  • Possibilities and challenges for landscape observatories

    • The twentieth century saw rapid environmental degradationdue to changes that contributed to increased net GHG emissions, loss of natural ecosystems, and declining biodiversity. Deterioration of unprotected landscapes during swift industrialization, urbanization, increasing monocultures in agriculture, expansion of commercial production significantly contributed to thesenegative consequences. However, a cultural shift occurred during the last two decades in favour of landscape conservation. In response to widespread landscape degradation and loss of ecosystem services, the Council of Europe saw the need to protect, manage, and develop the landscapes, and thus signed the European Landscape Convention (ELC) in 2000. This was the world's first international agreement that described all aspects of landscape management in detail. The European Landscape Convention fully meets the challenges through its goal of correcting a lack of understanding of landscapes as a unique system embracing natural, economic, and social features throughout Europe. It goes beyond simply protecting landscapes and addresses landscape management and development, as well as raising public and government awareness of the importance of paying attention to all types of landscapes, whether exceptional or spoiled. Landscapeobservatories, multifunctionalplatformsand knowledge centres for researchers, technicians, administrators, and citizens,are one of the Council of Europe's instruments for implementing the European Landscape Convention (ELC). They can be established on a variety of scales and can serve as a vital link between administrations, civil society, researchers, and the economic sector. This article discusses the emergenceof landscape observatories and the role they can play as decision support instruments in promoting sustainable landscape developmentthrough a regenerative approach. Additionally, the paper discusses the implementation of ELC in Västra Götaland in Sweden through the establishment of Landscape Observatory Västra Götaland, and its impacts and challenges associated with landscape development.Furthermore, we propose a comprehensive and holistic, to any landscape type adaptable landscape observatory concept, based on multifunctionality of these institutions, emphasizing their decision support roles, social and economic importance.

  • Increased rent misspent? : How ownership matters for renovation and rent increases in rental housing in Sweden

    • Renovations of the housing rental stock have become a political concern since they have been claimed to drive gentrification and affect tenants’ everyday lives as well as long-term housing conditions. Furthermore, new actors have entered the market, partly as a result of high supply on the international capital markets creating a flow of capital into market segments. This has led to a critique of private equity in the housing sector, and raised the question of the extent to which ownership of the rental stock matters for housing affordability. Yet there seems to be little systematic research on this topic. This study uses a unique dataset covering the entire rental housing stock in Sweden to address whether there are differences in renovation investments between different ownership groups. The purpose of this article is to increase understanding of how ownership affects renovation processes, and specifically to analyse to what extent, and how, private and public actors differ in renovation and rent setting decisions. Our results demonstrate that public housing companies raised rents less and renovated more, particularly in the lower-income segments of the multi-family building stock between 2014 and 2020. © 2023 The Author(s).

  • Property owners as possible game changers for sustainable urban freight

    • Commercial activity and the underlying freight movements supporting them are essential to urban life. Unfortunately, urban freight has negative effects on sustainability and requires innovative approaches to enhance the positive aspects and minimize the negative ones. There is a common understanding among practitioners, with support from the literature, that the negative impacts of urban freight can be alleviated with better knowledge about the system and by identifying and engaging influential stakeholders. This paper focuses on property owners and their role in encouraging initiatives that lead to more sustainable urban freight delivery practices. Property owners engage in sustainability issues in real estate because they are interested in developing their properties to increase their attractiveness, competitiveness, and future market value. A shopping mall is an example of a property that generates a lot of freight traffic due to intense commercial activity. This paper studies the delivery patterns to a centrally located shopping mall in the city of Gothenburg and identifies how property owners could influence the delivery patterns of their tenants. A range of initiatives is proposed based on the literature and considering the delivery patterns observed. The results show that property owners can include freight deliveries in their sustainability strategy, focusing on fostering collaboration and communication between the tenants and promoting supply chain strategies that consider the type of activities that take place and the scope to reduce the number of truck movements and increase the efficient and sustainable goods deliveries.

