishment of coherent upper secondary schools through a reform in 1971. VET became a part of an integrated education system at upper secondary level. The third phase can be interpreted as a reorientation of the Swedish VET-system. The Swedish homogeneous VET-system tends to be more differentiated and controlled by the industries’ requirements.
