    • Integrating horizontal perspectives in sectoral policies is an increasingly popular way to address complex, societal problems like climate change and gender inequality. Policy evaluation can contribute to policy integration by shedding light on the coherence between sectoral goals and the mitigation or solution of the problem in question - including possible synergies and/or conflicts. To denote this evaluation modality, we introduce the concept of "integrated evaluation" - i.e. integrating horizontal perspectives in evaluations of sectoral policies. A Swedish case study helps identify salient factors affecting the implementation of this type of evaluation. We find that the prospect for integrated evaluation is significantly affected by the perceived inappropriateness in asking independent evaluators to contribute to political agendas, the lack of requisite knowledge to produce credible integrated evaluations, and a disinterest in the integrated perspective among policymakers. In light of our case study, we discuss the outlook for this kind of evaluation and provide ideas on how to support its future implementation.

  • Pandemic responses at the subnational level : Exploring politics, administration, and politicization in Swedish municipalities

    • The Swedish response to the pandemic at the national level has attracted considerable international attention, but little focus has been placed on the way municipalities dealt with the crisis. Using Hay's dimensions of politicization, namely the capacity for human agency, deliberation in the public domain, and social context, we analyze the politicization of the municipal response to the pandemic in Sweden. We do this based on the analysis of the decision making process to activate (or not) an extraordinary crisis management committee. We find inter alia, that (i) only a quarter of the municipalities activated the committee while a majority of them had an alternate special organization in place; (ii) support to the existing organizational structure was more salient than creating an extraordinary organization, and (iii) a robust municipal structure was deemed to be one able to withstand shocks without resorting to extraordinary governance arrangements. We find a ‘conditioned politicization’ of the response, privileging administration over politics.

    • In the Swedish parliamentary election of 7 September 2018, the biggest parties, the Social Democrats and the Moderates, both lost votes compared to their scores in the previous election, but not as many as they had feared. Commensurately, the radical-right challenger party, the Sweden Democrats (SD), which had seemed certain to profit from Sweden's dramatic experience of the European migration crisis, did well, but not as well as it had hoped. The result left the array of parliamentary forces fragmented and finely balanced. Only after months of negotiations could a government be formed. Eventually, the incumbent coalition received a renewed parliamentary mandate. At the same time, the party system was transformed.

    • The question of how party leaders are selected has recently, and belatedly, come under systematic comparative scrutiny. If it is the location of intra-party power that interests us, however, it might be that some of the more observable indicators in such processes, such as the identity of the selectorate, are not actually the most revealing ones. Using a delegation perspective, we thus present a framework for analysing prior steps in leader selection and relate it to various ideal-typical constellations of intra-party power. The framework encompasses, first, what we call precursory delegation, with focus especially on an agent that, formally or informally, manages the selection process before it reaches the selectorate. Second, the framework takes account of the degree to which the process is managed rather than left open to free competition between leader candidates. We illustrate the framework primarily with instances of leader selection in two Swedish parties.

    • The parliamentary election of 14 September 2014 induced decidedly mixed feelings in the Swedish Green Party (Miljöpartiet de gröna). It led to the ejection of the centre-right government and the installation, for the first time, of Green cabinet ministers. However, the party also experienced a small but unexpected loss of votes compared to its score in the previous election. Moreover, partly because a far-right party built impressively on its breakthrough into the national parliament in 2010, the new government rests on a precariously narrow parliamentary base.

  • Same Considerations, Different Decisions: Motivations for Split-ticket Voting among Swedish Feminist Initiative Supporters

    • This article explores why supporters of small, non-established parties choose to vote for different parties in the elections to the European Parliament (EP) and elections to the national parliament. It uses individual-level data with open-ended questions from an online survey on supporters of Feminist Initiative (Fi) – a comparatively small and new Swedish feminist party – to map voters’ own motivations for split-ticket voting in the 2014 elections. Contrary to expectations based on second-order election theory, it is found that voters ticket-split in both directions: there are those voting for Fi in the EP election but not in the national election, and those voting for Fi in the national election but not in the EP election. These voters take the same types of considerations into account but nevertheless end up making opposite voting decisions. Voters clearly distinguish between the two levels – for example, by prioritizing different issues.

    • This chapter discusses the association between political trust and political self-efficacy in Finland. Finland has among the highest levels of political trust in the world, but simultaneously the levels of political self-efficacy are comparatively on a much weaker level. As previous research has shown higher political trust and higher political self-efficacy to be associated at the individual level, this is somewhat unexpected. The findings in this chapter show that in the Finnish context a higher political self-efficacy, indeed, predicts lower political trust, adding support to the notion of well-informed citizens withdrawing their trust if they feel that the system is not acting according to their normative expectations. This chapter ends with a discussion about what the findings imply for the status of Finnish democracy, concluding that the findings should not necessarily be seen only in a negative light.
