  • The shift from Geopolitics to Geoeconomics and the failure of our modern Social Sciences

    • Geoeconomics is gradually replacing the importance of Geopolitics. The transition is marked by the start of the process we call Globalization , about two decades old now, but still in its infancy, when government and government institutions discovered that they no longer were self-evident key actors and watchmen of world events . The process is an effect of the end of the Cold War and marks a strategic shift from political ideologies to economic realities.For decades fellow economists have praised the value of public and private borrowing, the production of services at the expense of the production of goods and they have underestimated the importance of trade surpluses for the Competitive Advantage of Nations. They have done so because they have failed to see what makes a nation, a region or a city wealthy in the long run. We have developed a social science paradigm at our universities which have undermined our own development. At the same time we have disregarded much of the tradition for critical thinking, as implied in Critical Theory but more fundamentally as understood for centuriesThe study of all living organisms is now studied with the use of Evolutionary Theory; except for the study of Man. We must start to ask ourselves why. Why should the Social Sciences be any different than Zoology in this respect, unless we say that Man stands outside of biology?

    • [From the introduction] This volume is a special issue with contributions that stem from the collaborations of the 2018 AESOP PhD workshop, held 5-8 July at Tjärö island, Sweden. The overarching aim of the workshop was to establish inclusive spaces for dialogue and collaboration between PhD students across countries and continents on issues that pertained to the AESOP’s 2018 congress theme “Making space for hope”. Furthermore the PhD students got the chance to learn from the invited mentors with long experience from the academic planning field. The theme drew from a recognition of the severe challenges facing the world at present, for example, challenges coupled with the climate crisis, growing social inequalities, rapid population growth in urban regions and de-population trends in peripheral regions.

  • National environmental objectives in Sweden : A critical reflection

    • The National Environmental Objectives (NEOs) adopted by Swedish Parliament in 2001 and proclaimining that major environmental problems should be solved within a generation are often portrayed as good practice of a concrete yet visionary sustainability strategy. In this paper we summarize one and a half decade of the NEOs' experience for the international audience. The NEOs were based on an eclectic mixture of conceptual reasoning, most importantly the Management by Objectives concept and the notion of a policy deriving its authority and legitimacy from scientifically established 'natural laws and limits'. The 16 NEOs fall into two groups. The first group is a positive reformulation of existing environmental problems based on well established scientific evidence. While they have scientific authority and can be operationalized and enforced through standards they are hardly visionary, strategic or capable of responding to emerging threats. The second group contains utopian landscape goals which are more visionary but also more difficult to operationalize, especially for local authorities which play major part in the implementation of the NEOs in Sweden. We argue that the system that mixes these two sets of goals based on two different paradigms of sustainable development inherits the weaknesses of both and the strengths of neither. The NEO system lacks the hierarchical and scientific authority potentially possible for scientific goals and at the same time fails to provide for learning, mobilisation and consensus-building power of utopian landscape goals. It has been too fuzzy to be implemented in a top-down way and yet too rigid to enable bottom-up action. A more effective approach would be to separate these two sustainability governance approaches into complementary but distinct systems.

  • Biståndspolitikens motsägelser om kunskap och tekniköverföring : från konkret praktik till abstrakt policy

