    • This paper concerns the implementation of language policies within institutions for Swedish higher education. More specifically, the paper focuses on how the implementation process becomes manifested through language planning policy documents governing how and when which languages could or should be used. This paper explores how governmental policies have been transformed and implemented within institutions for higher education within Sweden. The purpose is to study language planning documents within institutions for higher education in order to disclose how dilemmas emerge through policy implementation. Higher education in Sweden can be divided into three contexts: research, education, and administration. Following Pierre and Painter (2010) these contexts can be conceptualized as welfare services and functions of legality. Of specific interest is the fact that although not all institutions for higher education are governmental agencies, all have to abide by the laws directing their legality functions. In this paper, two governmental policies are studied. First, all institutions for higher education should follow the Language Act (SFS 2009:600), dictating that Swedish is the principal language in Sweden. Also, the Act states that the language of all organizations performing public sector functions should be Swedish. Second, institutions for higher education should strive towards increased internationalization (Prop. 2004/05:162). In effect, this causes a dilemma between Swedish as the principal language and the focus on international actors. The empirical data consists of twenty-two language planning policy documents from Swedish institutions for higher education collected during 2015 and 2016. These are all available such documents to date. The research process was undertaken in two phases. During the first phase, all documents were subject to content analysis through close reading. It was found that the texts strongly coincided with research, education, and administration. The second phase involved a qualitative analysis concerning the preferences for choice of language within these three contexts. This paper draws on dilemma theory (cf. Hampden-Turner 1970, 2009) in order to analyze how institutions for higher education in Sweden face contradictory policy goals. Dilemmas are understood to be two desirable alternatives, that are individually perceived as logical. Together they present organizations with difficulties of achieving both. In this paper, dilemma is studied through the policies underpinning the construction of language planning documents. Following the analysis of the paper, three important topics are found to govern how and when which languages have primacy. First, the context of research contains rationalizations of Swedish as well as English as preferred language(s). Other language(s) are permitted, but are not exclusively identified. Second, the context of education contains rationalizations about the need for both Swedish and other languages depending on the situation. Third, the context of administration reveals how institutions for higher education are firmly grounded as performing governmental organizations. The main conclusion concerns the differing signals inherent in the underpinning governmental policies. The policy implementation of internationalization as well as the Language Act come to chafe against one another, causing dilemmas. It is discussed how such dilemmas result in problems for both internationalization and adherence to the Language Act.

    • This paper concerns (re)emerging discourses concerning political and administrative organization in pre- and post-NPM contexts. The policy analysis presented in this paper draws on a framework understood through dimension of reorganization in terms of market and management, positing the questions of (i) which problems are being identified and (ii) how solutions are being addressed during two different time periods. It is demonstrated how discourses concerning “slow government” and “excessive regulation” (re)emerges as problems, and that the addressed solutions are similar over time. Following this, it is argued that an era of NPM 2.0 emerges, where in political and administrative organization will react to similar problems and cope through similar solutions as has been done before.

    • This paper concerns how managerial discretion is rationalised on an actor level within organisations that are characterised by reforms commonly discussed as New Public Management (NPM). The paper argues that positions of public management in the 21st century places civil servants in a position of increasing levels of demands and expectations from politicians as well as citizens. It is argued that within these contexts, public management needs to find ways of increasing authority in order to cope with such demands. The empirical data presented in this paper consist of a longitudinal study, wherein focus is kept on reforms towards increasing managerial activities within the organisation. The major contributions presented in the paper concerns how an emerging change of (managerial) logics has come to progress ideas of responsive administration in favour over neutrality in the form of (public) administration.

  • Challenging the dichotomy of management and civil service : an institutional analysis of Swedish public management

    • In the wake of public sector reforms, commonly referred to as New Public Management, it has been suggested that actors engaged in public administration are changing the manner in which they understand the public sector. According to these perspectives, public reforms informed by (neo-)liberal policy have caused instances of economification and a proliferation of economy and efficiency as important and dominating norms of contemporary public organisations. In this paper I posit the question of how actors’ engaged in public administration make sense of the turbulent and pivoting reforms within the public sector? The paper is written within an institutional theoretical perspective, where both an agency- and structural perspective is engaged in order to enable a holistic analysis. The empirical material consists of four focus group sessions, in total 25 “managers” discussing issues concerning their positions and tasks associated with being engaged as public administrators within the Swedish central government. It was found that actors rejected the incompatibleness of contemporary public management on the one hand and traditional civil service on the other. Rather, actors enacted compartmentalised, yet interdependent, perspectives wherein the two mentioned roles could be used simultaneously in everyday life. On the one hand an internal perspective was enacted wherein a managerial discourse and managerial techniques were used. On the other hand an external perspective was enacted in order to safeguard citizens’ rights within the modern welfare state. It is concluded that the previously held dichotomy between management and civil service is a fallacious one. Rather than subscribing to faulty theorising surrounding a shift or a blending/merger of administrative roles, researchers of public administration should adhere to the general point made in this paper: actors engaged in public administrators are Managers as well as Civil Servants. This has great implications for the future role of public administration.

    • In this article, we address the issues of calculation and economization within contemporary public organizations. We address issues of how choices of organizing emergency health care have been affected by a production of calculation. More specifically, we pay specific attention to how the use of performance appraisals, in terms of calculations and valuations, has become important components in the construction of pecuniary incentives for individual professionals within healthcare organizations. Drawing on empirical data from 12 in-depth interviews at three different emergency health care sites, the analysis reveals how calculation and accounting as a performative act shapes professional work. This article contributes to the growing literature focusing on accountingization by showing how the calculations enable the meet between accounting and medical profession and demonstrating the performative consequences of accounting on the medical work.

    • 25 years ago, Christopher Hood made a substantial contribution to public administration research in his formulation of the concept New Public Management (NPM). In many ways, his article can be understood as an enabler of research focusing on public sector reforms. To this day, numerous articles and books have been published, discussing the concept itself and the empirical phenomenon. In celebration of this anniversary, this article revisits the current knowledge through a systematic literature review of 299 articles published between 1991 and 2016. This approach enables a meta-analysis of research published in five top-ranked international public administration journals. We identify four important themes as emerging from our review; (i) a reform with a vague intention, (ii) the limping concept, (iii) the one- sided perspective and (iv) NPM as the new norm. An important effect of this is that Hoods framework may have been curtailed, leading to a distorted knowledge-base when it comes to future studies.
