    • As part of the on-going review by the Swedish government of the entire basis for its relations with Africa, a seminar on the theme Partnership Africa was convened in Abidjan in January 1997 under the auspices of Nordiska Afrikainstitutet and the African Development Institute of the African Development Bank. The Seminar was attended by some 25 scholars, development bankers, government officials and civil society activists from all parts of Sub-Saharan Africa and some 10 development co-operation officials and academics from Sweden and the other Nordic countries.The aim of the Abidjan seminar was to enable participants to explore the problems of and prospects for the establishment of a new partnership between Sweden and Africa  in the context of the major changes that have taken place on the global and regional scenes over the last decade. For this purpose, various issues central to the history and dynamics of North-South relations generally and Swedish-Africa co-operation in particular were critically examined. Participants also sketched out what they considered to be the essential pre-conditions and parameters for a new partnership, one that would be premised on greater equality, mutual respect and a transparency of purpose and goals.This publication brings together in a volume, the various papers which were commissioned to serve as background materials for the debate that took place in Abidjan. The volume was edited for publication by Henock Kifle, Director of the African Development Institute of the ADB, Adebayo O. Olukoshi and Lennart Wohglemuth, respectively Senior Researcher and Director of Nordiska Afrikainstitutet.

    • The challenges facing the nation-state in contemporary Africa are increasingly attracting the attention of scholars interested to understand how the decomposition and recomposition of popular political identities on the continent are affecting the post-colonial unitary project. The studies presented in this volume show that the challenges to the post-colonial nation-state project in Africa have mainly taken ethno-regionalist, religious and separatist forms. These challenges have been shaped by the long drawn-out economic crisis, zero-sum, market-led structural adjustment, and the legacy of decades of political authoritarianism and exclusion that dates from the colonial period. The contributors to this book present different suggestions to promote national unity and a supporting civic identity in Africa.

  • Challenges for the democratisation process in Tanzania : Moving towards consolidation 50 years after independence?

    • Tanzania has been independent in 2011 for 50 years. While most neighbouring states have gone through violent conflicts, Tanzania has managed to implement extensive reforms without armed political conflicts. Hence, Tanzania is an interesting case for Peace and Development research. This thesis analyses the political development in Tanzania since the introduction of the multiparty system in 1992, with a focus on the challenges for the democratisation process in connection with the 2000 and 2005 elections. The question of to what extent Tanzania has moved towards a consolidation of democracy, is analysed through an analysis of nine different institutions of importance for democratisation, grouped in four spheres, the state, the political, civil and economic society. Focus is on the development of the political society, and the role of the opposition in particular. The analysis is based on secondary and primary material collected in the period September 2000 to April 2010. The main conclusion is that even if the institutions of liberal democracy have gradually developed, in practice single-party rule has continued, manifested in the 2005 election when the CCM won 92% of the seats in the parliament. Despite an impressive economic growth, poverty remains deep and has not been substantially reduced. On a theoretical level this brings the old debate between liberal and substantive democracy back to the fore. Neither the economic nor the political reforms have apparently brought about a transformation of the political and economic system resulting in the poor majority gaining substantially more political influence and improved economic conditions. Hence, it is argued that the interface between the economic, political and administrative reforms has not been sufficiently considered in the liberal democratic tradition. Liberal democracy is necessary for a democratic development, but not sufficient for democracy to be consolidated. For that a substantive democratic development is necessary.
