  • Developing Life Cycle Sustainability Assessment methodology by applying values-based sustainability weighting - Tested on biomass based and fossil transportation fuels

    • The production and use of transportation fuels can lead to sustainability impacts. Assessing them simultaneously in a holistic way is a challenge. This paper examines methodology for assessing the sustainability performance of products in a more integrated way, including a broad range of social impacts. Life Cycle Sustainability Assessment (LCSA) methodology is applied for this assessment. LSCA often constitutes of the integration of results from social LCA (S-LCA), environmental life cycle assessment (E-LCA) and life cycle costing (LCC). In this study, an S-LCA from an earlier project is extended with a positive social aspect, as well as refined and detailed. E-LCA and LCC results are built from LCA database and literature. Multi Criteria Decision Analysis (MCDA) methodology is applied to integrate the results from the three different assessments into an LCSA. The weighting of key sustainability dimensions in the MCDA is performed in different ways, where the sustainability dimensions are prioritized differently priority based on the assumed values of different stakeholder profiles (Egalitarian, Hierarchist, and Individualist). The developed methodology is tested on selected biomass based and fossil transportation fuels - ethanol produced from Brazilian sugarcane and US corn/maize, and petrol produced from Russian and Nigerian crude oils, where it delineates differences in sustainability performance between products assessed. The outcome in terms of relative ranking of the transportation fuel chains based on sustain ability performance differs when applying different decision-maker profiles. This result highlights and supports views that there is no one single answer regarding which of the alternatives that is most sustainable. Rather, it depends strongly upon the worldview and values held by the decision maker. A key conclusion is that sustainability assessments should pay more attention to potential differences in underlying values held by key stakeholders in relevant societal contexts. The LCSA methodology still faces challenges regarding results integration but MCDA in combination with stakeholder profiles appears to be a useful approach to build on further.

  • Ecosystem services in life cycle assessment: A synthesis of knowledge and recommendations for biofuels

    • There is an increasing trend in promoting the use of biofuels for transportation as a low-fossil carbon energy source, but little knowledge on their multidimensional environmental impacts. Whole-system approaches, such as life cycle assessment (LCA), have been extensively employed to analyze the environmental performance of different biofuels. However, it remains unclear to which extent biofuels impact ecosystems and the services they provide, in particular related to different management practices. To overcome this challenge, this paper draws recommendations to better holistically address ecosystem services (ES) in LCA, with a focus on biofuels. We first pinpoint some of the challenges in accounting for the concept of ES in decision-making and review some of the existing ES classification frameworks and the usefulness of the cascade model. Second, we discuss the implications of identified context-specific aspects on the modeling of biofuel production impacts on ES in LCA. Finally, we propose a conceptual framework to link ES classification systems, the cascade model and the LCA approach. Although some challenges still remain unsolved, due to the existing life cycle impact assessment structure, existing ES frameworks and the cascade model are helpful tools to better include ES into LCA of different biofuels.

  • Environmental risk assessment of using antifouling paints on pleasure crafts in European Union waters

    • The Authors To ensure sustainable use of antifouling paints, the European Union have developed a new environmental risk assessment tool, which a product must pass prior to its placement on the market. In this new tool, environmental concentrations are predicted based on estimated release rates of biocides to the aquatic environment and risk characterization ratios are calculated in regional spreadsheets. There are currently two methods in use to predict release rates of biocides; a calculation method and a laboratory method. These methods have been believed to overestimate environmental release of biocides and therefore fixed correction factors to reduce the release rate can be applied. An alternative method, known as the XRF method, has recently been developed and used to derive field release rates from antifouling paints. The aim of this study was to review the new environmental risk assessment tool and assess how the choice of release rate method and application of correction factors impact the approval of antifouling paint products. Eight coatings were environmentally risk assessed for usage in four European marine regions; Baltic, Baltic Transition, Atlantic and Mediterranean; by applying release rates of copper and zinc determined with the different methods. The results showed none of the coatings to pass the environmental risk assessment in the Baltic, Baltic Transition and the Mediterranean if field release rates were used. In contrast, most of the coatings passed if the correction factors were applied on the release rates obtained with the calculation or laboratory method. The results demonstrate the importance of release rate method choice on the outcome of antifouling product approval in EU. To reduce the impact of antifouling paints on the marine environment it is recommended that no correction factors should be allowed in the environmental risk assessment or preferably that site-specific field release rates are used. If the regulation in the European Union (and elsewhere) continues to allow correction factors, the pressure of biocides to the environment from leisure boating will result in degradation of marine ecosystems.

