  • Private adaptation to climate risks : Evidence from the world’s largest mining companies

    • Private companies have in recent years started to disclose information about their exposure and responses to climate risks. However, we still know little about how and why private actors engage in climate change adaptation, and to what extent they do so in ways that improve societal resilience. This article addresses these questions. It conceptualizes private adaptation as consisting of institutional, infrastructural and community-oriented responses to climate risks. It develops a political-economic framework about the drivers of private adaptation, where private adaptation is expected to be shaped by pressures exerted by governments, investors, and civil society actors. Empirically, the framework is explored by using an original dataset on the adaptation responses of the 37 largest mining companies worldwide. We select the mining sector as mineral extraction plays a critical role in the low-carbon transition, and can, at the same time, exacerbate climate vulnerability in extracting sites. The descriptive findings suggest that the majority of the investigated companies have set up procedures to assess climate impacts on business operations, integrated climate risks in water governance, and adapted their infrastructure. The explanatory results indicate that private adaptation is mainly driven by investor pressures, and not domestic regulations and civil society. By implication, companies rarely engage in community-oriented adaptation responses by cooperating with local communities in ways that would benefit these communities. Taken together, our findings help to better understand the limitations of private adaptation and barriers to achieve transformative change, and identify how private adaptation could help improve societal resilience.

    • Indigenous people have participated in United Nations climate change conferences for over 30 years under informal conditions. Their formal opportunity to voice concerns and share traditional knowledge emerged  when the Local Communities and Indigenous Peoples Platform became operational in 2018 under the United Nations Framework Convention on Climate Change. Despite the growing and formalised participation of Indigenous people, their demands and demonstrations for justice suggest they tend not to perceive global adaptation governance institutions as legitimate. Low or no perceived legitimacy could hinder cooperation between Indigenous people and global adaptation governance institutions, thereby potentially undermining effective and fair climate adaptation. Such societal implications underscore the need to deepen our understanding of the drivers shaping Indigenous people's legitimacy perceptions of United Nations climate governance institutions, since solid knowledge on this topic is limited. Hence, this thesis develops a theory of justice beliefs as drivers of legitimacy perceptions, drawing on and advancing studies of global adaptation governance, sociological legitimacy, and (Indigenous) environmental justice. Employing a mixed-methods approach, this thesis combines quantitative and qualitative methods to provide both general and in-depth insights. Its primary contribution is to advance the theoretical and empirical understanding of recognitional, procedural, distributive and transitional justice factors as perceived legitimacy drivers. Moreover, the analysis offers preliminary findings on the role of participation in shaping legitimacy perceptions. The thesis discusses implications for the study and practice of global adaptation governance in particular and for Indigenous studies in International Relations more broadly.

  • MTH1 inhibition eradicates cancer by preventing sanitation of the dNTP pool

    • Cancers have dysfunctional redox regulation resulting in reactive oxygen species production, damaging both DNA and free dNTPs. The MTH1 protein sanitizes oxidized dNTP pools to prevent incorporation of damaged bases during DNA replication. Although MTH1 is non-essential in normal cells, we show that cancer cells require MTH1 activity to avoid incorporation of oxidized dNTPs, resulting in DNA damage and cell death. We validate MTH1 as an anticancer target in vivo and describe small molecules TH287 and TH588 as first-in-class nudix hydrolase family inhibitors that potently and selectively engage and inhibit the MTH1 protein in cells. Protein co-crystal structures demonstrate that the inhibitors bindin the active site of MTH1. The inhibitors cause incorporation of oxidized dNTPs in cancer cells, leading to DNA damage, cytotoxicity and therapeutic responses in patient-derived mouse xenografts. This study exemplifies the non-oncogene addiction concept for anticancer treatment and validates MTH1 as being cancer phenotypic lethal.

  • Beyond Conflict and Conciliation : The Implications of different forms of Corporate-Community Relations in the Peruvian Mining Industry

    • In Peru, the rapid expansion of extractive activities has led to increased mobilization by peasant communities. In remote rural areas, the mediating efforts of the state between communities and corporations are often weak, and corporations have played an important role in dealing with communities’ demands and protests through different strategies. These processes are illustrative of a broader trend in which private corporations engage in governance processes by assuming state-like functions in relation to citizens. This study investigates how communities’ mobilization and scope of influence is affected by their interactions with corporations. Based on interviews and written primary sources, the study provides a detailed empirical account of the multifaceted relations and negotiations between corporations and communities in the context of two macro-economically significant Peruvian mining projects – Rio Blanco and Las Bambas. In this way, the study contributes to the empirical and theoretical debates on the political role of corporations and the implications for social movements and democratic influence.The study shows that the presence of private corporations alters the conditions for mobilization by creating opportunities as well as constraints, with significant impact on mobilization structures and framing of demands. However, communities relate to those opportunities and constraints differently, depending on how state-society relations and other forms of private dynamics have played out historically at the subnational level.

  • Foreign corporate accountability : The contested institutionalization of mandatory due diligence in France and Germany

    • In the recent past, European states have adopted mandatory due diligence (MDD) laws for holding companies accountable for the environmental and human rights impacts of their supply chains. The institutionalization of the international due diligence norm into domestic legislation has, however, been highly contested. Our contribution analyzes the discursive struggles about the meaning of due diligence that have accompanied the institutionalization of MDD in Germany and France. Based on document analysis and legal analysis of laws and law proposals, we identify a state-centric, a market-based, and a polycentric-governance discourse. These discourses are based on fundamentally different understandings of how the United Nations Guiding Principles on Business and Human Rights should be translated into hard law. By outlining these discourses and comparing the related policy preferences, we contribute with a better understanding of different ways in which MDD is institutionalized, with important consequences for the possibilities to enhance corporate accountability in global supply chains.

    • There has been an unprecedented inclusion of Indigenous peoples in environmental governance instruments like free, prior, and informed consent; reducing emissions from deforestation and forest degradation (REDD+) projects; climate adaptation initiatives; and environmental impact assessment. We draw on theories of participatory governance to show how locally implemented processes have been shaped by their interactions with invited, closed, and indigenous-led spaces at multiple scales. Empirically, our article is based on field research in Latin America, semistructured interviews, and a systematic literature review. We find four main barriers that have (re-)produced environmental injustices in environmental governance: first, a lack of influence over the institutional design of governance instruments; second, the exclusion of Indigenous peoples in the domestication of global instruments; third, policy incoherencies constraining the scope for decision-making; and fourth, weak cross-scale linkages between Indigenous-led spaces. This article helps to elucidate constraints of participatory spaces and identify leeway for transformation toward environmental justice.

    • This book explores how different corporate governance strategies affect community mobilization and the scope for influence when an area’s population is faced with the arrival of the extraction industry. Drawing on ethnographic research into Peruvian mining localities, the author analyses a series of relationships which are characterized by confrontations, clientelism, demobilization and strategic collaboration. By presenting a detailed account of micro practices and showing how these processes are interpreted by different groups, Gustafsson offers a refined understanding of the multiple layers and informal workings of power between transnational corporations and local communities.
