Svensk industri och EU:s nya industripolitik: teknikskiften, kompetensförsörjning och grön omställning

- Industrins Ekonomiska Råd (IER) utses av Industriavtalets parter och består av fristående ekonomer. Varje år tar IER fram en rapport på uppdrag av parterna. I föregående års rapport analyserade vi den globala pandemins konsekvenser för svensk industri. Årets uppdrag är att analysera de långsiktiga effekterna av EU:s industripolitik för industrins konkurrenskraft, förändringar av globala värdekedjor och hur teknikskiften påverkar industrins kompetensförsörjningsbehov. Vi har valt att fokusera årets rapport till två aspekter av EU:s nya industripolitik, nämligen de delar som behandlar grön och digital omställning. Rapporten inleds med en kortfattad genomgång av erfarenheterna av industripolitik i EU:s ekonomiska historia, inklusive den senaste debatten över hur en modern industripolitik kan eller bör utformas för att komma tillrätta med de utmaningar som världsekonomin står inför. I kapitlet beskrivs också de centrala beståndsdelarna i den strategi som EU kommissionen lanserade i mars 2021. I kapitel två diskuteras teknikskiften och kompetensförsörjning i svensk industri. I kapitlet går vi genom förutsättningarna för svensk industris kompetensförsörjning och hur den kan komma att påverkas av framtida teknikskiften. Kapitel tre fortsätter med en djupare analys av den del av EU:s industripolitik som syftar till att hantera klimatomställning där den ledande tanken är att införa en koldioxidtull för att undvika koldioxidläckage. I kapitlet analyserar vi förutsättningarna för svensk industri, förekomsten av koldioxidläckage och möjliga effekter av införandet av en koldioxidtull och andra klimatpolitiska åtgärder. Rapporten avslutas med en sammanfattande diskussion om möjliga konsekvenser av EU:s industripolitik för svensk industris konkurrenskraft och framtida kompetensförsörjning.

- Using Swedish firm-level data on all firms and their affiliates abroad, we investigate what observable firm and country characteristics affect the size of affiliate firms in a particular destination. We employ the richness of the data to investigate the importance of destination country factors in explaining firm outward FDI activities and distinguish between the factors that affect such activities in manufacturing versus services firms as well as vertical versus horizontal investments. Our results lend support to existing theories of multinational activity, including observable differences between vertical and horizontal manufacturing firms, as well as between services and manufacturing FDI firms

The external effects of offshoring on job security in SMEs

- We investigate the effects of offshoring on job security using matched employer-employee data from Sweden. Between 1997 and 2011, the share of offshoring firms fell from around 25 to 22% while offshoring per worker within offshoring firms almost doubled. We use this variation to contribute to the literature by examining the effects of the neighboring firms’ offshoring (external offshoring) on job separation in small and medium-sized enterprises (SMEs). Our results suggest that external offshoring has a significant impact on job security in SMEs that do not offshore themselves. In addition, having a university degree, being young, and being new to the job reduce the risk of a job exit due to increased external offshoring. This result is indicative of a Schumpeterian job-restructuring effect where old jobs are replaced by newer ones. Finally, the increased risk of a job exit in SMEs suggests a higher vulnerability of these firms to local shocks due to offshoring activities in larger neighboring firms.

The Internal and External Effects of Offshoring on Job Security

- In this paper, we investigate the effects of offshoring on workers' job security using matched employer-employee data from Sweden. For our observed period (1997-2011), while the share of firms engaged in offshoring fell during the period from around 25% to 22%, offshoring per worker within offshoring firms almost doubled. We make use of this variation to contribute to the literature on several fronts by examining both the internal (i.e., firms' own offshoring activities) and the external (i.e., neighboring firms’ offshoring activities) effects of offshoring on workers' employment spells. To deal with potential endogeneity, we use instruments based on world supply shocks for both the internal and external measures of offshoring. Our results suggest that external offshoring has a greater impact on job security than internal offshoring. In addition, having a university degree, being young, and being new to the job all reduce the risk of a job exit due to increased external offshoring. This result is indicative of a Schumpeterian job restructuring effect of offshoring, where old jobs are replaced by newer ones. Finally, the increased risk of a job exit from external offshoring is limited to workers in small firms that do not offshore themselves, suggesting a higher vulnerability of these firms to local shocks.

Importers, Exporters and Multinationals: Exploring the Hierarchy of International Linkages

- The purpose of this paper is to empirically explore two dimensions of the firm hierarchy of international market-specific linkages using data for Swedish manufacturing firms over the 1997 to 2007 period. First, we investigate the productivity ordering with respect to importing, exporting and investing abroad. Second, we investigate the productivity ordering with respect to linkage complexity (i.e. the number of linkages at firm level). Our findings support a general productivity hierarchy from importing to exporting and then investing abroad as well as from low- to high-linkage complexity. However, an industry-by-industry examination shows that the hierarchical structure is only generally upheld for linkage complexity while the ordering of the three linkages does not exhibit the same regularity across industries. In extending the analysis, we find these irregularities to be upheld by industry characteristics. Lastly, we go beyond the productivity ordering and explore firm characteristics correlated with the linkage complexity.