    • This paper explores the river landscapes and concomitant values resulting from tensions between flood management and visions of a River City. The aim is to contribute to an understanding of the management of urban waters as valuation practices. We regard valuation practices as co-constitutive of current and future river landscapes. Sweden’s second-largest city, Gothenburg, is located next to the sea, and the Göta River, Sweden’s largest water system, runs through it. Our empirical focus is on how this city approaches increasing risks of flooding. We explore three approaches that have been formulated in relation to flood management: defend, retreat and attack. We ask how these approaches are applied in the management of Göta River flooding and in the city’s vision of a future Gothenburg that embraces the river as a genuinely positive aspect of urban life. We present the case as a journey that takes us upstream from the river’s sea inlet port and through Gothenburg. During our kilometre by kilometre journey, the river’s appearance shifts. The varied river landscape mirrors the diversity in how its waters are valuated, both historically and in present times. The perception of urban waters is shaped by practices of valuation. These valuations are generative. They connect the value of water to other entities, actors, plans, activities and buildings, and they are thus key to the river landscapes that will eventually be realised. By way of conclusion, we identify a number of governance challenges that are particularly relevant to urban rivers.

  • Legal framework for biosphere reserves as learning sites for sustainable development : A comparative analysis of Ukraine and Sweden

    • The Biosphere Reserve (BR) concept aims at encouraging sustainable development (SD) towards sustainability on the ground by promoting three core functions: conservation, development, and logistic support. Sweden and Ukraine exemplify the diverse governance contexts that BRs need to cope with. We assessed how the BR concept and its core functions are captured in national legislations. The results show that the core functions are in different ways reflected in legal documents in both countries. While in Ukraine the BR concept is incorporated into legislation, in Sweden the concept is used as a soft law. In Ukraine managers desired stronger legal enforcement, while in Sweden managers avoided emphasis on legislation when collaborating with local stakeholders. Hence, BR implementation have adapted to different political cultures by development of diverse approaches. We conclude that a stronger legal support might not be needed for BRs, rather SD needs to be recognized as an integrated place-based process at multiple levels. © 2013 The Author(s).

  • How smart is smart growth? : Examining the environmental validation behind city compaction

    • Smart growth (SG) is widely adopted by planners and policy makers as an environmentally friendly way of building cities. In this paper, we analyze the environmental validity of the SG-approach based on a review of the scientific literature. We found a lack of proof of environmental gains, in combination with a great inconsistency in the measurements of different SG attributes. We found that a surprisingly limited number of studies have actually examined the environmental rationales behind SG, with 34% of those studies displaying negative environmental outcomes of SG. Based on the insights from the review, we propose that research within this context must first be founded in more advanced and consistent knowledge of geographic and spatial analyses. Second, it needs to a greater degree be based on a system's understanding of urban processes. Third, it needs to aim at making cities more resilient, e.g., against climate-change effects.

