    • This position paper argues for an interdisciplinary agenda relating crises to on-going processes of normalization of anti- and post-democratic action. We call for exploring theoretically and empirically the ‘new normal’ logic introduced into public imagination on the back of various crises, including the recent ‘Refugee Crisis’ in Europe, COVID-19 pandemic, or the still ongoing Russian invasion of Ukraine. Gathering researchers of populism, extremism, discrimination, and other formats of anti- and post-democratic action, we propose investigating how, why, and under which conditions, discourses and practices underlying normalization processes re-emerge to challenge the liberal democratic order. We argue exploring the multiple variants of ‘the new normal’ related to crises, historically and more recently. We are interested in how and why these open pathways for politics of exclusion, inequality, xenophobia and other patterns of anti- and post-democratic action while deepening polarization and radicalization of society as well as propelling far-right politics and ideologies.

  • The Swedish forestry model : more of everything?

    • "The Swedish forestry model" refers to the forest regime that evolved following the 1993 revision of the Swedish Forestry Act. It is key to Swedish forest politics and used to capture the essence of a sustainable way of managing forests. However, the ideas, institutions and practices comprising the model have not been comprehensively analyzed previously. Addressing this knowledge gap, we use frame analysis and a Pathways approach to investigate the underlying governance model, focusing on the way policy problems are addressed, goals, implementation procedures, outcomes and the resulting pathways to sustainability. We suggest that the institutionally embedded response to pressing sustainability challenges and increasing demands is expansion, inclusion and integration: more of everything. The more-of-everything pathway is influenced by ideas of ecological modernization and the optimistic view that existing resources can be increased. Our findings suggest that in effect it prioritizes the economic dimension of sustainability. While broadening out policy formulation it closes down the range of alternative outputs, a shortcoming that hampers its capacity to respond to current sustainability challenges. Consequently, there is a need for a broad public debate regarding not only the role of forests in future society, but also the operationalization of sustainable development.

    • In this article, we turn first to a brief discussion of feminist contributions in the field of security, defense, and collective identity, and then argue that Swedish nationalism is tied to a particular form of collective identity formation through the practice of conscription. Drawing on Elshtain's notions of 'just warriors' and 'beautiful souls', we go on to spell out how women, historically, have been situated within the discourse of militarism. Finally, we look at how the contribution of women to the military has been perceived and argued, and then point out how a small number of female soldiers may be instrumental in exposing a particular value system of gender, citizenship, and collective identity. Demilitarization isn't any more automatic than militarization. Indeed, it may be a far stickier process because it goes against the grain of the feminine and masculine conventions and political strategies now prevalent in so many societies. (Enloe, 1993: 259)

  • Militarized Nationalism as a Platform for Feminist Mobilization? : The Case of the Exiled Burmese Women’s Movement

    • Feminist scholars have convincingly demonstrated how militarism and nationalism rely on the (re)production of gendered hierarchies. As a result, feminism is often assumed to be at odds with these political projects. In this article, we demonstrate that this is not always and not necessarily the case: in contrast, militarized nationalism may even constitute fertile ground for the mobilization of feminist organization and activism. We make this argument drawing on an in-depth case study of the emergence and evolution of an exiled Burmese women's movement from within armed ethno-nationalist struggles in the borderlands of Myanmar. Drawing on interviews with women activists, we examine when and how militarized nationalism can provide a space from which feminist agendas can be articulated and successfully pursued. This case demonstrates that militarized nationalism does not only have the potential to mobilize women's participation, but can provide a platform for feminist organization and activism that transcends, challenges, and eventually reshapes militarized nationalist projects in ways that advance women's rights and equality. These findings call into question generalized assumptions about the conflictual relationship between feminism, militarism and nationalism, and contributes to advance feminist debates about women's mobilization in contexts of armed conflicts and nationalist struggles.

    • This article brings into conversation feminist political economy with critical studies in peace and conflict to examine how Myanmar’s transition is experienced though everyday gendered sites and with what consequences for women living in rural areas of the country, where lives are shaped as much by the actuality as the possibility of violence. The everyday is where these insecurities are felt, feared and negotiated. To illustrate this, I draw on the experiences of Agnes, a woman growing up within the context of prolonged conflict in rural Myanmar. I demonstrate how Agnes’s home, and her bodily labour and vulnerability, is at the locus of a gendered political economy (re)produced both within the home and at the national level. I show how the transition has for women like Agnes resulted in a continuation of insecurity, challenging the legitimacy of Myanmar’s neoliberal reform initiatives as a meaningful pathway towards sustainable peace and security.

