    • This chapter traces how national teacher education policy discourse in Denmark and Sweden is being transformed by opaque, albeit often inclusive, processes in transnational policy forums, such as the Bologna Process, OECD, and EU. This is facilitated by "soft law" surrounding the imagined needs of modern nations, if they are to succeed in "an increasingly competitive global race among knowledge economies." In the case of Bologna Process, the transformative effects are often rather direct. More often, however, effects touch upon national educational agendas in indirect ways, in terms of an emergin, overarching logic and governance technologies like comparisions, stocktaking, standards, performance indicators, benchmarking, and best practice. These transnational templates make national teacher education programs comparable. They are fueled by mutual peer pressure among competing nations. Consequently, Danish teacher education discource has emerged from a distinctly national vocational seminary (teacher training) tradition, into a modernized university college discource that increasingly fits the transnational templates of comparability, albeit at a slower pace than her Swedish neighbor. It is often difficult to notice the pervasive impact of transnational policy, as reforms of culturally sensitive school and teacher education areas are often discursively reinscribed in heated national debates. The EU and OECD are not popular figures to pull out in public political debates, in either Denmark or Sweden. The Bologna Process is largely unknown to the broader public. Theoretically, this chapter draws on post-Foucauldian governmentality studies. Empirically, it draws on discource analysis of European (EU), Danish and Swedish national documents, and literature on policy reform.

    • Set fra et epistemologisk perspektiv omstruktureres medicin, social velfærd og uddannelse af evidensdiskursen, om end dette sker på forskellig vis. Vilkårene for folkesundhedsarbejde er følgelig under forandring. Inden for medicin er evidensdiskursen i høj grad vokset op internt i professionen. Med inspiration herfra overføres den af toneangivende politiske og administrative interessenter til social velfærd og uddannelse som krav oppefra. Denne policy-drevne spredning af evidensdiskursen skyldes i høj grad, at statslig befolkningspolitik og hermed folkesundhed er blevet del af en såkaldt global vidensøkonomi. Forskningsmæssig viden og mulige interventioner, som politikere og administratorer skal prioritere begrænsede skatteressourcer ud fra, stiger eksplosivt. Derfor stiger efterspørgslen efter instrumenter, der gør det muligt at foretage valg om, 'hvad der virker'. Og her synes evidensdiskursen på forførende vis at levere svaret. Denne udvikling synes at true mange professionsgrupper og deres særlige vidensformer. I kapitlet opfordres professionelle og andre derfor til at udfordre mulighederne i evidensdiskursen. Denne ingenlunde lette opgave foreslås påbegyndt ved at tage evidens til sig som en flydende betegner, der potentielt også dækker professionel og anden viden om, hvad der måtte virke i arbejdet med folkesundhed. En skelnen mellem eksterne og interne evidensformer foreslås for at synliggøre den kulturkamp, som kampen om evidensen og kriterierne for ‘hvad der virker' repræsenterer.

    • Within an overall policy script aimed at creating fewer "world-class" institutions, Danish universities are currently being remade to better serve the world of work and employment, the demands of high-technology industry, and the needs of society, which are increasingly described and defined in terms of appeals to "relevance to the economy/working life," "value" and "efficiency." This partially replaces what is identified as a "democracy" discourse appealing to notions of "participation," "relevance for the people/"society" and so forth. Drawing on Foucauldian discourse analysis, the article explores the implications of these policy shifts in terms of the ways that academic workers negotiate competing discourses about the "university." Here, a number of "closures" are identified that suggest limits to how actors can think and operate within the new policy environment as it is being embedded within various gradually changing university contexts. However, the complexity of the reform creates a range of new "openings" in which alternative, often contradictory, identities are being legitimated. The complex interplay of openings and closures suggests that we resist simplistic understandings of contemporary universities as the victims of imposed policy violence.
