    • The thesis is concerned with the history of financial supervision in Sweden during the twentieth century up to the financial crisis in the early 1990s. To this end a theoretical framework is developed which is based on institutional economics, law and economics, theories on bureaucracies, regulatory enforcement and policy analysis. Except for the attempt to propose how financial supervision and supervisors could be understood theoretically, the thesis address problems ranging from the organization of supervision in relation to regulation and the changes of the regulated market, the constraints and abilities put on supervisors in different institutional arrangements and regulatory regimes, and the competence of supervisors. The extensive use of empirical data aims to make the thesis a contribution also to financial history research in general, and the growing research on the histories of financial supervision in particular.

  • The formalization of banking supervision : A comparison between Japan and Sweden

    • This study examines the formalization of banking supervision in Japan and Sweden that occurred in the decades around 1900. Using an incremental change approach, the respective cases are traced and examined from three dimensions:1) the legal framework, 2) the banking supervisory agency, and 3) bank supervisory activities. As a result of the comparative analysis, we find several similarities and differences. The most important finding is that the two cases are similar in that financial crises –generally considered to be a primary driver for major regulatory and supervisory reforms – did not play the main role in the formalization of supervision in either Japan or Sweden. Rather, the formalization was an incremental adjustment to the organic development of the banking sector, the general public’s increasing exposure to the banks as deposit holders and borrowers, and the increased need for professionalizationof the banking sector.

    • This article accounts for the development of central bankers as a global elite in the second half of the 20th century. The study is based on data on the professional, political and academic ”human capital endowment” of the central bank governors in office between 1950 and 2000 in twelve OECD countries. Although many national differences can be observed, four more general shifts in central bank governor ”types” have been identified: (1) the civil servant central banker of the 1950s and 1960s economic ‘golden age’; (2), the central bank politicians of the 1970s; (3) the market oriented governors of the 1980s; and (4), the independent academic and global elite from the 1990s and onward. A key observation is that ”what makes for a credible central banker” has changed over time, and especially following events such as economic recessions or financial crises. Longer trends, such as the growth in the supply and demand of higher education, and the rise of economics as the central banker education of choice, have also shaped the central bank elite’s characteristics.
