The Implementation of Institutional ICT Policy through the Experience of Makerere University

• The aim of this paper is to give an insight to the managers of tertiary institutions from developing countries the overall essence of an institutional Information Communication Technology Policy that forester changes which are significant to national development. This paper reports live experience of institutional ICT policy that has transformed Makerere University, Uganda into a model university in the Sub-Saharan Africa. The catchment area of the university has tremendously extended as a result of smooth ICT policy implementation. The paper presents the process of policy formulation, policy statements prioritization, and solicitation of funds to implement policy statements. Finally, to give a precise implementation process experience, the paper sights live issues and challenges that where faced during implementation of one of the top priority policy statements �information access� in the institutional policy document. It highlights contributions of the information access policy statement to university processes and concludes by giving the envisioned impact of this policy statement on the entire national development.
