    • This chapter relies on a case study featuring the business network around Stella, an Italian home textile manufacturer, to illustrate the challenging issue of engaging other firms into complex “Network Process Re-engineering” (NPR) projects. While the strict technological dimension of selecting, developing, and implementing ICT solutions is certainly very important and poses several challenges to this type of projects, this chapter focuses on other types of challenges, namely those pertaining to the nature and quality of relationships between the actors taking part in a NPR project. We stress the importance of the connection between the specific inter-organizational activities that need to be redesigned and coordinated in better ways, on the one hand, and the bonds existing among the actors, on the other hand. We suggest that very advanced and complex coordination tasks, entailing sensitive communication patterns, can be tackled only if supported by strong, integrative relationships characterized by high trust and commitment between the involved parties. We conclude by discussing how the pivotal firms or the “strategic centers” of a network can support and facilitate complex change projects like NPR by carefully combining different strategies, whereby they both exert coercive power and make concessions to their counterparts in the network.

    • This article analyses the phenomenon of the digitalisation of buyer–seller relationships. We discuss and systematise the challenges of constructing an IT infrastructure capable of sustaining the inter-firm interactions necessary in a business network. In particular, we deal with two relevant main questions (1) how are IT tools constructed and introduced into business networks to sustain relationships and (2) what type of challenges emerge during such attempts to construct and introduce IT. Relying on the case of an IT project for the “Stella” network (an Italian home-textile network), we highlight the challenges related to resource heterogeneity and process complexity. Furthermore, we analyse the relevance of such issues as inter-firm trust, power and dependence in similar IT projects. Particular emphasis is then given to the possibility of the IT system representing not only the formal, but also the informal interactions among firms, and consequently, to the intrinsic limits to codifying relationships into rigid models. Even if the purpose of this paper is not to suggest generalised solutions to the above challenges, we describe how each of them was faced by the project team in the “Stella” network and we propose an indicative list of managerial implications relevant for all IT projects that stretch to whole business networks.

    • Rationale, Aims, and Objectives: Pharmaceutical care involves patient-centred pharmacist activity to improve medicines management by patients. The implementation of this service in a comprehensive manner, however, requires considerable organisation and effort, and indeed, it is often not fully implemented in care settings. The main objective was to assess how pharmaceutical care provision within community pharmacy has evolved over time in Europe. Method: A cross-sectional questionnaire-based survey of community pharmacies, using a modified version of the Behavioural Pharmaceutical Care Scale (BPCS) was conducted in late 2012/early 2013 within 16 European countries and compared with an earlier assessment conducted in 2006. Results: The provision of comprehensive pharmaceutical care has slightly improved in all European countries that participated in both editions of this survey (n=8) with progress being made particularly in Denmark and Switzerland. Moreover, there was a wider country uptake, indicating spread of the concept. However, due to a number of limitations, the results should be interpreted with caution. Using combined data from participating countries, the provision of pharmaceutical care was positively correlated with the participation of the community pharmacists in patient-centred activities, routine use of pharmacy software with access to clinical data, participation in multidisciplinary team meetings, and having specialized education. Conclusions: The present study demonstrated a slight evolution in self-reported provision of pharmaceutical care by community pharmacists across Europe, as measured by the BPCS. The slow progress suggests a range of barriers, which are preventing pharmacists moving beyond traditional roles. Support from professional bodies and more patient-centred community pharmacy contracts, including remuneration for pharmaceutical care services, are likely to be required if quicker progress is to be made in the future.

    • This paper discusses the relationship between car manufacturers and dealers, focusing especially on power and trust as alternative but complementary relationship governance mechanisms. Previous research has identified casual-nexuses between relationship constructs showing that power and trust coexist as drivers of automaker-dealer relationships, leading respectively to compliant as opposed to collaborative behaviors of the dealer. Automakers can for instance boost dealer’s collaboration starting from a non-coercive approach that also induces affective commitment by the dealer. Moreover, even if power asymmetry in favor of carmakers and stable end markets could previously justify standardized approaches to handling all dealers, now markets are more unstable and there is a stronger dealer-supplier interdependence that influences the perception and the decisions of both parties. Therefore, while carmakers have traditionally followed a dealer strategy based on standardized relationships, in this article we stress the importance of a customized relationship approach. In order to achieve this goal, the paper starts from empirical research results derived from 245 interviews with Italian car dealers and shows the existence of three different clusters of dealers, depending on their collaborative attitude in the relationship with carmakers. The paper then defines the trajectories for improving the three types of relationships based on a portfolio approach and on the application of adequate combinations of competition/power and cooperation/trust in each relationship. Finally, we discuss how unilateral and bilateral communication styles enable the implementation of this sort of customized relationship management strategy.

  • COMPASS – Comparative Analysis of Territorial Governance and Spatial Planning Systems in Europe : Applied Research 2016-2018: Final Report

    • The objective of the COMPASS project was to provide an authoritative comparative report on changes in territorial governance and spatial planning systems in Europe from 2000 to 2016. This Final Report presents the main findings, conclusions and policy recommendations. The COMPASS project compares territorial governance and spatial planning in 32 European countries (the 28 EU member states plus four ESPON partner countries). COMPASS differs from previous studies in that the accent is not on a snapshot comparison of national systems, but on identifying trends in reforms from 2000 to 2016. It also seeks to give reasons for these changes with particular reference to EU directives and policies, and to identify good practices for the cross-fertilisation of spatial development policies with EU Cohesion Policy. The research is based on expert knowledge with reference wherever possible to authoritative sources. Experts with in-depth experience of each national system were appointed to contribute to the study. The research design involved primarily collection of data from the 32 countries through questionnaires and five in-depth case studies of the interaction of EU Cohesion Policy and other sectoral policies with spatial planning and territorial governance.
