    • Research suggests that International Organizations (IOs) are getting more involved in efforts to mitigate and adapt to climate-related security risks in different parts of the world. However, there is still a limited understanding of how discourse and action on climate security develop and diffuse in and across different institutional settings in various policy fields and geographical contexts. This article aims to contribute to advancing the research agenda by outlining an analytical framework that helps structure comparison across IOs along three key dimensions: (a) discursive framing; (b) institutional design; and (c) policy actions. To illustrate how the framework can be used in empirical analyses the article discusses findings from previous research. This is not only relevant to highlight the framework’s analytical usefulness as it also shows the relevance of these research findings for practitioners and decision-makers engaged in efforts to enhance the role of IOs in global governance of climate security—and across the humanitarian-development-peacebuilding nexus.

  • Legitimacy in global governance : sources, processes, and consequences

    • Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy’s importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy. The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

  • Normative arguments for non-state actor participation in international policymaking processes : Functionalism, neocorporatism or democratic pluralism?

    • The participation of non-state actors in multilateral institutions is often portrayed as one way of decreasing the perceived legitimacy deficit in global governance. The literature on non-state actors has identified several ways in which these actors can enhance the legitimacy of intergovernmental organisations and global governance arrangements. Three partially competing normative arguments, or rationales, for the inclusion of non-state actors in international policymaking ï¿œ functionalism, neocorporatism and democratic pluralism ï¿œ have been identified. Whereas functionalism highlights the contribution of non-state actors to output legitimacy in terms of expertise, neocorporatism emphasises the inclusion of affected interests, and democratic pluralism claims that non-state actors increase input legitimacy through procedural values. These three normative arguments thus offer different understandings of the motives for the inclusion and representation of non-state actors in international negotiations and diplomacy. Through a single case study of United Nations climate diplomacy, we analyse the extent to which the three rationales for non-state actor inclusion are found in views held by state and non-state actors participating in the annual United Nations climate change conferences. Our results show that different actor groups place varying degrees of emphasis on the different rationales for non-state actor inclusion, even though the neocorporatist rationale remains most favoured overall. We discuss the implications of our findings for the democratic legitimacy of increasing participation of non-state actors in intergovernmental affairs and recent trends in the participation of non-state actors in the international climate change policymaking process.

Boken belyser vikten av könskritiska perspektiv på internationella relationer och ger exempel på skilda sätt att förstå och förklara den internationella ordningens betydelser för människors liv i olika delar av världen. Här ställs frågor om hur globalisering och konflikter samspelar med föreställningar om manligt och kvinnligt. Författarna analyserar och diskuterar könskodade maktstrukturer och ojämlik resursfördelning - både lokalt och globalt. Med utgångspunkt i IR-fältets klassiska temaindelningar lyfter artiklarna fram nya perspektiv och problem, vilket vidgar och fördjupar förståelsen av fältet, såväl vetenskapligt som politiskt. Internationella relationer - könskritiska perspektiv vänder sig till studenter i internationella relationer och angränsande ämnen, men också till andra som är intresserade av könskritiska tolkningar av hur den internationella ordningen fungerar.

    • This introduction argues for a new research agenda on European internal security cooperation from the perspective of public goods. We set out our case in three parts. First, we identify new empirical puzzles and demonstrate significant explanatory gaps in the existing internal security literature which public goods theory could help address. Second, we outline the building blocks of a public goods approach and provide an overview of its application, both existing and potentially, in various areas of regional security and European integration. Third, we present three complementary ways of using public goods theory to analyse internal security in the European Union, with the aim of spurring new research questions while accepting some limitations of this theoretical approach.

    • This article addresses a significant gap in the literature on legitimacy in global governance, exploring whether, in what ways, and to what extent institutional qualities of international organisations (IOs) matter for popular legitimacy beliefs towards these bodies. The study assesses the causal significance of procedure and performance as sources of legitimacy, unpacks these dimensions into specific institutional qualities, and offers a comparative analysis across IOs in three issue areas of global governance. Theoretically, the article disaggregates institutional sources of legitimacy to consider democratic, technocratic, and fair qualities of procedure and performance. Empirically, it examines the effects of these institutional qualities through a population-based survey experiment in four countries in different world regions with respect to IOs in economic, security, and climate governance. The findings demonstrate that both procedure- and performance-related aspects of IO policymaking matter for popular legitimacy beliefs. This result holds across democratic, technocratic, and fair qualities of IO procedure and performance. Disaggregating the results by issue area indicates that a broader scope of institutional qualities are important for legitimacy beliefs in economic governance compared to security governance and, especially, climate governance. These findings suggest that propositions to reduce the institutional sources of IO legitimacy to single specific qualities would be misguided.

  • The political economy of adaptation pathways to climate change : An historical institutional approach

    • While there is a growing recognition of the need for societies to adapt to climate change, adaptation governance often falls short and can even worsen existing vulnerabilities. This problem is exacerbated by the deep connection between climate change and economic system governance. It underscores the importance of gaining a better understanding of how economic governance influences adaptation pathways. However, this intricate interplay remains relatively unexplored in the realms of both global governance and climate adaptation research.This thesis seeks to address this gap in the existing literature by adopting a historical political economy approach. This approach helps us comprehend how adaptation is governed within the context of historically formed 'glocalized' regimes and sheds light on why adaptation pathways may inadvertently exacerbate vulnerabilities. The research considers how vulnerabilities and adaptation pathways are deeply embedded in glocalized regimes and how historical processes constrain transformative changes while explaining instances of maladaptation. The thesis explores the argument empirically by relying on extensive fieldwork material and document analysis in three Latin American countries: Brazil, Peru, and Uruguay. These countries have economies heavily reliant on extractive sectors like mining and agriculture, which play pivotal roles in their economic histories and are associated with local vulnerabilities and socio-environmental impacts.The results suggest that climate responses are not exogenous to the glocalized capitalist regimes but adaptation pathways are, in fact, driven by extractive capitalism. Furthermore, the results show how dominant scientific frames are deployed in both the production of knowledge and the adaptation responses to climate impacts and vulnerabilities. These responses tend to marginalize discussions about the transformative changes necessary for tackling climate change and vulnerabilities under the influence of extractive capitalism. By revealing and analyzing these structural dynamics, this thesis contributes significantly to climate adaptation and global governance scholarship.

    • Global urbanization and food production are in direct competition for land. This paper carries outa critical review of how displacing crop production from urban and peri-urban land to other areas– because of issues related to soil quality – will demand a substantially larger proportion of theEarth’s terrestrial land surface than the surface area lost to urban encroachment. Such relationshipsmay trigger further distancing effects and unfair social-ecological teleconnections. It risks also settingin motion amplifying effects within the Earth System. In combination, such multiple stressors set thescene for food riots in cities of the Global South. Our review identifies viable leverage points on whichto act in order to navigate urban expansion away from fertile croplands. We first elaborate on thepolitical complexities in declaring urban and peri-urban lands with fertile soils as one global commons.We find that the combination of an advisory global policy aligned with regional policies enablingrobust common properties rights for bottom-up actors and movements in urban and peri-urbanagriculture (UPA) as multi-level leverage places to intervene. To substantiate the ability of aligningglobal advisory policy with regional planning, we review both past and contemporary examples whereempowering local social-ecological UPA practices and circular economies have had a stimulatingeffect on urban resilience and helped preserve, restore, and maintain urban lands with healthy soils.
