    • Swedish municipalities are obliged to formulate housing provision policies in housing programs, as part of municipal strategic planning. This article explores how municipalities interpret this responsibility. We analyze housing provision programs by drawing from prospective responsibility and policy analysis. Our analysis shows three different prospective responsibilities in the municipality’s production of housing provision responsibility. The results show that municipalities take actions by different means, leading to ambiguities and inequalities in housing provision planning. © 2022 The Author(s).   • Systematic review and comparison of densification effects and planning motivations

    • Do higher urban densities contribute to more sustainable cities and communities? This paper examines the effectiveness of higher density (as a means) for achieving sustainable urban development (the goal) following three lines of enquiry. First, a systematic review of the scientific literature (n = 229 peer-reviewed empirical studies) is presented on the effects of urban density. Second, the motivations for increasing urban density are studied in a systematic review of Swedish planning practices based on the comprehensive urban plans in 59 municipalities. Third, these two studies are compared to find matches and mismatches between evidence and practice. Although positive effects exist for public infrastructure, transport and economics, there are also considerable negative environmental, social and health impacts. This creates a challenging task for urban planners to assess the trade-offs involving densification and accommodate current urbanisation rates. Some topics are found to be over-represented in research (transport effects), seldom discussed in practice (environmental impact), and misaligned when comparing motives and evidence (social impact). Furthermore, for some topics, urban density thresholds are found that are important because they may explain some of the divergences in the results between studies. PRACTICE RELEVANCE The transfer of knowledge from research to planning practice is a serious concern as planning strategies are not aligned with scientific evidence. Planning practice in Sweden is more positive about the contribution of higher density to sustainable urban development than the results of empirical studies warrant. The largest deviation is found in relation to the social impacts of higher density where the planning arguments are not aligned with the evidence. Several reported negative effects of densification (e.g. water management, recreational infrastructure, biodiversity) are not sufficiently accounted for in Sweden’s planning policy and strategy. The narrow planning focus on decarbonising cities and densification needs to be broadened to ensure cities are resilient against the effects of climate change and include mitigation strategies to reduce negative social, environmental and health impacts. The findings can be used to develop evidence-based planning strategies. Other countries can apply this process to assess their planning strategies.

  • National environmental objectives in Sweden : A critical reflection

    • The National Environmental Objectives (NEOs) adopted by Swedish Parliament in 2001 and proclaimining that major environmental problems should be solved within a generation are often portrayed as good practice of a concrete yet visionary sustainability strategy. In this paper we summarize one and a half decade of the NEOs' experience for the international audience. The NEOs were based on an eclectic mixture of conceptual reasoning, most importantly the Management by Objectives concept and the notion of a policy deriving its authority and legitimacy from scientifically established 'natural laws and limits'. The 16 NEOs fall into two groups. The first group is a positive reformulation of existing environmental problems based on well established scientific evidence. While they have scientific authority and can be operationalized and enforced through standards they are hardly visionary, strategic or capable of responding to emerging threats. The second group contains utopian landscape goals which are more visionary but also more difficult to operationalize, especially for local authorities which play major part in the implementation of the NEOs in Sweden. We argue that the system that mixes these two sets of goals based on two different paradigms of sustainable development inherits the weaknesses of both and the strengths of neither. The NEO system lacks the hierarchical and scientific authority potentially possible for scientific goals and at the same time fails to provide for learning, mobilisation and consensus-building power of utopian landscape goals. It has been too fuzzy to be implemented in a top-down way and yet too rigid to enable bottom-up action. A more effective approach would be to separate these two sustainability governance approaches into complementary but distinct systems.

  • Detecting ditches using supervised learning on high-resolution digital elevation models

    • Drained wetlands can constitute a large source of greenhouse gas emissions, but the drainage networks in these wetlands are largely unmapped, and better maps are needed to aid in forest production and to better understand the climate consequences. We develop a method for detecting ditches in high resolution digital elevation models derived from LiDAR scans. Thresholding methods using digital terrain indices can be used to detect ditches. However, a single threshold generally does not capture the variability in the landscape, and generates many false positives and negatives. We hypothesise that, by combining the digital terrain indices using supervised learning, we can improve ditch detection at a landscape-scale. In addition to digital terrain indices, additional features are generated by transforming the data to include neighbouring cells for better ditch predictions. A Random Forests classifier is used to locate the ditches, and its probability output is processed to remove noise, and binarised to produce the final ditch prediction. The confidence interval for the Cohen's Kappa index ranges [0.655, 0.781] between the evaluation plots with a confidence level of 95%. The study demonstrates that combining information from a suite of digital terrain indices using machine learning provides an effective technique for automatic ditch detection at a landscape-scale, aiding in both practical forest management and in combatting climate change. © 2022 The Authors

    • 1.Participatory approaches are linked to landscape restoration (LR) success, but not all participatory approaches are created equal. Engagement approaches that invest in transformative stakeholder and governance processes can create the right conditions for long-term LR commitment.2.A large-scale LR initiative in Spain, namely AlVelAl, illustrates how collective action can be activated through inspiration, trust and hope, which, in turn, can be cultivated through the application of social schemes designed to support inclusive stakeholder engagement processes and programmes.3.Collective agency and inspiration matter for activating and sustaining LR actions and outcomes. Multi-stakeholder partnerships that speak to human agency, inclusivity and trust between actors can help create a deeper shared meaning, a place-based sense of belonging that encourages cohesive landscape stewardship.

