  • Come together-the development of Swedish energy communities

    • Community energy (CE) and grassroots innovations have been widely studied in recent years, especially in the UK, Germany, and the Netherlands, but very little focus has been placed on Sweden. This paper describes and analyses the development and present state of several types of community energy initiatives in Sweden. The methodology uses interviews, document studies, analysis of previous studies, and website analysis. The results show that fewer initiatives have been taken in Sweden than in other countries, but that even with a rather 'hostile' institutional setting CE has emerged as a phenomenon. Wind cooperatives are the most common form of initiative, with solar photovoltaics cooperatives and eco-villages also prominent. The various types of initiatives differ considerably, from well-organized wind cooperatives that have grown into professional organizations to small-scale hydroelectric power plants owned by a rural community. The initiatives may have modest impact on the energy transition in quantitative terms, but they are crucial in knowledge sharing and as inspirations for future initiatives.

    • Energy communities are emphasized by the EU as important for developing sustainable energy systems that include and engage many people. While many renewables are highly compatible with a more decentralized energy system, research indicates that participation in 'desirable' energy activities and energy decision-making is influenced by social and economic factors, including gender, economic status and home ownership. The overall aim of this article is to contribute to this line of inquiry by exploring how and under which conditions energy communities allow for broader participation in the energy system. This article examines how gender, as a more specific condition, influences the extent to which parties can or cannot engage with collective solar ownership models by means of a qualitative study of 11 solar energy communities and one housing association in Sweden.Results: The study revealed that despite the relative potential for inclusion that they hold, energy communities can raise justice concerns in terms of inequities concerning access, capacity, and opportunity to engage in decision-making.Conclusions: While solely focusing on gender offers a limited view of the dynamics of inclusion and exclusion in renewable energy projects, it is our position that integrating it into the analysis will provide insights into possible measures to remedy limitations and accelerate the renewable energy transition.

  • Understanding tenants’ responses to energy efficiency renovations in public housing in Sweden : From the resigned to the demanding

    • This study focuses on the experiences of tenants in renovation projects of public housing rental apartments in Sweden. Tenants’ perspectives are under-researched in the context of energy efficiency renovation projects, which is a considerable oversight given the many ways in which such projects impact their lives. The aim of the paper is to reveal rare qualitative insights into tenants’ experiences of, and attitudes towards, energy efficiency renovations in a public housing context and the extent to which they feel motivated and able to influence the renovation project. Participatory observations at tenant meetings were conducted as well as semi-structured phone interviews. An empirically driven typology is developed indicating that tenants have different interests and attitudes regarding energy efficiency renovations. Six different types are identified: the satisfied; the demanding, the conservative, the resigned, the sceptical and the resistant.

    • The purpose of this perspective article is to critically explore the launch of the mission for 100 climate neutral cities in Europe. An overview of the mission approach in general is first presented, where key aspects and emerging critiques are identified. Second, key elements of the mission for 100 climate neutral cities in Europe are introduced along with some of its challenges and ambiguities. This perspective article ends with highlighting key emerging questions from the report “100 Climate Neutral Cities by 2030 – by and for the citizens” where research and practice need to engage to support municipalities and urban actors in efforts on climate neutrality and help to better navigate toward radical social and technical transformation. This perspective article also proposes two approaches for inclusive participation of citizens and stakeholders that can contribute to the local implementation of the mission for 100 climate neutral cities.

    • Sweden is considered an environmental sustainability pioneer, targeting a 50% reduction in energy use in buildings by 2050. This ambitious goal requires the active engagement of municipal actors and the building sector. Dialogue processes have been identified as a way to mobilize such engagement, but in earlier research, there has been a lack of studies where dialogue practices are analyzed in real-time and on location and where the role of leadership has been scrutinized. Taking two cases in Malmö as a starting point, the aim of this paper is to analyze the interconnections between dialogue models and the local context and to examine how the role of process leadership affects exchanges between included actors. The results show that it is difficult to create guidelines useful in the local context and that learning was embedded in the doing and was transferred through the process leaders.

    • Municipalities are key actors in their role as planners for sustainable urban development, and also have the responsibility to transform ambitious national and global goals and visions into local practices (McCormick et al., 2013). The role of municipalities in relation to enhancing sustainable consumption patterns has been increasingly highlighted by policy-makers and in research. Creating sustainable societies and shaping their consumption patterns has become an everyday activity for municipalities. This is also the case for the Nordic countries and not least for Sweden, which will be used as an example in this Chapter. The Nordic countries have the ambition of becoming sustainable leaders and enabling sustainable consumption (Mont et al., 2013).

