    • Professionalization is a growing trend in both military and intelligence organizations. However, unlike the traditional professions, both military decision-makers and intelligence analysts frequently find themselves locked in a struggle with an intelligent antagonist. One key aspect of professionalization, the teaching of structured, scientifically based knowledge and best practices, can lead to predictability. This creates a vulnerability that can be exploited by an antagonist. Using theories formulated by Clausewitz and Sun Tzu, together with examples from Napoleon’s campaign in Northern Italy and the KGB’s deception operation to conceal a mole in the CIA, it is shown how personal qualities, creativity and unpredictability rather than conformity are required to prevail against an intelligent, well-informed and capable antagonist. Thus, both the military decision-maker and the intelligence analyst have more in common with the chess player than the traditional professional.

    • Some of the most important challenges in teaching Intelligence Analysis in anacademic context are to make the students reflect on their own biases and toconvey how group dynamics shape the analytical process. Only by learningthis can they understand the ease with which an individual or group slips intofamiliar patterns of thinking and thus fails to identify new, unexpecteddevelopments. According to the late Central Intelligence Agency specialist inthis area, Richards J. Heuer Jr., these psychological factors can be a seriousimpediment to accurate analyses.1 In addition, in order to be adequatelyprepared for the prevalence of contemporary information warfare, studentsneed to familiarize themselves with deception and improve their ability todetect it in order to avoid being misled. Since bias and group dynamics aretwo of the most important components exploited in deception operations, thetwo issues are connected. Including both the psychological factors and themechanisms of deception in the same exercises arguably facilitates teachingand makes it easier for the students to grasp these concepts.2

    • Investigations into intelligence failures are frequently conducted by multiple parties in parallel, and in several important cases, their conclusions have been controversial. In addition, investigations into minor incidents, such as mishandling of sensitive information or equipment, tradecraft errors, or similar events where no major consequences have been detected, tend to be handled internally by the concerned agency, or through limited interagency cooperation. This can lead to missed opportunities to prevent them from developing into major failures. These issues are compared to the investigative procedures employed in the aviation safety sector, where an independent body is responsible for investigating both major failures and minor incidents, with a view specifically to develop proactive measures to prevent repetition.The conclusion presented is that the Intelligence Community could benefit from studying how aviation safety investigations are handled, in order to be more effective in addressing minor incidents at an early stage, and to avoid controversies in investigations of major events.

  • Innovators, Copycats, or Pragmatists? Soviet Industrial Espionage and Innovation in the Military Aerospace Sector during the Cold War

    • The article presents a theoretical framework for analyzing domestic innovative capability in relation to industrial espionage, drawing on material from the Soviet military aerospace sector, 1946–1990. It employs a structured comparative case study of six Soviet aircraft systems, which are compared to their closest Western equivalent. Three ideal types are used to categorize each case: copycat (mostly copying, virtually no innovation), innovator (mostly innovation, virtually no copying), and pragmatist (copying of specific parts or subsystems). The study concludes that only one of the studied aircraft is a copy, while three are innovative. The remaining two are categorized as pragmatic designs, where some parts may have been copied. This indicates that Central Intelligence Agency estimates of Soviet technological capability seem to have been mostly correct, while some in academia and at the policy level during the Cold War clearly underestimated the Soviets. The general conclusion is that large-scale industrial espionage should not automatically be seen as an indicator of a lack of domestic innovative capability.

    • Enligt flera definitioner av det något lösa samtida begreppet ”hybridkrigföring”, i betydelsen primärt mellanstatliga konflikter av den typ som utspelade sig på Krim 2014 och i östra Ukraina sedan 2015, är underrättelsekomponenten en central resurs för den angripande parten. Detta öppnar upp en ny roll för kontraspionaget, som utöver sina traditionella uppgifter nu också måste ha beredskap att bemöta hybridkrigföring, i synnerhet i inledningsfaserna av en konflikt. Utifrån en fallstudie av det misslyckade kuppförsöket i Montenegro 2016 presenteras fyra olika slutsatser: att initiativet till liknande operationer kan komma från personer utanför angriparens ordinarie statsapparat; att tiden från det att nyckelpersoner rekryterats lokalt till operationens genomförande kan vara mycket kort; att det angripna landets säkerhetstjänst kan behöva prioritera prevention över bevissäkring; samt att den lokala säkerhetstjänstens organisationskultur eventuellt kan utgöra en försvårande faktor i bemötandet av denna typ av hot.
