    • Purpose: The purpose of this paper is to develop guidance, including tactical levers, for the application of a dynamic purchasing portfolio model (PPM) for defence procurement.Design/methodology/approach: The study uses a workshop and a literature review to identify suitable tactical levers for the application of a dynamic PPM for defence procurement. Based on application rules proposed in previous research (Ekström et al., 2021), the study then formulates guidance for application and validates the methodology in two desktop exercises.Findings: The study identifies tactical levers and proposes guidance for the application of a dynamic PPM for defence procurement.Research limitations/implications: The proposed guidance includes tactical levers, which will enable defence authorities to dynamically reposition in the segmentation model proposed by Ekström et al. (2021) and find an enhanced position to optimise. The presented results build on a study in the Swedish defence context. To determine generalisability, additional studies are required.Originality/value: The paper develops guidance, including tactical levers, for the application of a dynamic PPM for defence procurement, which is original in several aspects. The guidance addresses public procurement, which is a novelty. In contrast to most extant PPMs, the model is dynamic, which enables practitioners to reposition in the model.

    • Performance Based Logistics (PBL) as a support strategy for defence systems has been coined as a paradigmatic change within defence acquisition and maintenance. Originating from the defence industry, the concept has been adopted in many defence organisations. Although studies of its applicability has identified both enablers and barriers for implementation, these studies predominantly are performed in a few large nations. How the concept corresponds with a small state perspective needs to be addressed. Further on, perceived outputs of PBL practices would differ between the acquisition organisation, the supplier of PBL services, and the users of the services. Understanding these differences in perceptions would give valuable knowledge about how to design PBL contracts. Thirdly; assuming that PBL contracts indeed result in improved effectiveness, adapting the involved organisations to a new way of managing logistics should be accompanied by related organisational change processes. The purpose with this study is to contextualise the concept and define barriers and enablers for PBL in a small state perspective (represented by Norway and Sweden), identify different stakeholders’ expectations for output, and explore whether implementing such a concept is perceived as a significantly new way of organising defence supply chains with an accompanying organisational change strategy.

    • Autonomy is expected to cause significant changes to the Maritime Traffic System (MTS). The Vessel Traffic Services (VTS) is a control system in the MTS and will be affected by new interactions caused by autonomy. The paper proposes a proactive approach in discussing the future VTS. The paper renders the historical development of socio-technical systems theory and argues for systemic evaluation of internal and external consequences of changes in the design of the future VTS. A democratic process to involve people from the various levels of the VTS organisation with different competencies is suggested. To evaluate the consequences of change, a systemic internal and external approach is suggested. For discussing internal consequences, a levelled socio-technical systems model is adapted and applied. External consequences are suggested to be discussed by applying design principles of system-of-systems to understand the interplay between VTS and the MTS.

    • I denne studien kartlegger vi hvordan det oppleves å ta liv i kamp. I forlengelse av det drøfter vi hva som skal til for å bli i stand til å drepe i skarpe operasjoner. Studien viser at soldater ikke opplever moralsk stress når de tar liv i situasjoner der de selv er truet. Våre funn peker i retning av at det er naturlig for mennesker å ta liv når situasjonen tilsier at det er helt nødvendig for å overleve samtidig som den sosiale rammen anerkjenner handlingen. Trening som vektlegger at soldater utsettes for sterkt gruppepress og rollemodeller med sterk autoritet, er ikke nødvendig for å sette soldater i stand til å drepe. Våre funn viser at soldater som har tatt liv i situasjoner der de har vært i livsfare, ofte opplever mestring og personlig vekst (PTG) etter hendelsen. I studien referer vi til et kvalitativt forskningsprosjekt der vi har intervjuet 28 soldater.1 Vi referer også til et kvantitativt materiale der 82 soldater deltok. I denne studien drøfter vi våre funn i relasjon til ulike teoretiske modeller som forsøker å svare på vår problemstilling.1Resultater fra denne undersøkelsen vil bli presentert i sin fulle bredde i bokform i 2018.

    • This study aims to contribute knowledge about Swedish preschool managers’ usage of the concept of teaching in preschool. Concept analysis (Koselleck 2004) is carried out, which is supported by the analytical concepts of horizon of expectation and space of experience. The empirical material consists of sound recorded talks and a survey with open questions about teaching in preschool with one follow-up-interview in order to deepen the survey results. The results of the analysis show preschool managers expectations on the staff to starting to use the concept, however, without no radical changes in their practice. Rather, as one manager expressed – it is about to ”gild” the practice. Nevertheless, the study shows that the concept holds a range of tensions, where for example earlier collegial responsibility is challenged by a more divided responsibility. Such tensions enable possible changes in the meaning of the concept as well as changes in preschool practice.
