Almost 200 MSEK (about 22 MEUR) has been allocated, for a period of five years, in order to increase the number of IT-teachers with a PhD. degree at Sweden's new universities and university colleges.Since the start of the programme in year 2000, almost one hundred persons are actively pursuing their graduate studies and research at these new universities and colleges. These are the persons that now present their progress at this conference

Mobile Supported e-Government Systems : Analysis of the Education Management Information System (EMIS) in Tanzania

- e-Government systems are considered by both governments and international organisations to improve administration and management. In Tanzania, an e-government system for education administration, EMIS, is partly implemented but shows several limitations. Statistical data is collected but the process is resource demanding and much of the collected data are never put into the system, and therefore remain inaccessible from this electronic system. The overall aim of this study is to propose an approach to designing more efficient e-government systems within the education sector. The focus is on public schools. The more specific aim of the present study is to: explore more efficient data transfer (faster, more reliable, and potentially less resource demanding) by using mobile telephone technology, especially SMS, as a means for statistical data collection for Tanzanian education management. The study is guided by an overall research approach that comprises systems theory and a socio-technical view. This research is performed as a case study, inspired by the ethnographic method and comprises field studies in East Africa. A multi-technique approach is used for empirical data gathering, including literature study, interviews, and direct observations. The analytical process is performed by developing and applying three analytical models: XIF - the eXtended Sustainable ICT Framework Triple A - Access, Attitude, Awareness Seven Aspects – an Approach Towards Success The contributions of this thesis are as follows. A mobile supported SMS-based statistical data collection process employing a blended digital solution is proposed. Likely effects of such a system would be ‘better’ data e.g. less transmission errors, which provides for ‘better’ administration, ‘better’ decision-making, and also provides for transparency. Moreover, it is very likely that the proposed system is significantly less resource demanding than the present system. The three analytical models that are developed specifically for this study have generic characters and can be used during the implementation process of other e-government solutions. The most important part of the contribution is not the technological solution per se; it is the process that foregoes the actual implementation. The proposal departs specifically from the Tanzanian educational context but has implications for e-government systems solutions and information systems implementation in developing countries in general. Finally, three overall reflections are made based on the major observations of the research findings: the Double ‘e’ Dilemma, on the problem of prioritising electronics before electricity, the Mobiles to Avoid Mobility paradox, highlighting connectivity before mobility, and the opportunity to use the SMS to Combat Corruption weapon.

A Conceptual Framework for Studying the Successful Outcome of the IS Outsourcing Process from a Relationship Perspective

- This thesis has its point of departure in the identified knowledge gap, which includes the importance of the information systems (IS) outsourcing relationship for studying the success of IS outsourcing. This research study, therefore, is structured with the belief that the disregard of the client-IS supplier relationship when studying IS outsourcing is paradoxical. Paradoxical since the impact of the relationship on the overall IS outsourcing can make the difference between success, less success and even failure. In contrast to the majority of prior research, which has focused IS outsourcing in its entirety, this research study percieves IS outsourcing as a process. Because prior research shows that the success or failure of IS outsourcing is connected to its implementation, this thesis focuses the post-contract stage of the IS outsourcing. The purpose chosen and addressed is to develop a conceptual framework for describing and explaining the degree of successful outcome of the IS outsourcing process using a relationship perspective. To approach this purpose, a literature review study is conducted. The literature review study includes the integration of three theoretical fields: IS, interorganisational business relationships and IS outsourcing. The knowledge domains of particular interest are 'strategies, approaches and frameworks for the IS life cycle', 'the interaction approach' and 'IS outsourcing success'. The purpose is focused through the identification of key conditions, dimensions and interrelations among dimensions. These identified elements, constituting the core elements of the conceptual framework, are a result of the conducted literature review study. The key conditions are identified according to their influence on the degree of successful outcome of the IS outsourcing process from a relationship perspective. Due to the large amount of key conditions identified, they are categorised into nine dimensions: Atmosphere, Behaviour, Contract, Environment, Interatction, IS, Management, Organisation and Outcome. The identified interrelations among these dimensions are fruitful since they provide insights and a favourable point of departure for studying the degree of successful outcome of IS outsourcing processes. The main contribution of this thesis is the conceptual framework for the IS outsourcing process. The key conditions, dimensions and interrelations constitute the conceptual framework as a result of their potential for describing and explaining the degree of successful outcome of the IS outsourcing process from a relationship perspective. The application of the conceptual framework provides managers with core elements to be considered during IS outsourcing decision-making and subsequent design of IS outsourcing. Its usage, moreover, is believed to support managers during the operationalisation of the post-contract stage of IS outsourcing processes. Finally, the conceptual framework is a fruitful 'tool' for future empirical research. Fruitful in the sense that it can provide useful and important insights into how different key conditions infuence the degree of successful outcome of IS outsourcing processes and how these key conditions are interrelated.