  • Effects of Foreground Augmentations in Synthetic Training Data on the Use of UAVs for Weed Detection

    • This study addresses the issue of black-grass, a herbicide-resistant weed that threatens wheat yields in Western Europe, through the use of high- resolution Unmanned Aerial Vehicles (UAVs) and synthetic data augmentation in precision agriculture. We mitigate challenges such as the need for large labeled datasets and environmental variability by employing synthetic data augmentations in training a Mask R-CNN model. Using a minimal dataset of 43 black-grass and 12 wheat field images, we achieved a 37% increase in Area Under the Curve (AUC) over the non-augmented baseline, with scaling as the most effective augmentation. The best model attained a recall of 53% at a precision of 64%, offering a promising approach for future precision agriculture applications. © NLDL 2024. All rights reserved.

  • A systematic review of motives for densification in Swedish planning practice

    • One of the current dominant strategies proposed for sustainable urban development is densification. While some advocate the very reasonable benefits of density, others emphasize the potential drawbacks. The main goal of this paper is to provide a systematic overview of the claimed benefits of densification in Swedish practice and relate this to the scientific evidence. For the systematic overview, comprehensive plans from 59 Swedish municipalities, covering plans from both highly urbanized areas as well as more rural regions, are included. The results show that in three out of four cases where density or densification is mentioned, no motive is given. For the other quarter, the most often used motivation is related to transport (19%), services (17%) and urban environmental qualities (14%). The least frequent motives used are related to health (8%) and ecology (2%). The motives in comprehensive plans are for the most part pointing to a positive impact of density on sustainable urban development (77%), which is not always supported by the empirical evidence that more often describe a negative correlation. Furthermore, many of the most frequently used motives in comprehensive plans have little scientific support, which puts new questions on the research agenda. © Published under licence by IOP Publishing Ltd.

    • This editorial addresses social infrastructure in relation to urban planning and localisation, drawing together the themes in this thematic issue on “Localizing Social Infrastructures: Welfare, Equity, and Community.” Having contextualised social infrastructure, we present each of the 12 contributions by theme: (a) the social consequences of the localisation of social infrastructure for individuals, (b) the preconditions for localising social infrastructure in the urban landscape, and (c) the social consequences for the long-term social sustainability of the wider community. We conclude with the openings for future research, such as the need to continue researching localisation (for example, the ways localisations of social infrastructure support, maintain, or hinder inclusion and community-building, and which benefits would come out of using localisation as a strategic planning tool); second, funding (the funding of non-commercial social infrastructure and who would take on the responsibility); and third, situated knowledge (the knowledge needed by planners, architects, social service officials, decision makers, and the like to address and safeguard the importance of social infrastructure in urban development and regeneration processes).

    • Aim To assess growth plate fusion by magnetic resonance imaging (MRI) and evaluate the correlation with sex, age, pubertal development, physical activity and BMI. Methods Wrist, knee and ankle of 958 healthy subjects aged 14.0-21.5 years old were examined using MRI and graded by two radiologists. Correlations of growth plate fusion score with age, pubertal development, physical activity and BMI were assessed. Results Complete growth plate fusion occurred in 75%, 85%, 97%, 98%, 98% and 90%, 97%, 95%, 97%, 98% (radius, femur, proximal- and distal tibia and calcaneus) in 17-year-old females and 19-year-old males, respectively. Complete fusion occurs approximately 2 years earlier in girls than in boys. Pubertal development correlated with growth plate fusion score (rho = 0.514-0.598 for the different growth plate sites) but regular physical activity did not. BMI also correlated with growth plate fusion (rho = 0.186-0.384). Stratified logistic regression showed increased odds ratio (OR F: 2.65-8.71; M: 1.71-4.03) for growth plate fusion of obese or overweight subects versus normal-weight subjects. Inter-observer agreement was high (Kappa = 0.87-0.94). Conclusion Growth plate fusion can be assessed by MRI; occurs in an ascending order, from the foot to the wrist; and is significantly influenced by sex, pubertal development and BMI, but not by physical activity.

    • This article analyses legal aspects of the Swedish wind power development, theoretically based on how different types of knowledge are represented in legal contexts, mainly in the courts. A sample of appealed wind power permits is analysed, a handful of relevant informants are interviewed – including two judges in the Land and Environment Court and the appeal court – and the legal setting is analysed. Of key interest here is the interplay between expert and lay statements in the court cases, which here is related to the concepts of calculating and communicative rationalities that are developed in the planning literature. The results indicate that the juridification – which takes place as a permit issue is appealed in the judiciary system – supports the calculating rationality more than the communicative, and that the plaintiffs often attempt to adapt in how they shape their argumentation.
