    • The concluding chapter reviews the EU’s handling of current crises and its search for sustainability and resilience. Beginning with its response to the COVID-19 pandemic and the ensuing public health crisis which threatened to scupper the free movement of goods and people on the internal market, the chapter goes on to examine the EU’s recent actions in the area of the environment, climate change, financial stability, and immigration. The remainder of the chapter focuses on the challenges that the EU needs to overcome in order to achieve resilience, more precisely, through improved coordination of policy initiatives on the European and national levels, continued public support for resilience and sustainability, and a strengthened ability to exercise global leadership and influence, particularly in regard to the global agenda for climate mitigation and sustainable development.

    • This chapter introduces the theme of the book—resilience in the EU. It presents definitions for these concepts and explores what the challenges of societal resilience entail for the EU. It is argued that the transformation to a resilient society requires a balanced approach to competing economic, social and environmental interests, as well as well-functioning, proactive political institutions. The chapter then assesses initiatives to increase resilience in areas such as the environment, financial stability, economic competitiveness, public health, and in the integration of immigrants and intra-European workers. It is argued that although the EU has been marred by continuous crisis which have increased political contention about the road ahead this has also strengthened the EU’s capacity to deal with unexpected events. The EU’s current initiatives, particularly the European Green Deal, are a step in the right direction but their implementation is far from certain given the lack of political consensus.

    • This chapter addresses immigration and integration policies at both the EU and the member state levels. It reviews attempts to achieve a common asylum policy at the EU level, including the Commission’s proposal for a new pact on migration and asylum in September 2020; and it suggests that the failure to achieve such a common policy impels member states to take compensatory measures to control immigration and asylum-seeking. When the Union’s system is unable to handle immigration, a shift from European to national solutions takes place—as became evident in the ‘refugee crisis’ of 2015. This chapter describes the ‘civic turn’ in integration policy which has taken place across European states since the early 2000s—a turn which has involved a stronger connection between integration policy and immigration control. The conclusion is that efforts to control immigration indirectly—e.g., through measures aimed at discouraging or deterring certain categories of migrants from coming—run the risk of jeopardizing the overarching goal of integration policies: i.e., to improve the social and economic integration of migrants.

  • How Can a Banking Union Make the EU More Resilient to Crises?

    • This chapter examines if and how the yet-incomplete European Banking Union can make the EU more resilient to crises. Key experiences from the financial and sovereign debt crises, and the EU’s new bank regulatory framework and the components of the Banking Union, are summarised. An overview of how European banking sectors have developed since the previous crises is also provided. The current regulatory framework is analysed in light of the literature on financial safety nets, focussing on the existing Banking Union components of common supervision and bank resolution as well as the intended but not yet implemented, component of common deposit insurance. It finds that resilience gains from completing the Banking Union are likely to be considerable, but that credibility for the existing components also needs strengthening. The chapter concludes by reviewing the main obstacles to the completion of the Banking Union and discussing prospects for a political breakthrough.

    • Resilience is increasingly described as a prerequisite for a sustainable EU. Against this backdrop, Langlet looks at the potential of EU environmental law, widely construed, to create and maintain conditions for environmental resilience, and thereby support the realization of a sustainable society. He does this by assessing to what extent EU law has some of the characteristics widely considered key to the successful management of social-ecological systems. Among these are the ability to generate knowledge on the state of the environment, formulate relevant management objectives, pursue management at relevant scales, as well as ability to adapt in light of changing conditions and new knowledge. Langlet finds that although EU law has gradually developed the desired characteristics, much remains to be done for example in terms of integrating environmental considerations into other policy areas. The EU also remains highly dependent on the resources and capabilities of individual member states for both know-how and policy measures.

    • The EU has a common labour market. It has developed gradually since the EEC was created, and continued in stages as the EU acquired new Member States. The authors describe the regulation of intra-European labour migration and its effects. They highlight the emergence of the EU’s common labour market and different forms of intra-European labour migration. The chapter deals with how to legally classify labour migration and how this classification affects the terms and conditions of employment for different kinds of migrant workers. The authors look at the scale, composition and direction of migration within the EU and the impact on migrants, the country they travel to and the country they come from. They also look at what impact the pandemic may have on migration within the EU in the shorter and slightly longer term.
