  • Enabling employment? : Drivers and outcomes of active labour market policies in comparative perspective

    • This thesis includes three empirical studies that analyse driving forces and outcomes of active labour market policies (ALMP) in comparative perspective. Whereas previous comparative research has largely relied on broad conceptualisations of ALMP, often considering policies such as public employment services and training programs as one single type of intervention, the studies in this thesis instead analyse more fine-grained categories and classifications of ALMP. By doing so, the studies contribute with nuance to the discussion of what has shaped labour market policies, and how these influence labour market outcomes.Study I: This study focuses on determinants of spending on public employment services (PES). Contrary to common assumptions, which state that PES is largely determined by structural factors, the main hypothesis is that partisan politics is a relevant predictor of PES spending. The analysis includes 17 welfare states between 1985 and 2011. The results indicate that partisan politics and electoral competition are related to the development of PES spending, but that the turn to activation in many welfare states in the late 1990s reduced the salience of partisan politics.Study II: This study analyses whether different types of active labour market policies are related to reduced unemployment, and especially if there is evidence for interdependencies between policies. The study distinguishes between public employment services (PES), training, and job creation programs. PES is singled out as a crucial factor that mediates the effects of other labour market policies, both active and passive. The study examines 19 welfare states between 1985 and 2012 and the results indicate that training programs reduce unemployment in the short run, whereas long-term effects are less apparent for all policy types. Increased investment in PES is found to strengthen the impact of training and job creation programs.Study III: This study examines the link between active labour market policies and transitions to employment from unemployment and inactivity across the European Union between 2003 and 2013. The study distinguishes between three types of interventions: core programs, directed towards the registered unemployed; peripheral programs, targeting the inactive part of the working age population; and mixed programs, targeting both groups. The results indicate that ALMP have beneficial effects on employment transitions among both the unemployed and the inactive, but that effects differ depending on the type of intervention. Unemployed seem to benefit from increased efforts on ALMP regardless of the type of intervention, whereas the inactive seem to have increased chances to transition into employment if programs target both groups, but not if interventions solely target the inactive.

  • Borders and Barriers : Studies on Migration and Integration in the Nordic and Mexico-U.S. Settings

    • International migration engages large numbers of people. Men, women and children break up from their homes and move to another country temporarily or permanently. Depending on the country of origin and the destination, this comes with varying degrees of uncertainties about where to settle, how much to invest in building a new life abroad and how to retain ties to the country of origin. In recent years, policies have become increasingly salient for migrants’ experiences. They impact entry possibilities and the ease of travelling back home. Increased policing of migrants can interfere in the building of a new life abroad and contribute to stress and apprehension felt among both migrants and their children. To some extent counteracting this, family and friends may provide newly arrived migrants with information on job opportunities and facilitate the transition into the new country.This dissertation analyses the links between migration and integration patterns and migrants’ ties to the home and destination country. It does this in two ultimately distinct settings when it comes to the borders and barriers that migrants face: the Nordic and Mexico-U.S. settings. Until recently, Swedish migration policy was among the most welcoming to migrants from different parts of the world. Migration within the Nordic countries, in particular, is characterised by open borders. By contrast, Mexico and the U.S. are separated by an increasingly militarised border and internal policing of migrants has risen dramatically. Consequently, these settings provide contrasting and interesting examples of the relationship between the policy context and migrants’ experiences.Study 1 shows that many moves are temporary and short term in the Nordic setting of free mobility. Still, the threshold to the first move is notably higher than for subsequent moves. Study 2 reveals that rising deportations of Mexican migrants in the U.S. are associated with a shift from savings brought home to the sending of remittances. Afraid of a sudden arrest or deportation, migrants maintain transnational ties by sending remittances back to Mexico rather than carrying savings across the border. Study 3 investigates the different roles that social contacts play for male and female migrants’ integration into the Swedish labour market. Whereas friends provide men with benefits in the labour market, women’s job search is often constrained by factors linked to having family in Sweden. Study 4 shows that the implementation of local level immigration enforcement in the U.S. has a negative impact on district level average educational achievement among Hispanic students. This indicates that integration and resulting ethnic achievement gaps are shaped by increased policing and surveillance of migrants.This dissertation reveals a series of complex relationships between migration, integration and policies. Family and kin influence migration decisions also when barriers to movement are low. In the new country, kin can assist migrants’ job search or slow it down when newly arrived migrants are expected to care for them. Policing of migrants makes it more difficult to return and may affect migrants’ abilities to invest in building a new life, as indicated by negative effects for educational outcomes among groups targeted by immigration enforcement. Taken together, these factors shape the experiences and life chances of both migrants and their children in the new country.

