    • Information technology (IT) is not only beneficial for the private sector but has a lot to offer for the public sector as well. However, most of the studies in IT outsourcing relationships consider only the private sector and do not pay attention to the public sector. In this context, the research has looked to determine the influential factors in IT outsourcing relationships in Swedish public organizations like are Swedish municipalities and classified them according to the importance. The research methodology used has included a survey among IT outsourcing decision makers from Swedish municipalities and a case study in a Swedish municipality. The survey has revealed that trust, cooperation, commitment, communication, and flexibility are the top five most important factors which are influencing the provider-recipient IT outsourcing relationship in Swedish municipalities. While the case study has revealed that all the factors that were identified during the literature review are influencing the provider-recipient IT outsourcing relationship in Swedish municipalities plus the identification of two new factors which are legislation and economy/money.

    • In many research studies on IT project development process, the authors have noticed that different frameworks are used for this purpose. In fact, many companies choose specific frameworks to run their IT projects based on project type and face dissimilar problems during the execution. In this research the authors are presenting a framework for IT project development using Capability Maturity Model. The framework has been developed to improve the IT project development in a large company because of the lower rate of successfully IT projects in that company. To develop the framework, they have used design science research and evaluated this framework with the project managers from that large company. The result of this research is a framework for IT projects development that is based on generic Capability Maturity Model and is adapted to the specific needs of an IT project development environment. Moreover, the framework identifies for each key process area of IT project development, the goals and activities to be performed.

    • The implementation of information technology (IT) is always associated with a series of complex organizational change issues. In developing countries, these issues are even more complex because the IT infrastructure, technology and governance are still poorer and information systems development and associated resources are less established. Therefore in our research paper we have analyzed the IT-enabled change in Tanzania Revenue Authority, a public organization in Tanzania by applying Ward and Elvin framework. Using this framework, we have analyzed the changes from almost paper to computerized-based business operations and how such changes affected the performance of the organization. The results indicate that, although there is some problems related to the maturity of technology deployment in the country and scarcity of resources, the IT-enabled change (that takes into account both technology and organizational issues) is likely to meet the organizational change objectives. Based upon the results arrived from use of the Ward and Elvin framework, we have summarized six main success factors that are worth noting for replication to other similar IT-enabled changes or research programs including the ones focusing to developing countries. It includes involvement and commitment of senior/top management; engagement of the key stakeholders; alignment of IT and business; identifying and developing necessary skills, competence and motivation; institutionalization of the change process; and incorporation of the learning process for adjustment and future intervention. Finally in conclusion, we could notice that the alignment of IT with business is the backbone of any meaningful IT-enabled change process and is illustrated by use of a benefit dependency network schema.

    • The implementation of Information Technology (IT) is always associated with organisational change issues and in developing countries this is even more complex due to poorer and less established IT resources and governance. Therefore, our paper has focused to analyse the management of IT-enabled change in a public organisation in Tanzania by using Ward and Elvin framework, and see how these changes affected the organisation's performance. The results indicate that, despite the contextual complexity, the IT-enabled change that considers techno-organisational issues, is likely to meet the change objectives. Moreover, using the Ward and Elvin framework we have summarised six main success factors (which are involvement and commitment of top management; engagement of the key stakeholders; alignment of IT and business; developing necessary skills, competence and motivation; institutionalisation of the change process and incorporation of the learning process for adjustment and future intervention) that worth noting for replication to other similar IT-enabled changes.

    • Relationship management in IT Outsourcing (ITO) is today an important concern in many organizations. In the review of research literature regarding relationship management in IT outsourcing we have found a lot research on best practices but not on key factors. Therefore our research goal has looked to find the key factors in managing IT outsourcing relationships that are including the best practices in ITO relationships. The results of this research has due to a list of six key factors that includes the best practices that were elicited from the IT outsourcing relationships research and which were applied in the case of three organizations in Sweden. The analysis of the results has shown both deviations as well as compliances between the theory and practices, but also deviations between the views of these key factors in the studied organizations.

    • The new era of business information systems promises a sagacity of information flow among different modules and departments within an organization. In this context Enterprise Resource Planning (ERP) systems or enterprise systems are playing today a crucial part and their advantages and benefits gained are noteworthy. Therefore the paper has analyzed and identified which are the key aspects of the ERP systems implementation such as their critical success factors and their characteristics using as a case study Electrolux that has continue to maintain their strategic advantage on the business market in spite that the competitors have implemented global ERP systems versus the local ERP systems implemented by Electrolux. Based upon the review of other ERP systems implementation our research has looked mainly to highlight the processes streamlined by using local ERP systems that are integrated now in Electrolux which is in fact a global organisation. The main research questions addressed in the paper were looking to: (1) Highlight the characteristics of the ERP systems that are essential for any enterprise system and in particular in the case of Electrolux ERP system; (2) The examination of the different critical success factors of an ERP system implementation in order to improve the organization business information flow: (3) The investigation of how can organizations improve their practices in successful implementation of their ERP systems. Finally the research paper it is analyzing why in the designing phase of different processes, it is important to involve both the customers and the users with their needs which in case of Electrolux has due to the increased of their benefits from ERP systems implementation locally.

