    • We conducted optical polarimetry and near-infrared spectroscopy of Japan Aerospace Exploration Agency (JAXA)'s Hayabusa2# mission target, (98943) 2001 CC21, in early 2023. Our new observations indicate that this asteroid has a polarimetric inversion angle of ∼20°, absorption bands around 0.9 and 1.9 μm, and a geometric albedo of 0.23 ± 0.04. All these features are consistent with those of S types but inconsistent with L types. Based on this evidence, we conclude that JAXA's Hayabusa2# spacecraft will explore an S-type asteroid (more specifically, an L or LL chondrite-like object) with albedo and size (0.44-0.53 km when we assume the absolute magnitude of 18.8) similar to (25143) Itokawa.

    • The investigation of asteroids near the Sun is important for understanding the final evolutionary stage of primitive Solar system objects. A near-Sun asteroid (NSA), (155140) 2005 UD, has orbital elements similar to those of (3200) Phaethon (the target asteroid for the JAXA’s DESTINY+ mission). We conducted photometric and polarimetric observations of 2005 UD and found that this asteroid exhibits a polarization phase curve similar to that of Phaethon over a wide range of observed solar phase angles (α = 20–105°) but different from those of (101955) Bennu and (162173) Ryugu (asteroids composed of hydrated carbonaceous materials). At a low phase angle (α ≲ 30°), the polarimetric properties of these NSAs (2005 UD and Phaethon) are consistent with anhydrous carbonaceous chondrites, while the properties of Bennu are consistent with hydrous carbonaceous chondrites. We derived the geometric albedo, pV ∼ 0.1 (in the range of 0.088–0.109); mean V-band absolute magnitude, HV = 17.54 ± 0.02; synodic rotational period, Trot=5.2388±0.0022h (the two-peaked solution is assumed); and effective mean diameter, Deff=1.32±0.06km⁠. At large phase angles (α ≳ 80°), the polarization phase curve are likely explained by the dominance of large grains and the paucity of small micron-sized grains. We conclude that the polarimetric similarity of these NSAs can be attributed to the intense solar heating of carbonaceous materials around their perihelia, where large anhydrous particles with small porosity could be produced by sintering.

  • Narratives in REDD plus benefit sharing : examining evidence within and beyond the forest sector

    • REDD+ was designed globally as a results-based instrument to incentivize emissions reduction from deforestation and forest degradation. Over 50 countries have developed strategies for REDD+, implemented pilot activities and/or set up forest monitoring and reporting structures, safeguard systems and benefit sharing mechanisms (BSMs), offering lessons on how particular ideas guide policy design. The implementation of REDD+ at national, sub-national and local levels required payments to filter through multiple governance structures and priorities. REDD+ was variously interpreted by different actors in different contexts to create legitimacy for certain policy agendas. Using an adapted 3E (effectiveness, efficiency, equity and legitimacy) lens, we examine four common narratives underlying REDD+ BSMs: (1) that results-based payment (RBP) is an effective and transparent approach to reducing deforestation and forest degradation; (2) that emphasis on co-benefits risks diluting carbon outcomes; (3) that directing REDD+ benefits predominantly to poor smallholders, forest communities and marginalized groups helps address equity; and (4) that social equity and gender concerns can be addressed by well-designed safeguards. This paper presents a structured examination of eleven BSMs from within and beyond the forest sector and analyses the evidence to variably support and challenge these narratives and their underlying assumptions to provide lessons for REDD+ BSM design. Our findings suggest that contextualizing the design of BSMs, and a reflexive approach to examining the underlying narratives justifying particular design features, is critical for achieving effectiveness, equity and legitimacy. Key policy insights A results-based payment approach does not guarantee an effective REDD+; the contexts in which results are defined and agreed, along with conditions enabling social and political acceptance, are critical. A flexible and reflexive approach to designing a benefit-sharing mechanism that delivers emissions reductions at the same time as co-benefits can increase perceptions of equity and participation. Targeting REDD+ to smallholder communities is not by default equitable, if wider rights and responsibilities are not taken into account Safeguards cannot protect communities or society without addressing underlying power and gendered relations. The narratives and their underlying generic assumptions, if not critically examined, can lead to repeated failure of REDD+ policies and practices.

    • Southeast Asia has long promoted social forestry (SF) in conservation areas, fallow forests, tree plantations, areas in timber concessions and locally managed agro-forest systems, with the engagement of diverse actors and objectives. SF has evolved from early aims of empowerment and devolution of rights advocated by global reform movements, and is now reframed in the market ideal as a win–win–win endeavor for sustainable forest management, climate change mitigation and robust entrepreneurial livelihoods. Southeast Asian states have formulated numerous standardized SF programs and policies that are often linked to broader development goals and priorities, but which have not always been a ‘win’ for local communities in falling short to provide full tenure rights. Civil society organizations that have provided grounded perspectives on environmental justice and rights have also converged with states on entrepreneurship and market-based solutions. Meanwhile, the private sector actor that is seen as key to these solutions is conspicuously absent within the SF policy space. Within this space of diverse and at times contradictory objectives, whose interests do SF policies serve? We examine the social forestry assemblage to investigate the different discourses, interests and agendas in the implementation of SF schemes in Indonesia, Vietnam, and the Malaysian state of Sabah. The formal SF schemes involve shifting or reinforcing old discourses around forest problems and possible solutions, territorialization processes that can lead to inequities in the exclusion of rights, participation and access, and risks exacerbating contestations and inequities in claims to forest land and resources.
