- The relationship between politics and administration in local government organizations has been under discussion for many decades. During these decades the relationship has transformed, for example as an effect of NPM reforms. Also the roles of the actors that work primarily in the zone between politics and administration can be expected to have changed. We focus on the development of a top managerial role in Sweden: the municipal CEO. The main question we answer in this paper is: In what ways has the role of the CEO of Swedish municipalities changed over the past two decades? We have conducted exhaustive surveys of Swedish municipal CEOs every five years starting in 1995 and the latest conducted in 2015. Our results show that the changes are most prominent in terms of background variables. The changes in the role may be summarized as: increasingly managing line relationships, financial issues, organizational processes as well as the development of society – and this together with the mayor.