    • Projektet Sol i gemenskap: deltagande, organisation och regelverk (SiG) syftade till att undersöka hur deltagande, organisation och regelverk påverkar de allmänna villkoren för så kallade ”solgemenskaper” samt vilka grupper som investerar i gemensamt ägd solelproduktion i Sverige. Det har gjorts genom en kartläggning av befintliga solgemenskaper och re-gelverk för gemensamt ägd elproduktion i Sverige, intervjubaserade fallstudier samt en enkät till medlemmarna i tre av de identifierade solgemenskaperna. De huvudsakliga resultaten av studierna kan sammanfattas i tre punkter:1) Solgemenskaperna är mycket homogena med avseende på både medlemssammansättning och deltagande, organisation och regelverk. Det gör det svårt att säga hur de tre faktorerna påverkar vilka som investerar i gemensamt ägd elproduktion. Samtidigt visar det att solgemenskaperna endast i begränsad omfattning kan för-väntas bidra till politiskt satta mål om ökad mångfald och inkludering i energisystemet.2) Det saknas regelverk och stödsystem för gemensamt ägd elproduktion i Sverige. Relevanta EU-direktiv har inte införlivats i den svenska lagstiftningen och det saknas en översättning av flera nyckelbegrepp, som kan ha betydelse för vilka som i framtiden kan vara medlemmar i sol- och energigemenskaper.3) Svenska solgemenskaper motsvarar bara delvis de förväntningar som finns på energigemenskaper inom forskning och politik. Bland annat är medlemmarna inte alltid knutna till en viss plats och de är heller inte särskilt aktivt involverade i ledning, beslutsfattande eller andra aktiviteter.Sammantaget visar resultaten att det behövs ett bredare, mer tillåtande perspektiv på energigemenskaper som tar hänsyn till att energigemenskapernas ändamål kan vara energiomställning snarare än social interaktion och energirättvisa, att lokal förankring kan uppnås på andra sätt än genom att medlemmarna bor nära varandra och anläggningen samt att en känsla av samhörighet och gemenskap kan vara baserad på ett gemensamt intresse snarare än på soci-ala relationer och deltagande i gemensamma aktiviteter.Ur ett policyperspektiv visar studien att energigemenskaper i Sverige i dagsläget inte har särskilt goda förutsättningar att bidra till ett breddat deltagande i energisystemet, vilket in-nebär att andra slags styrmedel behövs för att uppnå sådana politiska mål. Det kan ändå vara motiverat att förbättra förutsättningarna för energigemenskaper ur ett omställningsperspektiv, vilket kräver både en barriäranalys och en tolkning av EU:s regelverk för energigemenskaper utifrån svenska förhållande och förutsättningar.

    • The speed and progress of transitions towards renewable energy systems varies greatly between Europeanmember states. Among others, these differences have been attributed to the emergence of grassroots initiatives(GIs) that develop radical ideas and sustainable practices. The goal of this paper is to understand the differencesin the emergence of GIs for renewable energy in relation to the institutional characteristics of Denmark, theNetherlands and Sweden. We analyze the possibilities of GIs to emerge and act within three dimensions: thematerial-economic, the actor-institutional and discursive dimension. We conclude that conditional factors liewithin the material-economic dimension in terms of the biophysical conditions, the structure of the economy,energy dependency and the energy market. Within the actor-institutional dimension, we conclude that thepresence or absence of fossil fuel incumbents, such as regional utilities, strongly influence the possibilities of GIs.Within the discursive dimension, openness for alternative discourses proved to be enabling for GI-activities, aswell as democratized knowledge production. In addition to these conditions of possibility, GIs can also actdespite dominant institutions, albeit limited. Finally, GIs need a strong network with knowledge institutes,technology developers and political parties in order to achieve institutional change that enables GIs to flourish.Without institutional space, GIs remain subjected to the dominant power-relations, and cannot exert much influenceupon the energy system.

  • Understanding barriers to energy-efficiency renovations of multifamily dwellings

    • We have studied how energy efficiency is discussed by professionals during renovation of multifamily dwellings, in order to capture how barriers in relation to energy measures are appearing, disappearing and transformed during the process. We did participatory observations of renovation meetings, conducted interviews with the involved professionals and studied-related documents. Our intentions have not been to assess decisions made, but to follow the process to gain a different understanding of how barriers can be understood during renovations. We can conclude that the renovation process is based on a complex series of contractural relationships, where assymetric information and lack of common goals contribute to split incentives. The results also show that the housing company’s internal organisation becomes a barrier where assymetric information and split incentives also became an in-house barrier. The decisions were often based on bounded rationality where calculations were surprisingly absent in meetings and during discussions on energy measures.
