- This chapter discusses trends in global migration on the background of processesof commodification and recommodification and the rise of a neoliberal «regulatory state».It explores perspectives for a contemporary countermovement of, for, or with a global «mi-grant precariat». Through a review of current research advances relating to the ideopoliticalprocesses leading up to the confirmation of the Global Compact for Migration, and thesubsequent International Migration Review Forum, the authors ask what space there is forcivil society in the global governance on migration? Therefore it explored potentials andpitfalls of the memento of «human rights» related to the claims of civil society.

- The winds of xenophobia hovering over Europe have swept the moral politicalfoundations of an inclusive Swedish migration policy into the dustbin of history and twistedan enlightened left-right consensus on an open and humanitarian asylum policy into its mirroropposite. Lured by advances of the extreme right the main political parties have, since2015, come to indiscriminately embrace the view that immigration, etno-cultural diversityand an open-door refugee policy is detrimental to welfare and, in consequence, curbing migrationhas become the all dominant political strategem in vying for votes. The authorschallenge this widely accepted narrative by arguing that the sustainability of the Swedishwelfare state has not been undermined by migration but by consecutive Swedish governments'unbending adherence to austerity politics since the beginning of the 1990s. Austeritypolitics have, step by step, weakened the Swedish Model's socially integrative functions andprevented the implementation of an ambitious agenda, harvesting a potentially dynamic interplayof expansionary economic and social policies and a humanitarian asylum policy.

- Este trabajo aborda los procedimientos expertos y administrativos implicados en el Registro Único de Víctimas (RUV) a través del rastreo etnográfico de las prácticas alrededor del Formato Único de Declaración (FUD) que materializan el reconocimiento de víctimas del conflicto armado en Colombia. En este sentido, el RUV y el FUD se problematizan como tecnologías que reconfiguran al Estado colombiano y se describen algunas de sus trayectorias. Esta investigación discute la forma en que el reconocimientode víctimastransforma las experiencias de quienes son reconocidos y quienes reconocen, explorando también una aproximación a la conformación del Estado precisamente desde las prácticas que ensamblan una noción particular de víctima que se intersecta con distintos proyectos estatales.

- En 1996 el movimiento político Pachakutik –asociado a la confederación indígena CONAIE- participó electoralmente por primera vez y desde entonces el movimiento indígena se ha establecido como una importante fuerza a nivel local, entre otros, en Cotacachi y Otavalo. Estos dos cantones se identifican como la cuna intelectual del movimiento indígena ecuatoriano. En este libro se analiza el proceso político local desde las perspectivas indígenas, principalmente durante el período entre 1996 y 2010. Un enfoque principal está en lo que el autor denomina el dilema intercultural del movimiento indigena, es decir, los desafíos político-electorales asociados a la interculturalidad y las alianzas establecidas más allá de la definición étnica. Igualmente se problematizan analíticamente las implicaciones de los avances del movimiento político del Presidente Rafael Correa a partir de 2006 dentro del movimiento indígena. Asimismo, se examina el faccionalismo dentro de las organizaciones indígenas en Cotacachi y Otavalo. A través del análisis de las percepciones e interpretaciones por parte de los actores indígenas, se intenta captar la dinámica y las tensiones dentro de esta complejidad al nivel cantonal. Es extremadamente importante ofrecer espacio académico a los protagonistas políticos. Por ende, metodológicamente, se incluye una gran cantidad de entrevistas con los actores. La segunda parte del libro consiste en una selección de 16 conversaciones entre el autor y destacados personajes indígenas, entre otros, los tres alcaldes protagonistas del estudio; Auki Tituaña y Alberto Anrango en Cotacachi, así como Mario Conejo en Otavalo, lo que por sí contribuye a llenar un vacío de documentación académica del movimiento indígena ecuatoriano y la historia política local.Rickard Lalander es politólogo, Doctor y Catedrático en Estudios Latinoamericanos, investigador y profesor en las universidades de Helsinki y Estocolmo. Es investigador asociado de la Universidad Andina Simón Bolívar, Quito. En Ecuador ha colaborado con la FLACSO, el Centro Andino de Acción Popular/CAAP y la Escuela de Gobierno y Políticas Públicas para las Nacionalidades y Pueblos del Ecuador/ESGOPP. Es autor de Suicide of the Elephants? Venezuelan Decentralization between Partyarchy and Chavismo (2004), editor y co-autor de Política y Sociedad en la Venezuela del Chavismo (2006) y ha publicado ampliamente sobre la democracia en los países andinos, inclusive varios artículos sobre el movimiento indígena ecuatoriano.

- The article discusses migration, precarity and poor people’s movements. It relates a reproduction of poverty and unfree labour in post-apartheid South Africa to shifting race-class alliances and the constitution of political hegemony under variable historical-structural conditions. It charts the development of migrancy system from apartheid’s centrally managed labour regime to a post-apartheid neoliberal regime driven by policies of «flexploitation». A contentious enigma of «xenophobia» is related to nation and citizenship in the remaking of hegemony in an exceedingly unequal society where poor people’s movements carve out spaces of an «insurgent citizenship» beyond the reach of neoliberal governance. The author asks whether a reconstituted South African left, with the anti-apartheid coalition’s Freedom Charter as a memorandum for current struggles, will be able to advance a renaissance of «people power» at a junction where migration, xenophobia and winning the loyalty of an unruly precariat have become increasingly crucial stratagems?

- Women’s organizing, both at the local and global level has been one of the new social movement phenomena in which the role of human agency to resist global restructuring is most significant. However, such resistance strategies are particularly difficult when the challenge is not only confronting economic globalization as such but also part of the comrades in arms in such confrontation, that is trade unions that as such embody part of this resistance to transnational capital. The entanglement of the identities of class and gender is not unproblematic but it also opens new possibilities for example in the way of the creation of alternative labour organizations rejecting the traditions of authoritarianism and patriarchal hierarchies plaguing classical trade unions. The aim of this article is to show one such example of labour organizing among women workers within maquiladora (assembling factories-outsourcing) industries, the case of San Marcos in El Salvador. As it is well known, these industries have traditionally, in the first phases of their establishment and specially within textile manufacture, recruited mostly female workers, that is to say cheap labour. The story of their exploitation is quite well known, what is less well know is their organizing experiences, and these are quite varied. Taking as point of departure the example of El Salvador I want to illustrate how these women have been able to overcome many difficulties and sometimes form their own trade unions in alliance with NGOs. I will try to present their strategies and challenges as well as their potential for the near future. Thus, one can perhaps delineate the different factors that make this organizing possible, the importance of the local context vis a vis the international and the possibilities and limits of this kind of local resistance to the conditions imposed by globalization.