- Syftet med business modelling projektet är att undersöka möjligheterna att överbrygga kommunikationsgapet mellan affärsansvariga och systemexperter via användning av gemensamma metoder och arbetssätt.Projektets mål är att utreda förutsättningarna för, samt ta fram ramverk för ett integrerat arbetssätt där metoder för affärs- verksamhets- och systemutveckling kombineras i metodkedjor (metoder med olika syfte) och metodallianser (metoder med liknande men kompletterande syfte).Projektet drivs av ett konsortium bestående av tre högskolor (Handelshögskolan i Stockholm, Kungliga Tekniska Högskolan och Linköpings universitet) i samverkan med fyra företag (ABB, Ericsson, Posten och Scania). Projektet finansierades av Nutek (numera Vinnova) för projektledning och forskarstuderande. I referensgruppen ingår professorer från de tre högskolorna och erfarna konsulter med spetskunskaper inom verksamhetsutveckling. Projektet slutdokumenterades i boken: "Perspectives on Business Modelling - Understanding and Changing Organisations" (Springer, 1999)

- Vårt övergirpande forskningsproblem avser att analysera nätverket av affärsrelationer mellan aktörer kring standardsystem på den svenska markanden. Med aktörer avses här kunder, leverantörer och olika former av tredje parter inom branschen för programvaror med kringliggande datorer och tjänster. Tidigare har forskningen kring SIV-metoden för anskaffning av standardsystem gett fördjupade kunskaper om kundens situation på marknaden. För närvarande undersöks hur leverantörer av standardsystem ser på sin roll i branschen.Som ett led i detta forskningsarbete genomförde vi under 1992 en leverantörsstudie av hur branschen kring standardsystem ser ut idag respektive kommer att utvecklas i framtiden. Vi har valt ut de 21 största leverantörerna av administrativa standardsystem som opererar på den svenska marknaden. Intervjuer genomfördes med VD, vice VD och/eller i vissa fall med marknadschefen. Intervjuerna ägde rum på företagen under ca 3 timmar och följde en i förväg utarbetad frågemall för att underlätta jämförelese mellan leverantörerna. Frågorna berörde t.ex. företagets affärsidé, kombinerat produkt/tjänsteutbud, konkurrenter resp samarbetspartners, idealt versus faktiskt kundbeteende och visioner om framtidstrender.Rapporten har ett fokus på intressanta generella mönster och "highlights" i stället för detaljuppgifter om varje specifik leverantör. Analyserna kretsar kring frågeställningar som glömda kundgrupper, totalleverantör versus nischleverantörer, produktgenerationer ("release"-hantering), långsiktiga affärsrelationer, teknologins betydelse (t.ex. användargränssnitt) och kravspecifikationens roll. Efter feedback på remissutgåvan har vi utökat slutrapporten med några reflektioner kring vad som kännetecknar en konkurrenskraftig leverantör, konsekvenser av den tekniska utvecklingen och om hur vi kan applicera ett nätverkssynsätt inom branschen för administrativa standardsystem.Rapporten är presenterad på:VITS Höstseminarium - Ett forum för kunskapsutbyte om forskning om informationsssystemutveckling, 22-23 november 1995, Insitutionen för Datavetenskap (IDA), Linköpings universitet
