What can we learn about the development of public interaction in e-democracy from a drama delivered by mobile headphones to an audience standing around a shopping center in a Stockholm suburb? In democratic societies there is widespread acknowledgment of the need to incorporate citizens' input in decision-making processes in more or less structured ways. But participatory decision making is balancing on the borders of inclusion, structure, precision and accuracy. To simply enable more participation will not yield enhanced democracy, and there is a clear need for more elaborated elicitation and decision analytical tools. This rigorous and thought-provoking volume draws on a stimulating variety of international case studies, from flood risk management in the Red River Delta of Vietnam, to the consideration of alternatives to gold mining in Ro?ia Montana in Transylvania, to the application of multi-criteria decision analysis in evaluating the impact of e-learning opportunities at Uganda's Makerere University. Editors Love Ekenberg (senior research scholar, International Institute for Applied Systems Analysis [IIASA], Laxenburg, professor of Computer and Systems Sciences, Stockholm University), Karin Hansson (artist and research fellow, Department of Computer and Systems Sciences, Stockholm University), Mats Danielson (vice president and professor of Computer and Systems Sciences, Stockholm University, affiliate researcher, IIASA) and Göran Cars (professor of Societal Planning and Environment, Royal Institute of Technology, Stockholm) draw innovative collaborations between mathematics, social science, and the arts. They develop new problem formulations and solutions, with the aim of carrying decisions from agenda setting and problem awareness through to feasible courses of action by setting objectives, alternative generation, consequence assessments, and trade-off clarifications. A framework for evaluation of flood management strategies

The resulting impact of disasters on society depends on the affected country's economic strength prior to the disaster. The larger the disaster and the smaller the economy, the more significant is the impact. This is clearest seen in developing countries, where weak economics become even weaker afterwards. Deliberate strategies for the sharing of losses from hazardous events may aid a country or a community in efficiently using scarce prevention and mitigation resources, thus being better prepared for the effects of a disaster. Nevertheless, many governments lack an adequate institutional system for applying cost effective and reliable technologies for disaster prevention, early warnings, and mitigation. Modelling by event analyses and strategy models is one way of planning ahead, but these models have so far not been linked together. An approach to this problem was taken during a large study in Hungary, the Tisza case study, where a number of policy strategies for spreading of flood loss were formulated. In these strategies, a set of parameters of particular interest were extracted from interviews with stakeholders in the region. However, the study was focused on emerging economies, and, in particular, on insurance strategies. The scope is now extended to become a functional framework also for developing countries. In general, they have a higher degree of vulnerability. The paper takes northern Vietnam as an example of a developing region. We identify important parameters and discuss their importance for flood strategy formulations. Based on the policy strategies in the Tisza case, we extract data from the strategies and propose a framework for loss spread in developing and emerging economics. The parameter set can straightforwardly be included in a simulation and decision model for policy formulation and evaluation, taking multiple stakeholders into account.

Within the realm of e-government, the development has moved towards testing new means for democratic decision-making, like e-panels, electronic discussion forums, and polls. Although such new developments seem promising, they are not problem-free, and the outcomes are seldom used in the subsequent formal political procedures. Nevertheless, process models offer promising potential when it comes to structuring and supporting transparency of decision processes in order to facilitate the integration of the public into decision-making procedures in a reasonable and manageable way. Based on real-life cases of urban planning processes in Sweden, we present an outline for an integrated framework for public decision making to: a) provide tools for citizens to organize discussion and create opinions; b) enable governments, authorities, and institutions to better analyse these opinions; and c) enable governments to account for this information in planning and societal decision making by employing a process model for structured public decision making.

A main problem in decision support contexts is that unguided decision making is difficult and can lead to inefficient decision processes and undesired consequences. Therefore, decision support systems (DSSs) are of prime concern to any organization and there have been numerous approaches to delivering decision support from, e.g., computational, mathematical, financial, philosophical, psychological, and sociological angles. A key observation, however, is that effective and efficient decision making is not easily achieved by using methods from one discipline only. This paper describes some efforts made by the DECIDE Research Group to approach DSS development and decision making tools in a cross-disciplinary way.

Net activism shows how easily available tools allow the organization of social movements to be scaled up and extended globally. These media ecologies enable new forms of power. This one-day workshop gathers researchers focusing on the collaborative efforts within social movements, looking into the socio-technical systems; the organization of activism; the relations between traditional and social media; and the complex network of systems, information, people, values, theories, histories, ideologies and aesthetics underlying various types of activism. The workshop consists of brainstorming sessions where we materialize the intangible and develop our theories and ideas further through a collaborative design process.