  • Happy hour? Studies on well-being and time spent on paid and unpaid work

    • The present thesis focuses on causes and consequences of paid working hours and housework hours among women and men in Sweden and Europe. It consists of four studies. Study I investigates changes in the division of housework in Swedish couples when they become parents. The study shows that women adjust their housework hours to the number and age of children in the household, whereas men do not. Longer parental leave periods among fathers have the potential to counteract this change towards a more traditional division of housework. Study II explores the associations between psychological distress and paid working hours, housework hours and total role time in Sweden. The results suggest that women’s psychological distress decreases with increasing paid working hours and housework hours, but that a long total role time is associated with high levels of distress. The gender difference in time spent on housework accounts for 40 per cent of the gender difference in psychological distress. Study III asks whether hours spent on paid work and housework account for the European gender difference in well-being, and whether the associations between well-being and hours of paid work and housework is influenced by gender attitudes and social comparison. The results indicate that gender differences in time spent on paid work and housework account for a third of the gender difference in well-being. Gender attitudes and social comparison do not to any great extent influence the associations between well-being and paid work and housework, respectively. Study IV examines possible differences between European family policy models in the associations between well-being and hours of paid work and housework. Some model differences are found, and they are accounted for by experiences of work-family conflict among men, but not among women. For both women and men, work-family conflict appears to suppress positive aspects of paid working hours.

    • This thesis contains four different studies on the dynamics of gender in households and workplaces. The relationship between family life and work life is in focus, particularly in the paper on labour market outcomes after divorce.In the introductory chapter, the Swedish context is briefly described. The description focuses on gender differences in the labour market and in the home. Theories concerning the division of work in the household are discussed, as are two theories on labour market discrimination, viz. taste discrimination and statistical discrimination. The theory part is concluded with a discussion of social closure processes and gendered organizational structures.The Reproduction of Gender. Housework and Attitudes Towards Gender Equality in the Home Among Swedish Boys and Girls. The housework boys and girls age 10 to 18 do, and their attitudes towards gender equality in the home are studied. One aim is to see whether the work children do is gendered and if so, whether they follow their parents’, often gendered, pattern in housework. A second aim is to see whether parents’ division of work is related to the children’s attitude towards gender equality in the home. The data used are taken from the Swedish Child Level of Living Survey (Child-LNU) 2000. Results indicate that girls and boys in two-parent families are more prone to engage in gender-atypical work the more their parent of the same sex engages in this kind of work. The fact that girls still do more housework than boys indicates that housework is gendered work also among children. No relation between parents’ division of work and the child’s attitude towards gender equality in the home was found. Dependence within Families and the Household Division of Labor – A Comparison between Sweden and the United States. This paper assesses the relative explanatory value of the resource-bargaining perspective and the doing-gender approach in analysing the division of housework in the United States and Sweden from the mid-1970s to 2000. Data from the Swedish Level of Living Survey (LNU) and the Panel Study of Income Dynamics (PSID) were used. Overall results indicate that housework is truly gendered work in both countries during the entire period. Even so, the results also indicate that gender deviance neutralization is more pronounced in the United States than in Sweden. Unlike Swedish women, American women seem to increase their time spent in housework when their husbands are to some extent economically dependent on them, as if to neutralize the presumed gender deviance.Divorce and Labour Market Outcomes. Do Women Suffer or Gain? In this paper, the interconnected nature of work and family is studied by looking at labour market outcomes after divorce. The data used are retrospective work and family histories collected in LNU 1991. A hazard regression model with competing risks reveals that women’s chances of improving their occupational prestige appear to be better after divorce compared to before. Increased working hours and perhaps also increased energy invested in the job may pay off in better occupational opportunities. Worth noting, however, is that the outcome among women with a less firm labour market attachment is more often to a job of lower prestige than one of higher prestige. Hence, the labour market outcome for women after divorce is to some extent conditioned by their labour market attachment at the time of divorce. Men, on the other hand, in most cases seem to suffer occupationally from divorce. For separated men the risk of negative changes in occupational prestige is greater than for cohabiting men.Formal On-the-job Training. A Gender-Typed Experience and Wage- Related Advantage? Formal on-the-job training (FOJT) can have a positive impact on wages and on promotion opportunities. According to theory and earlier research, a two-step model of gender inequality in FOJT is predicted: First, women are less likely than men to take part in FOJT and, second, once women do get the more remunerative training, they are not rewarded for their new skills to the same extent as men are. Pooled cross-sectional data from the Swedish Survey of Living Conditions (ULF) in the mid-nineties were used. Results show that women are significantly less likely than men to take part in FOJT. Among those who do receive training, women are more likely to take part in industry-specific training, whereas men are more likely to participate in general training and training that increases promotion opportunities. The two latter forms of training significantly raise a man’s annual earnings but not a woman’s. Hence, the theoretical model is supported and it is argued that this gender inequality is partly due to employers’ discriminatory practices.