    • Even though there is a big established IT outsourcing market, one can witness considerable amount of failed projects there. It is proven that good relationships between an outsourcing recipient and a provider contribute to the outsourcing success whereas less successful relationships increase the cost of outsourcing. The research in this area is mostly focused on either an outsourcing provider or more often on an outsourcing recipient, hardly considering both sides of the outsourcing relationships simultaneously. Moreover, there is no study on the importance of the determinants of the IT outsourcing relationships which takes into consideration both parties. In this research we are presenting the determinants of the IT outsourcing relationships. Moreover, we are evaluating the importance of the IT relationship determinants in the case study of the relationships between one outsourcing provider and one outsourcing recipient by using interviews as a data collection method and a content analysis as a data analysis method. The new findings can be used for the enhancement of the relationships between the outsourcing recipient and the provider, to improve the service deliveries to the end users and ultimately to contribute to the outsourcing success.

    • IT Outsourcing (ITO) is used widely by Multinational Companies (MNCs) as a sourcing strategy today. ITO relationship between service buyer and provider then becomes a crucial issue in achieving expected objectives. This research sheds light on the influence of organizational culture (OC) of the buyer company on its ITO relationship with the provider. More specifically, the influence that OC can have on four significant dimensions of trust, cooperation, communication and commitment in ITO is studied through a qualitative analysis. IT managers of six MNCs were interviewed which exposed the connection between OC and ITO relationship factors. An open communication culture, speed of adaption to change, receiving innovative solutions, flat or hierarchical structures and responsibility degree appeared as the most visible differences between OCs of MNCs influencing ITO relationships. The results can be used for improving the ITO by considering the influence of OC to gain more benefits from outsourcing.

  • Information Technology Alignment in Public Organisations : Towards Successful Digital Transformation

    • The widespread acceptance of digital transformation has brought the topic to the top of researchers’ and practitioners’ agendas. However, despite the anticipated benefits and opportunities, evidence suggests that many organisations still struggle to realise the results of successful digital transformation. The recent data from academic literature, consultancy firms and media reports indicate that, on average, between 70 and 80 per cent of digital transformation projects fail. According to the Boston Consulting Group, the figure for organisations in the public sector stands at 78 per cent. Among others, one of the reasons cited for this challenge is a phenomenon referred to as ‘IT alignment’—the appropriate and timely application of information technology (IT) in congruence with the overall organisational goals, internal organisational settings, and external environments.The recognition of the critical role IT alignment plays in digital transformation has triggered calls for studies investigating the relationship between the two constructs, in various organisational contexts. However, a closer look at the extant literature reveals that public organisations were not the focus of studies exploring IT alignment’s role in successful digital transformation. This paucity of knowledge needs to be addressed since the differences between private and public organisations influence the adoption of emerging technologies. Thus, scholars argue that our comprehension of the relationship between the two constructs, based on studies conducted in private organisations, might not apply to public organisations. To address this gap and respond to the calls for further research, this study investigated the role of IT alignment in the digital transformation of public organisations. In addition to two systematic literature reviews, the thesis presents the results of two case studies with two follow-up confirmatory surveys.The research question answered in this thesis is: “How can public organisations pursue IT alignment to enable successful digital transformation?” The main results of the study presented are the following. First, three roles of IT alignment for digital transformation in a public organisation are identified, i.e., enabling organisational agility, improving the value derived from IT investments, and enabling integration of digital technologies. Second, the organisational and managerial factors that influence IT alignment are revealed: i.e., organisational agility, organisational structure, organisational culture, leadership skills, digital metrics, HR management, stakeholder relationships, and external domain alignment. The study also ranked the relative degree of influence of the identified factors on IT alignment. Third, based on two systematic literature reviews and the analysis of interviews and survey data, the thesis proposed a framework with 19 actions that decision-makers could take to improve IT alignment, thereby enabling successful digital transformation. These 19 actions are linked to six IT alignment dimensions, which, in turn, are used for improving the degree of IT alignment.The findings of the study presented in this thesis have various research and practical implications. First, the study contributes to research on the relationships between various organisational and managerial factors, the six dimensions of IT alignment, and the success of digital transformation in public organisations. Second, the study contributes to practice, as leaders in the public sector can use the findings, especially the 19 actions, as they make the necessary organisation-wide adjustments to improve IT alignment. As the finds of the studies presented in the thesis indicate, public organisations can succeed in their digital transformation endeavours when they improve the degree of IT alignment. To this end, understanding the relative degree of influence of the identified factors and the order of priority of the proposed actions will be invaluable.
