  • Silence – an article of short supply in outdoor recreation? Handling noise conflicts in Swedish planning

    • Outdoor recreation areas are exposed to several causes of conflict. Many interests, along with different types of recreation activities, are competing in the same area. In these areas, conflicts are handled by spatial planning and by the separation in space of different functions. One source of conflict is noise. The lack of noise-free areas in the Swedish coastal areas has become an amenity problem. Does this make noise an important problem to consider in planning? An assumption is that the sound environment is relevant for the visitors’ experience; spending time in nature is associated with peace and quiet, where one should not be disturbed. In this study, it will be investigated how silence and noise actually are considered in the Swedish municipal planning. “Silence” is one of the amenity categories reported in the Swedish tourism data base. Is there a discrepancy between the existing municipal planning and the visitors’ opinions, attitudes and experiences? Furthermore, there will be an analysis of how silence and noise could be handled in spatial planning. One possible method is zoning. By excluding certain outdoor recreation activities from some areas, zoning may handle, or at least reduce, the problem of conflicts. The biosphere reserve concept (where zoning is an important part) will for that reason be discussed as a potential tool. A case study of the Blekinge archipelago, Sweden is the foundation of the study, which data consist of planning documents and questionnaire surveys considering outdoor recreation and nature tourism.

  • Translocal Optimisation : Assembling Rural and Urban Spaces for Later Life in Urban Namibia and Uganda

    • It is often assumed that sub-Saharan African urban migrants return in later life to the villages from which they originated. This article challenges this model of circular migration by exploring the strategies of older adults who live permanently in urban areas. The empirical material comes from ethnographic case studies in two industrial towns formed by the apartheid and colonial housing policies of the 1950s and 1960s: Kuisebmond in Walvis Bay, Namibia, a former apartheid ‘location’; and Walukuba in Jinja, Uganda, a former ‘African’ rental estate. Older adults’ housing situation and its significance for their strategies and choices in later life provide the focus. The results show that even if many strategies appeared that are often associated with a return to the rural place of origin, for many the move back to the village was not a viable option. Participants in the study nurtured contacts with their places of origin, for example by making regular visits, sending remittances, contributing to housing in the village and receiving relatives in town. It is argued that these strategies, together with urban advantages–in particular a good housing situation–must be understood as translocal optimisation, in which potentialities emerge from an assemblage of various actors in different, connected locales. The optimal situation in which to age–in rural or urban areas–is a product of co-emergent actors and not necessarily an individual choice on the part of the older adult. The study concludes that urban living in later life seems to be an alternative choice for a group of older adults and must be acknowledged. © 2020, © 2020 The Author(s).     • There is no tradition in Annals of Regional Science that the editors write editorials. However, as of 2020, the editors will each year write an editorial in which we report as well as reflect on recent developments of the journal. We hope that this will be of interest for our readers. This editorial is the first one and marks the start of the strategy to write a yearly editorial.We, i.e., Martin Andersson (Sweden), Hong Sok Kim (South Korea) and Janet Kohlhase (USA), are by some standards a rather new constellation of editors-in-chief (EICs). Janet Kohlhase became an editor in 2011, replacing professor Roger Stough.1 Martin Andersson joined as editor in 2014 and replaced professor Börje Johansson. Hong Sok (Brian) Kim became an editor in 2019 by replacing profes-sor Euijune Kim. The former EICs continue to be part of the journal in the capacity as members of the advisory board of former editors. We are all delighted to serve as EICs and are committed to maintain as well as to further develop the journal’s tradition of publishing high-quality and influential research that pushes the field of regional science forward.

  • Geographies of growth : innovations, networks and collaborations

    • Today we can observe an increasing spatial divide as some large urban regions and many more medium-sized and small regions face growing problems such as decreasing labour demand, increasing unemployment and an ageing population. In view of these trends, this book offers a better understanding of the general characteristics and specific drivers of the geographies of growth. It shows how these may vary in different spatial contexts, how hurdles and barriers to growth in different types of regions can be dealt with, how and to what extent resources in different areas can develop and how the potential of these resources to stimulate growth can be realized. This book presents a collection of chapters, divided into four main parts, that together deal with these issues. The expert contributions provide numerous different perspectives on a new regional divide as well as exploring the inter-regional accessibility to human capital and its effects on productivity on both sides of the border. The book also investigates the speed of convergence and the fact that, when incorporating structural change, it is often quicker at the regional level compared to both the country and industry level. Other topics covered include institutional foundations and their influence on local social acceptance of entrepreneurship, the role of global value chains on bilateral trade and the determinants of cross-border innovation cooperation focusing on partner selection and location. Students, researchers and scholars will find this an important resource that fills numerous knowledge gaps and opens new avenues for research. It will also appeal to consultants, practitioners and planners at the international, regional and local level.     • A quarter of energy-related greenhouse gas emissions (GHG) originate from the transportation sector. Continuously increasing demand for transportation services worldwide is one of the main urban challenges addressed by Sustainable Development Goal 11, target 2. One way to address this issue is to develop an integrated transportation system that can ensure confidence and comfort for the passengers. This will contribute not only to the customers’ experience, but also to operators and authorities through sustainable, cost effective and profitable services. Conversely, the lack of such a system or a poorly managed system prevents the economy and society from realizing its potential. In the transition towards sustainability the planning process of complex systems such as transportation, often requires supportive tools and methods, such as futures methodologies that assist decision making by providing information about possible futures. In today’s rapidly changing environment, forecasting tools do not always provide the expected outcomes since it is difficult to predict all the unexpected events. Therefore, there is a demand for alternative methods that not only grasp the constant changes, but also create additional value (for example, meeting the needs of multisectoral collaboration and creation of common vision). The present article investigates the usefulness of three such methodologies, namely backcasting, foresighting and SymbioCity, for the planning process of the bus park and railway station in Kisumu, Kenya and Centralen in Gothenburg, Sweden. The paper’s contribution is a description of the Kenyan transportation system (which has not been studied in detail before), planning process and pertinent issues related to the stations both in Kisumu and Gothenburg, located in the sharply contrasting contexts of global South and global North respectively. On the basis of field research, interviews and feasibility study of futures methodologies, the paper concludes that backcasting is the most suitable of the methodologies for both places, since it can be applied at a small scale, provides creative solutions and has a high level of integration of stakeholders. Furthermore, the paper examines the application of the futures methodologies in multisectoral urban transitions apart from transportation and draws conclusion on what can be learnt from it.

  • The perspectives of the urban poor in climate vulnerability assessments : The case of Kota, India

    • Kota with a high proportion of slum dwellers and extremely high temperatures is under great demand to assess the vulnerability and adaptive capacity of different groups of its inhabitants to the impacts of climatic variability and change. Participatory workshops with key stakeholders in urban administration undertook a short vulnerability assessment to gauge current climate adaptation awareness and measures and discuss and decide on a numbered of proposed actions. The city has many policies and disaster management plans in place although implementation and enforcement was often found lacking. The actions were mainly about infrastructure and ecosystems with few related to boosting and transforming agent capabilities and institutions. The action plans outlining the frequency and responsible institutions for tree planting and cleaning streams also lacked detail or identification of lead institutions, departments, or people. Although stakeholders highlighted that local knowledge was not sufficiently used to inform good planning and policies, the action plans did not include community representatives in decision-making rather only in the implementation of the proposed actions. Although when the group identified slum populations as especially vulnerable the focus of the assessment shifted but in action plans representatives of this group were not included in any decision making or planning processes. © 2017.