  • Preventing and Preparing for Disasters – The Role of a Swedish Local Emergent Citizen Group

    • Disasters such as the storms that affected Sweden in 2005 and 2007 showed that citizens initially conducted a large part of the disaster response, such as clearing roads, giving psychosocial support to affected neighbours and repairing power lines in collaboration with power companies. As a result of these storms, an Emergent Citizen Group (ECG) was established in a village which continued to work on risk prevention, even after the event. The aim of this paper is to describe and analyse this local emergent citizen group’s continuing work on the prevention of local risk and vulnerability, and particularly, their work on flood prevention. The results indicate that authorities seldom understand the ECG’s concerns about risks. Authorities also lack the experience and capacity to collaborate with, and support, the ECG’s risk and vulnerability reduction work. Bureaucratic barriers and declining motivation among volunteers within the ECGs could undermine commitment to the prevention of risks.

  • Socio-techno-ecological transition dynamics in the re-territorialization of food production : the case of wild berries in Sweden

    • Recent geopolitical and economic crises underline the need for a European transition towards a more sustainable food system. Scholars and policymakers have called for a re-territorialization of food production to strike a better balance between local, regional and global value chains. This paper explores the role of re-territorialization through an analysis of the emergence, development and current transformation of the Swedish wild berry value chain. The analysis combines the multi-level perspective on sustainability transitions with a socio-techno-ecological system approach and draws on interviews, informal conversations, participant observations and a range of secondary sources. The resulting case narrative shows how processes of de-territorialization may result in regimes that fail to address sustainability potential and problems. It also highlights that processes of re-territorialization challenge established regimes by promoting niches that represent different, albeit complementary, value chain configurations. Apart from a rich empirical narrative that brings useful knowledge to stakeholders to the Swedish wild berry value chain, the paper contributes to the theoretical understanding re-territorialization, shows how the ecological dimension can be accounted for with the multi-level perspective on sustainability transitions and presents a number of general policy implications.

  • Experimental Governance and Urban Planning Futures : Five Strategic Functions for Municipalities in Local Innovation

    • Experimental governance is increasingly being implemented in cities around the world through laboratories, testbeds, platforms, and innovation districts to address a wide range of complex sustainability challenges. Experiments often involve public-private partnerships and triple helix collaborations with the municipality as a key stakeholder. This stretches the responsibilities of local authorities beyond conventional practices of policymaking and regulation to engage in more applied, collaborative, and recursive forms of planning. In this article, we examine how local authorities are involved in experimental governance and how this is influencing their approach to urban development. We are specifically interested in the multiple strategic functions that municipalities play in experimental governance and the broader implications to existing urban planning practices and norms. We begin the article by developing an analytic framework of the most common strategic functions of municipalities in experimental governance and then apply this framework to Stockholm, a city that has embraced experimental governance as a means to realise its sustainability ambitions. Our findings reveal how the strategic functions of visioning, facilitating, supporting, amplifying, and guarding are producing new opportunities and challenges to urban planning practices in twenty-first century cities.