  • Cross-Scale Water and Land Impacts of Local Climate and Energy PolicyA Local Swedish Analysis of Selected SDG Interactions

    • This paper analyses how local energy and climate actions can affect the use of water and land resources locally, nationally and globally. Each of these resource systems is linked to different Sustainable Development Goals (SDGs); we also explore related SDG interactions. A municipality in Sweden with the ambition of phasing out fossil fuels by year 2030 is used as illustrative case example. The local energy system is modelled in detail and indirect water and land requirements are quantified for three stylised decarbonisation scenarios of pathways to meeting climate and energy requirements (related to SDG13 and SDG7, respectively). Total local, national and global implications are addressed for the use of water and land resources, which relate to SDG6 for water, and SDG2 and SDG15 for land use. We find that the magnitude and location of water and land impacts are largely pathway-dependent. Some scenarios of low carbon energy may impede progress on SDG15, while others may compromise SDG6. Data for the studied resource uses are incoherently reported and have important gaps. As a consequence, the study results are indicative and subject to uncertainty. Still, they highlight the need to recognise that resource use changes targeting one SDG in one locality have local and non-local impacts that may compromise progress other SDGs locally and/or elsewhere in the world.

  • Remote sensing in urban planning : Contributions towards ecologically sound policies?

    • Remote sensing has evolved to become a key tool for various fields of environmental analysis, thus actively informing policy across areas and domains. To evaluate the degree to which remote sensing is contributing to the science of ecologically-oriented urban planning, we carried out a systematic literature review using the SCOPUS database, searching for articles integrating knowledge in urban planning, remote sensing and ecology. We reviewed 186 articles, analysing various issues in urban environments worldwide. Key findings include that the level of integration between the three disciplines is limited, with only 12% of the papers fully integrating ecology, remote sensing and planning while 24% of the studies use specific methods from one domain only. The vast majority of studies is oriented towards contributing to the knowledge base or monitoring the impacts of existing policies. Few studies are directly policy relevant by either contributing to direct issues in planning and making specific design suggestions or evaluations. The accessibility of the scientific findings remains limited, as the majority of journal articles are not open access and proprietary software and data are frequently used. To overcome these issues, we suggest three future avenues for science as well as three potential entry points for remote sensing into applied urban planning. By doing so, remote sensing data could become a vital tool actively contributing to policies, civil engagement and concrete planning measures by providing independent and cost effective environmental analyses.

  • On the utilization of hydrological modelling for road drainage design under climate and land use change

    • Road drainage structures are often designed using methods that do not consider process-based representations of a landscape's hydrological response. This may create inadequately sized structures as coupled land cover and climate changes can lead to an amplified hydrological response. This study aims to quantify potential increases of runoff in response to future extreme rain events in a 61 km(2) catchment (40% forested) in southwest Sweden using a physically-based hydrological modelling approach. We simulate peak discharge and water level (stage) at two types of pipe bridges and one culvert, both of which are commonly used at Swedish road/stream intersections, under combined forest clear-cutting and future climate scenarios for 2050 and 2100. The frequency of changes in peak flow and water level varies with time (seasonality) and storm size. These changes indicate that the magnitude of peak flow and the runoff response are highly correlated to season rather than storm size. In all scenarios considered, the dimensions of the current culvert are insufficient to handle the increase in water level estimated using a physically-based modelling approach. It also appears that the water level at the pipe bridges changes differently depending on the size and timing of the storm events. The findings of the present study and the approach put forward should be considered when planning investigations on and maintenance for areas at risk of high water flows. In addition, the research highlights the utility of physically-based hydrological models to identify the appropriateness of road drainage structure dimensioning

  • The role of operators in sustainable whale-watching tourism : Proposing a continuous training framework

    • Whale watching is considered a form of green tourism, but can affect marine ecosystems, impacting cetaceans’ behavior and potentially increasing acoustic pollution. A more sustainable whale-watching practice should employ a comprehensive approach involving all stakeholders, but whale-watching operators are rarely involved. We propose a method to assess whale–watching operators’ perceptions regarding the possible effects of their activity on marine fauna and preferred mitigation solutions, by means of online questionnaires and website communication strategies. Results from Canadian whale-watching operators show that they observe regulations regarding distance to whales but only partially perceive general vessels’ impacts on fauna. Three recognized whale-watching experts identify the need for continuous training targeted at operators, which should include the impacts on marine ecosystems. A continuous training framework is proposed that targets whale-watching operators in addition to tourists, and involves scientists in several steps of the approach. This study serves as a starting point to involve operators’ in order to advance towards a sustainable whale-watching tourism.
