    • Obtaining sustainable and inclusive societal organization is not merely a simple matter of ‘doing it’ by subscribing to some winning formula. Given that conceptual frameworks always guide our thoughts, judgments and actions (Latour, 2013; Harvey, 1996; Dennett, 1993), the ways in which we relate to concepts chosen to serve as guiding forces for future development will eventually determine its outcome. As scholarly evidence continuously suggests the concepts ‘rural’ and ‘urban’ are increasingly recognized as artificial barriers for conducting sound and integrated development endeavors in a globalized reality of interconnectedness. In line with the Sustainable Development Goals, which aim to eradicate poverty, shield the planet and safeguard prosperity for all, commitment to universal access to healthy food year round has become an important agenda point. This, however, has been exacerbated by binary thinking and separate ways of doing policy. This paper aims to share experiences from a unique project launched in the northern parts of Gothenburg, Sweden’s second largest city. While the area offers ample resources and immense opportunities for areal economies, it at the same time remains one of Gothenburg’s most segregated, with high levels of unemployment, ill health and crime. The uniqueness of the project lies not only in its way of abridging the rural-urban divide, but also by consciously deferring from the debilitating rhetoric of previous ‘immigrant policies’, and instead focusing on agricultural productivity, small-scale food producers and sustainable food strategies. Such exhortations to bridge between philosophical and material polarities, however, have not come without conceptual and practical challenges, something this paper aims to subsume and open up to debate.

  • Defend, Retreat and Attack: Urban Waters and Valuation Practices

    • This paper explores the river landscapes and concomitant values resulting from tensions between flood management and visions of a River City. The aim is to contribute to an understanding of the management of urban waters as valuation practices. We regard valuation practices as co-constitutive of current and future river landscapes. Sweden’s second-largest city, Gothenburg, is located next to the sea, and the Göta River, Sweden’s largest water system, runs through it. Our empirical focus is on how this city approaches increasing risks of flooding. We explore three approaches that have been formulated in relation to flood management: defend, retreat and attack. We ask how these approaches are applied in the management of Göta River flooding and in the city’s vision of a future Gothenburg that embraces the river as a genuinely positive aspect of urban life. We present the case as a journey that takes us upstream from the river’s sea inlet port and through Gothenburg. During our kilometre by kilometre journey, the river’s appearance shifts. The varied river landscape mirrors the diversity in how its waters are valuated, both historically and in present times. The perception of urban waters is shaped by practices of valuation. These valuations are generative. They connect the value of water to other entities, actors, plans, activities and buildings, and they are thus key to the river landscapes that will eventually be realised. By way of conclusion, we identify a number of governance challenges that are particularly relevant to urban rivers.

    • This paper provides a genealogy of the emergence of a common EU flood policy, including the scope and direction of this policy. Noticing how EU policy proposes green infrastructure (associated with using nature as a buffer zone in managing floods) as an alternative to grey infrastructure (implying fixed installations of concrete and cement), this paper adopts the theoretical lens of the so-called infrastructural turn, which advocates a relational investigation of infrastructure. By engaging this approach, the paper shows how flood infrastructure can contain very different compositions of (unruly) water and (settled) land. A narrative of a historically strong focus on guarding society from the powerful forces of nature through a fixed line of defense is increasingly giving way to more muddy states—quite literally—where society is expected to learn to live with flooding and show ecological consideration. To capture the EU’s, and especially the European Commission’s efforts to establish a pan-European flood infrastructure that accommodates this turn, the concepts of de- and re-infrastructuring are developed. These concepts act as heuristic devices to capture how policy performs some combinations between water and land as constituting an attractive and functional flood infrastructure, but constitutes other infrastructural relations of the aquatic and the terrestrial as undesirable and, hence, as malfunctioning. This performative act of distinguishing between what constitutes “good and proper” versus “bad and undesirable” infrastructure is referred to as a politics of infrastructure.

  • Off the record: The invisibility work of doctors in a patient-accessible electronic health record information service.