In technological development in the area of e-democracy in-group equality is taken for granted. However, inequality in online communication is just as common as in other social contexts. To research the effects of starting from the presupposition of inequality we have developed a groupware for discussions. Based on democratic meeting techniques and social media it takes the form of a strategic game. The score within the game reflect user activity and the reactions to the activity in a dynamic way. The calculation and weighing mechanisms are open to inspection and change by the users. Hierarchical roles reflecting game levels may be attached to rights of what a specific user may change. The prototype presented in this paper will be further evaluated in the next phase of the design research process.

Simulation of Three Competing Flood Management Strategies : A Case Study

We argue that integrated catastrophe models are useful for policy decisions, for which a large degree of uncertainty is a natural ingredient. Recently, much attention has been given to the financial management of natural disasters. This article describes the results of a case study performed in northeastern Hungary where different flood manage ment strategies have been explored and compared using an integrated catastrophe model. The area used for the pilot study is the Palad-Csecsei basin (the Pilot basin) where 4 621 persons live. The Pilot basin is located in the Upper Tisza region. An executable and geographically explicit model has been developed, linking hydrological, geographical, financial, and social data. The outcomes of the policy simulations are represented at different granularity-levels; the individual, the aggregated (entire basin), and the governmental.

Open research data repositories : Practices, norms, and metadata for sharing images

Open research data repositories are promoted as one of the cornerstones in the open research paradigm, promoting collaboration, interoperability, and large-scale sharing and reuse. There is, however, a lack of research investigating what these sharing platforms actually share and a more critical interface analysis of the norms and practices embedded in this datafication of academic practice is needed. This article takes image data sharing in the humanities as a case study for investigating the possibilities and constraints in 5 open research data repositories. By analyzing the visual and textual content of the interface along with the technical means for metadata, the study shows how the platforms are differentiated in terms of signifiers of research paradigms, but that beneath the rhetoric of the interface, they are designed in a similar way, which does not correspond well with the image researchers' need for detailed metadata. Combined with the problem of copyright limitations, these data-sharing tools are simply not sophisticated enough when it comes to sharing and reusing images. The result also corresponds with previous research showing that these tools are used not so much for sharing research data, but more for promoting researcher personas.

Crowdsourcing historical photographs : autonomy and control at the Copenhagen City Archives

This study of crowdsourcing practices at Kbhbilleder.dk at the Copenhagen City Archives provides a rich description of how motivation and work relations are situated in a wider infrastructure of different tools and social settings. Approximately, 94% of the work is here done by 7 of the 2,433 participants. The article contributes insights into how these super-taggers carry out their work, describing and placing images on a map, through an extensive discursive effort that takes place outside the institution’s more limited interface in private discussion forums with over 60 000 participants. The more exploratory qualitative work that is going on in different discussion groups does not fit within the archive’s technical framework. Instead, alternative archives are growing within privately owned networks, where participants’ own collections merge with images from public archives. Rather than focusing on the nature of participants’ motivation, the article suggests a relational perspective on participation that is useful for analyzing a systems’ support for participation. Pointing out how people’s motivation in citizen science correspond with relational and intra-relational aspects enables an approach to system design that potentially supports or counteracts these aspects.

Web 2.0 has provided organizations remarkable opportunities to improve productivity, gain competitive advantage, and increase participation by engaging crowds to accomplish tasks at scale. However, establishing and integrating crowd-based systems into organizations is still an open question. The systems and the collaborative processes they enable appear diametrically in dissonance with the norms and culture of collaboration and knowledge sharing in traditional organizations. They require mechanisms for articulation of work, coordination, cooperation, and knowledge co-creation that are fundamentally different from those in current groupwork systems and processes. This workshop will bring together researchers investigating issues related to social computing and collaborative technologies, organizational science, crowdsourcing, and workplace research, work in industry, government and voluntary sectors, to discuss the future of groupwork systems in the era of crowdwork. Building on two workshops hosted at ACM CSCW 2014, we will explore questions such as: How does the shift in organizational work from a closed system with known individuals, to an open and crowd model that requires engagement with an undefined network of people, affect how we conceptualize groupwork? What are the implications for the design of groupwork systems? What can the crowdsourcing research community learn from groupwork systems, or conversely what can groupwork researchers learn from crowdsourcing? How do cultures, motivations, ownership and representation fit into these systems? The workshop will advance our understanding of this area, through presentations, discussion, and activities to articulate an agenda for future research.
