    • In this chapter, I argue that the focus on specific phases in migration and the lives of refugees might limit the understanding of refugees’ struggles in their efforts to integrate. Refugee integration, as a process, is highly individual and thus the beginning of integration might be different for each refugee. To put it simply, refugee integration has multiple beginnings. Hence, to have a more comprehensive view, one needs to look at refugee integration as a flow of chained events that occur at various places and times. Doing so would not only provide a more comprehensive understanding of the organising practices refugees go through, but it would also illuminate certain power struggles and vulnerabilities that refugees face when trying to settle in a new country. Most importantly, providing a different understanding of the beginning of refugee integration could have implications for practice and policy, and contribute to a construction of more humane and sustainable refugee integration practices.

    • In this chapter, we report a study of housing corporations and their roles in vulnerable neighbourhoods in the Swedish city of Gothenburg. Housing corporations are afforded much power in the context of the integration of immigrants into Swedish society through the tool of housing and through various projects aimed at supporting the tenants. We are interested in how the housing corporations’ attempts to support the integration of immigrants unfold in practice and how these efforts relate to other activities. The study, which is based on interviews with employees at housing corporations, both private and municipal, illustrates that the housing corporations in vulnerable neighbourhoods have a crucial role in the integration process, as for many new arrivals, they are one of the first and most important points of contact with Swedish society. However, as the target group for the housing corporations consists of all tenants, the actions become intertwined with other issues. Yet there seems to be an understanding that they need to manage the relations with the tenants carefully, mainly through listening, communicating, and the creation of common interests.

    • This collection assembles studies that draw on a variety of approaches to the timely subject of immigrants’ integration into labour markets and societies. Its aim is to make a contribution to migration and integration research in general and management and organisation studies in particular. The authors include both conceptual reasoning and their own fieldwork to address the issues related to the processes of organising integration in practice, and their consequences—for immigrants and for organisers. The contributors are both experienced and younger scholars from various fields of social sciences. In their texts, they play with well-known concepts and ideas, but also introduce new ideas and metaphors, connecting migration and integration phenomena to the trials and tribulations of contemporary organising. Many different voices are heard in the stories told—voices of refugees, immigrants, public officials, private entrepreneurs, managers, and volunteers. Yet they all focus on processes, not on structures; on organising rather than on organisations—because integration may take place within as well as outside formal organisations.

Therefore, researchers studying migration and integration issues must focus their studies on processes, and on their intended and unintended consequences.

    • The topic of this chapter is the practice known as Employment Promoting Procurement (EPP), which is increasingly being used by Swedish municipalities in their work to support the labour market integration of immigrants, and to which high expectations are attached. In the chapter, we critically explore translations of the EPP and discuss the conditions for these to promote labour market integration—for immigrants among other unemployed. Taking our starting point in a study of the development of “Social Considerations in Procurement” in Gothenburg, we show how, through various steps, the EPP was translated from idea to feasible practice, while each step involved trade-offs that affected the opportunities of different groups (e.g. immigrants) to benefit from the model. In the chapter, we raise and discuss themes such as the implications of the model leading to monitoring of requirement setting, rather than evaluation of results for the target group; formalisation versus transformation of local models; what social considerations do municipalities want to take, and how does procurement limit or enable them?

    • How do public organisations cope with integration tasks in times of crisis? Known examples reveal at least two coordination mechanisms. One is that organisations go beyond their formal area of responsibility. After all, a crisis situation is by definition so uncertain and changing that no authority can follow their own routines and norms of conduct. The second coordination mechanism is to show determination and moral stance from the top. A moral leadership from the top promotes responsible collective action. Importantly, they need to bridge understandings in efforts to achieve integration to the extent desired by individuals as it has proven to be impossible to “integrate” groups or classes.

    • The key focus of our analysis in this chapter is on three different perspectives of immigrants’ accommodation to host society that are, based on our literature review, most commonly debated and used: assimilation, integration and inclusion. Our analysis is aimed at better understanding the meanings underlying different ways of conceptualizing immigrants’ accommodation, and how these meanings have varied over time, as well as examining their implications for the social accommodation of immigrants. In order to explore how and with what consequences these three concepts from the societal level of analysis might manifest themselves concretely within organisational-level practices, we draw on a fictional vignette that illustrates what these conceptualizations might mean in concrete terms for organising and for immigrant integration into the labour force. We describe the kinds of organisational practices associated with each, and point out how persistent power differentials almost inevitably influence the degree to which organisations are able to achieve the ideal of more inclusive practices.