  • Normkritiska perspektiv: Tillämpningar inom samtida svensk samhällsplanering

    • Denna rapport presenterar en kunskapsöversikt som syftar till att summera huvuddragen i de tillämpningar av normkritiska perspektiv som gjorts inom svensk samhällsplanering under det senaste decenniet. Översikten beskriver ett urval av totalt 57 normkritiska initiativ med avseende på typ av åtgärd/insats, problemformulering och målgrupp, teoretisk/begreppslig inramning, tillvägagångssätt och metoder, geografisk kontext, samt resultat. Arbetet har utförts i samarbete mellan RISE, Göteborgs universitet och Urban Futures med finansiering av, och i dialog med, Vinnova (2020-05091). Målgruppen är dels myndighetens personal, dels dess intressenter/avnämare. Normkritiska perspektiv är föremål för växande intresse inom flera områden, däribland forskning, näringsliv, politik och offentlig verksamhet. Normkritik bidrar med analys och problematisering kring hur vissa sociala normer kan ha exkluderande effekter och begränsa bland annat människors tillgänglighet till staden och dess resurser. Kunskapsöversikten avgränsas till åtgärder som kan kopplas till de i lagstiftningen definierade diskrimineringsgrunderna och de grupper som omfattas av dessa. Resultaten baseras på litteratur- och dokumentsökningar, och omfattar ett strategiskt urval av exempel på projekt och initiativ bedrivna av en mångfald av aktörer (t ex kommuner, forskningsorganisationer, konsultföretag, kulturinstitutioner). Vissa av exemplen är ännu pågående initiativ. Vid urvalet har bl a variation bland de inkluderande exemplen eftersträvats. Explicit normkritiskt teoretisk anknytning har inte varit ett urvalskrav, men däremot att sådana perspektiv ska gå att utläsa av innehållet i övrigt. De exempel på tillämpningar som ingår i urvalet har analyserats med hjälp av en matris som fångar studiens centrala frågeställningar, för att därigenom identifiera mönster i materialet. Kunskapsöversikten innehåller exempel på tillämpningar inom diskrimineringsgrunderna kön, könsöverskridande identitet eller uttryck, etnisk tillhörighet, funktionsnedsättning (där vi väljer att istället använda begreppet ”funktionsvariation”), sexuell läggning samt ålder. När det gäller diskrimineringsgrunden religion eller annan trosuppfattning kunde inga relevanta exempel identifieras. Dessutom finns ett antal exempel på initiativ som är relevanta för samtliga diskrimineringsgrunder snarare än inriktade på vissa grupper. Ett antal teman för innehållet i exemplen har identifierats: utformning av allmän plats, kunskapshöjning (inriktad mot tjänstepersoner, politiker och/eller allmänhet), framtagande/vidareutveckling av arbetsprocess/metod, ny rutin/tjänst inom befintlig verksamhet, kartläggning av verksamhet, attitydpåverkan av allmänhet, förbättrad samverkan mellan aktörer samt spridning av information kring projekt. Utifrån studiens resultat dras slutsatsen att det tycks finns ”vita fläckar” när det gäller fokuserade grupper bland de normkritiska tillämpningar som genomförts inom samhällsplanering, även om studien inte gör anspråk på att bygga på ett representativt urval av projekt. Vi ser även en risk att lärdomar, verktyg etc. som utvecklas inom olika projekt inte integreras i gängse arbets- och beslutsprocesser. Detta bl a då långsiktig implementering är svår och att ämnet sällan diskuteras i analyserade rapporter. Vi menar slutligen att finansiärer, såsom Vinnova, har en viktig roll att spela när det gäller att bidra till att både bredda och fördjupa dagens normkritiska arbete inom samhällsplaneringen.

    • This article's overall purpose is to contribute to the recent discussion between the literatures of valuation studies and urban studies. The paper aims to do this by generating knowledge on the framing of urban values and qualities in inter-organisational settings making up wider urban development projects. The paper makes use of a recent framework by Metzger and Wiberg published in 2017 in Urban Studies, although employing it in inter-organisational settings, rather than in the intra-organisational settings of those authors. It also adds a systematic focus on issues of value plurality. The paper pursues its aim by interrogating a recent case of inter-organisational ground floor planning in Gothenburg, Sweden. The article demonstrates how several organisational actors with different reasons for joining the scheme, repeatedly came to shift between different practices, scales, and devices of valuation. One implication of the paper is that the study of inter-organisational valuation allows the researcher to explore the plurality of ways in which actors with different goals evaluate development alternatives to keep the process going. Having said this, the paper also touches upon the fact that the value-agnostic sensibility of valuation studies risks making the researcher neglect power asymmetries.