    • I denna avhandling analyseras hur kunskaps- och teknikfrågor diskuterats i den svenska riksdagens biståndspolitiska debatt. I denna debatt låg frågor om kunskap och teknik högt på dagordningen, när biståndets mål under 1970- och 80-talen var att stödja fattiga länders politiska och ekonomiska oberoende, så att de kunde förbättra befolkningens levnadsvillkor socialt, ekonomiskt och politiskt. Skuldkrisen och det kalla krigets slut ändrade de biståndspolitiska målen från stöd till fattiga länders politiska och ekonomiska oberoende till fattiga människors rättigheter. I biståndspolitiken från 1990-talet till våra dagar blev politiska villkor och statliga ekonomiska reformer viktigare än de fattiga ländernas möjlighet att bygga upp egen kunskap och teknik för att lösa sina problem. Det policybistånd, som växte fram, ändrade också biståndets arbetssätt. I det svenska biståndets början var kunskapsöverföring genom yrkesutbildning en självklarhet. Kort därefter svarade Sverige på FN:s vädjan att bistå utvecklingsländerna att bygga upp sina egna forskningsinstitutioner. De borgerliga politikerna i riksdagen drev på för att svensk industri skulle få möjligheter att delta i biståndet med sin kunskap och erfarenhet. Med dessa biståndspolitiska schackdrag från 1970- och 1980-tal gav Sverige utrymme åt företags- och forskarvärlden att delta aktivt i biståndet med element, som rätt hanterade kanske kunnat hjälpa även de fattigaste länderna att grundlägga sina egna innovationssystem. Policybiståndet flyttade biståndet till en arena, där istället politiker och byråkrater var experterna. Det blev då deras kunskaper, som skulle överföras för att bygga liberal demokrati, marknadsekonomi och god statsförvaltning. I samband med klimatförhandlingarna har den svenska, biståndspolitiska debatten på nytt uppmärksammat tekniköverföringen. Svårigheten är nu att bidra till att alla världens människor får tillgång till energi, samtidigt som koldioxidutsläppen måste minska. Tekniköverföring från de rika länderna till de fattiga ska lösa problemet, säger debattörerna, men de är oense, om det är biståndet, som ska betala. Det är inte bara bristen på finansiering, som hindrar denna lösning. Tekniköverföringens möjligheter har problematiserats i teorier om nationella innovationssystem, som pekar på en bredd av förutsättningar, som måste finnas på plats för framgångsrikt tekniskt lärande. Riksdagsledamöterna har inte tagit med denna problematisering till debatten. De har inte heller dragit erfarenheter från den biståndspolitiska debattens drygt 50-åriga historia. I den finns lärdomar att dra av politikernas motsägelsefulla tal om att stödja utvecklingsländers strävan att bygga upp förmågan att lära sig om, anpassa och utveckla sin egen teknik.

    • Three hypotheses are presented in this article, each supported by observations and theory. The first is that party distinctions in Scandinavian politics have ceased to be vehicles for coherent ideas related to political ideologies, but that parties instead have become machines to stay in power and keep supporters employed. The second is that the tradition among political parties in Scandinavia and especially in Sweden for accepting federalist measures as a response to central state inefficiencies has been checked by the development of the welfare state. It can only regain momentum through external pressure. The third is that the Scandinavia welfare state model has shifted from one of providing support to the needy to a party guaranteeing the middle class a certain life-style.

  • The why, how, and what of public policy implications of tourism and hospitality research

    • We synthesized policy implications of tourism and hospitality research by reviewing 12,269 articles published in 10 leading journals from 2011 to 2021. The most common rationale for policies (i.e., the why) is market failure, while the most typical role of policies (i.e., the how) is to create incentives. In addition, policies are typically hybrid and include suggestions for formal and informal institutional setups (i.e., the what). Because our review revealed that only 114 articles (i.e., 0.93%) included the why, how, and what of actual policies, we offer a theory-based research agenda on policy-making focused on making tourism and hospitality more inclusive and focusing on evolutionary dynamics, providing an understanding of the impact of crises and contemporary solutions, focusing on resilience and institutional complexity, and addressing the actors and time dimension. Our results, combined with those of our suggested research directions, will benefit organizations and society and simultaneously enhance the perceived societal value-added, contributions, and stature of tourism and hospitality research. © 2023 The Authors

    • In the governance of housing provision, the public sector is considered unable efficiently to manage such problems through the traditional bureaucratic organizations and associated governing tools. Instead, municipalities are expected to engage in collaborative processes across sectors and with external stakeholders, with the overarching objective to deliver more efficient planning outcomes. As the processes are carried out across sectors, it opens up the opportunity to privilege certain sectors’ perspectives and marginalize others. By drawing from Mouffe's agonistic political theories, this article makes an empirical account of the political in organizing cross-sectoral collaborative planning in Swedish municipalities, with the empirical example of developing municipal programmes for housing provision. The article concludes that social service is severely marginalized in what is generally a depoliticized housing provision planning process. Underpinning the collaboration is the conceptualizing of housing provision as primarily a general deficit in constructing housing. Primarily organizing objectivist knowledge, housing provision is constructed as a technical and procedural matter rather than ideological and political. Through such organizing principles, the overarching housing provision problem remains undealt with, e.g. how do we provide housing to ‘all’ our citizens?

    • Swedish municipalities are obliged to formulate housing provision policies in housing programs, as part of municipal strategic planning. This article explores how municipalities interpret this responsibility. We analyze housing provision programs by drawing from prospective responsibility and policy analysis. Our analysis shows three different prospective responsibilities in the municipality’s production of housing provision responsibility. The results show that municipalities take actions by different means, leading to ambiguities and inequalities in housing provision planning. © 2022 The Author(s).