    • In this article, we draw on Michael Lipsky's work on street-level bureaucrats and discretion to analyse a real case setting comprising an interview study of 30 Swedish doctors regarding their experiences of changes in clinical work following patients being given access to medical records information online. We introduce the notion of invisibility work to capture how doctors exercise discretion to preserve the invisibility of their work, in contrast to the well-established notion of invisible work, which denotes work made invisible by parties other than those performing it. We discuss three main forms of invisibility work in relation to records: omitting information, cryptic writing and parallel note writing. We argue that invisibility work is a way for doctors to resolve professional tensions arising from the political decision to provide patients with online access to record information. Although invisibility work is understood by doctors as a solution to government-initiated visibility, we highlight how it can create difficulties for doctors concerning accountability towards patients, peers and authorities.

    • Den här kunskapsöversikten är ett försök att utkristallisera relevant forskning såväl som praktisk kunskap för Mistra Urban Futures om urbana kvaliteter. Översikten är kopplad till ett arbete som genomförts under vår och höst 2011 med syfte att skapa underlag för den Strategiska plan som utgör grunden för Mistra Urban Futures planering och aktiviteter. Under våren 2011 arbetade sex grupper med varsitt kunskapsfält – urbana kvaliteter, urban förändring (”transitions”), urbana kulturer, urbana rättigheter, urban tillgänglighet och urban uthållighet. Tanken var att dessa skulle utgöra de sex bärande fokusområdena för centrets verksamhet. Sedermera kom dessa sex områden att slås ihop till tre - FAIR, GREEN och DENSE – vilka nu utgör de tre övergripande problem- och kunskapsområdena för Mistra Urban Futures.

  • Energy efficiency at sea : An activity theoretical perspective on operational energy efficiency in maritime transport

    • The mitigation of emission from shipping will require improvements in energy efficiency. In order to achieve this, sociotechnical changes are required, affecting all stakeholders within the shipping sector. Ship crews and their everyday work practices will play an especially important role in the transformation of the sector. It is therefore crucial to understand how new energy efficient technologies and practices are being introduced and enacted onboard ships. The case study reported in this paper investigates an attempt to improve the operational energy efficiency in a shipping company that was made by installing an energy monitoring system and introducing an energy saving policy onboard the ships in the fleet. The analytical framework in this paper is inspired by cultural-historical activity theory which is suggested as a novel and useful practice-based approach in energy studies. It is used in analyzing the contradictions and tensions in the work practices onboard the ships that preceded and followed the implementation of the energy monitoring system and energy saving policy. The empirical results revealed how the initial demand for operational energy efficiency and the subsequent introduction of the new monitoring system and policy gave rise to tensions in the existing activity systems onboard which crew members then tried, but did not always manage, to reconcile. It is concluded that a better understanding of the sociotechnical change processes, associated with organizational energy conservation and energy management, can be achieved if the situated paradoxes of practitioners’ everyday practices are examined.

  • Changing energy geographies: The political effects of a small-scale electrification project

    • This article contributes theoretically and empirically to our understanding about how a transition to ‘modern and sustainable energy for all’ may reconfigure the life of citizens who live ‘outside the grid’ in rural communities in sub-Saharan Africa. My inquiry is inspired by the question posed by James Ferguson and Tania Murray Li: what do development schemes do? I analyse a renewable energy pilot project in Tanzania that was implemented by an NGO, which eventually failed to continue its service delivery but still produced important effects. Conceptually, I build on and extend previous arguments about how development projects produce depoliticizing effects, have ambiguous effects, and reproduce unequal relations of power. Building on feminist and sociotechnical relational approaches to power, I identify when and where in the encounter between energy project and local community that these, and other, effects emerge. Case study data was collected by qualitative methodology, and consists of project documentation, observation, and interviews with actors involved. The study shows how particular material, social, emotional, and economic effects emerged from the encounter between the project and local society. Feedback between technical problems, financial difficulties, and social tensions created a downward spiral resulting in system failure. It had negative effects on the credibility of actors and on trust relations. I argue that asking what decentralized electrification schemes actually ‘do’ can provide insight relevant to energy geography, as the focus on effects reveals the sociotechnical and political relations through which electricity becomes possible and how it may reconfigure local places. The case study shows why and how a small-scale, renewable energy project only temporarily repositioned actors and places, produced ambiguous effects, and maintained unequal power relations.