    • Gendered Interests and the European Union. The European Women’s Lobby and the Organisation and Representation of Women's Interests. On a general level this thesis concerns the changed and changing institutional conditions for gender equality in Europe and the organisation and institutionalisation of women’s social and political interests at the EU level. I ask in what ways political structures and authorities enable and/or obstruct women to generate, sustain and control their presence in politics as women. I explore how the EU institutions structure and provide opportunities and constraints for women to mobilise and organise to act as an authorised party vis-a-vis and within the EU political system. How does it come that women, as a collective, are not only recognised as a politically relevant group but also legitimised to act and be present as women in an organised relationship with the EU system’s main authorities? The presence comes in the form of the European Women’s Lobby (EWL), an EU level and EU wide non-governmental umbrella organisation which represents some 4000 women’s organisations on multiple levels of the EU. The EWL is not the first example of women organising on the EU level, but it is the first of its kind. The EWL was initiated by women from within the European Commission and is funded mainly via a grant from the Commission. The EWL’s objectives include the endorsement of equality between women and men and to ensure that measures to promote gender equality and women’s rights are taken into account and mainstreamed in all EU policy. Using material gathered through interviews, observations and official documentation I study the structure of the European Women’s Lobby; the participation of the EWL in EU politics; the relation between the EWL and the EU institutions; the relation between the EWL’s member organisations; and the forms the representation of women’s organised social and political interests at EU level can take. I argue that in the specific political system of the EU, organised interests in civil society and the EWL perform the functions of input, and participate in output and feedback. Organised interests function as intermediaries between the national and European levels. Organised interests strive to gain influence; the Commission, as a political authority, strives to gain legitimacy of its policy-making through the input and output of representative organised interests. As a consequence of what I argue is a corporatist policymaking style of the Commission the EWL has become increasingly institutionalised. The trade off is that while the EWL has enjoyed the Commission’s support and funding to constitute an established EU level platform from which women can formulate, mobilise and pursue their interests, the EWL has must organise and take control over the interests aggregated from its member organisations and over the form of the member organisations. The very structure of the EWL can be seen as part of the price the EWL has to pay to be granted somewhat of a representative monopoly in terms of opportunities to influence EU policy-making through the various channels of consultation. In this context, I argue that the representativeness of organised interests is key. There is no electoral basis legitimising the policy-making of the Commission, instead, this basis is constituted by organised interests. Paradoxically, this holds the potential for increasing the legitimacy of the Commission, something which increasing transparency has failed to do. It is no exaggeration to claim that the EWL offers a remarkable EU level platform for women to act and pursue their interests as women. By studying the actual impact of EU level policy-making and politics on various ways, this thesis argues that the very existence of the EWL can be understood as being in the interest of women.

    • A central issue in democratic theory concerns whether and how politicians can maximize their policy returns from bureaucratic delegation. In this article, we propose that politicians assure favorable delegation outcomes in part by strategically matching responsive personnel and prioritized resources across policy issues and over time. We substantiate our analysis with four decades' worth of data from the Swedish executive bureaucracy, taking particular advantage of the fact that the cabinet ministers generally appoint their agency heads on tenure-protected fixed terms. Using a within-agency research design, we show that the governing parties award more funds to agencies appointed by their ideological allies than to agencies appointed by their ideological opponents. Our findings underscore that political decisions about bureaucratic appointments and appropriations are both part of the same general delegation process but also highlight how political competition can undermine democratic control of bureaucratic policy making.

    • We study competition between political parties in repeated elections with probabilistic voting. This model entails multiple equilibria, and we focus on cases where political collusion occurs. When parties hold different opinions on some policy, they may take different policy positions that do not coincide with the median voter's preferred policy platform. In contrast, when parties have a mutual understanding on a particular policy, their policy positions may converge (on some dimension) but not to the median voter's preferred policy. That is to say, parties can tacitly collude with one another, despite political competition. Collusion may collapse, for instance, after the entry of a new political party. This model rationalizes patterns in survey data from Sweden, where politicians on different sides of the political spectrum take different positions on economic policy but similar positions on refugee intake-diverging from the average voter's position, but only until the entry of a populist party.
