    • This country research report, prepared within Work Package 4, is focused on the reception conditions and reception policy in Poland and delivered under the H2020 project RESPOND—Multilevel Governance of Mass Migration in Europe and Beyond. In Poland, reception in legal and institutional terms means assistance for foreigners applying for international protection. Its basic scope is governed by the national provisions of the Law on Protection and two ordinances regarding the amount of financial assistance for asylum seekers and rules of stay in centres for foreigners. The most important public body responsible for reception policy is the Office for Foreigners (OF, supervised by the Ministry of Interior and Administration, MIA) and its Department for Social Assistance (DSA). The structure of this report includes several key parts, the first of which is the introduction, outlining the aims and framework of the report. It is followed by a section discussing methodology and sources—the strategies used in gathering data (documents, literature, interviews, and other sources) and analysis of the collected material and the limitations encountered. The next part of the report provides a brief overview of the national legal and institutional frameworks in the field of asylum and reception in Poland as of 2018 (and 2019/2020, if justified) and summarises key developments since 2011. Particularly important for the WP4 report is the section on reception practices in specific policy areas, such as housing and allowances, healthcare (medical) services, early access to education, and early access to the labour market in Poland.

    • This work is the country research report prepared within Work Package 3, focused on refugee protection and asylum policy in Poland, delivered under the H2020 project RESPOND—Multilevel Governance of Mass Migration in Europe and Beyond. The main aims of this report are:• to analyse policies and practices in the field of international protection implemented by state and non-state actors;• to analyse the experiences, actions, perceptions, and opinions of state and non-state actors and forced migrants with regard to the functioning of the national refugee system and implemented asylum policy;• to provide empirical analysis based on the macro- (WP1 country report), meso- and micro-level (from fieldwork) analyses;• to identify examples of good practices in the area under study;• to evaluate the national refugee system and implemented asylum policy and provide                                                                                                                                                                                                                                                                                                    recommendations for policy development.

  • Integration Policies, Practices and Experiences – Poland Country Report

    • This report focuses on integration policies towards beneficiaries of international protection in Poland in the period of 2011-2019. It also sheds light on the experiences of integration of the beneficiaries of such protection. The findings of our research indicate that the case of Poland is characterised by lack of official integration strategy. Several legal acts deal with different aspects of integration policy (narrowed to those concerning the beneficiaries of international protection) yet to a varying degree and not specifically devoted to it. In general, beneficiaries of international protection are granted equal rights with Polish citizens in the areas of access to labour market, education, healthcare, and housing.  The Individual Integration Programs (IIPs) entitle refugees to cooperate with social workers from family support centres, who assist them in coordinating communication with various institutions. Beneficiaries of international protection who were interviewed for the purpose of this report mostly gave positive feedback regarding support received from social workers.  With regard to education of refugee adults, the most important challenges appeared to be learning of Polish language and recognition of education and experience obtained in the countries of origin.

    • This report is based on a meta-analysis of nine national reports on integration from countries along the so-called Eastern Mediterranean Route. It includes two countries beyond the EU, Turkey and Iraq, which have played an important role as source and transit countries of refugees, the transit countries of Greece, Italy and Poland, and the destination countries of Austria, Germany, Sweden, and the United Kingdom (before Brexit). It takes into account two out of five indicators of integration formulated by Aeger and Strung (2004), namely education and the labour market.

    • The history of immigration to and emigration from contemporary Poland as a social phenomenon dates back to 1989. Geopolitical changes in the region brought the ‘opening’ of Poland’s borders, which in turn contributed to the growing scale of mobility both from and to Poland. Moreover, Poland, as a country on the way from the East to the West also became a transit country both for migrants travelling due to economic reasons and also to asylum seekers. This report presents the socio-economic, political, legal, institutional and policy context of migration governance in Poland. By analysing legal acts, official documents and available statistical data, we try to analyse macro level factors determining migration management in Poland. The report is divided into seven parts. In the first part, on the basis of statistical data, we conclude that the population of asylum seekers and refugees in Poland is strictly determined by the region of origin of foreigners seeking protection.In the analysis of the legal, socio-economic, political and cultural context, which is described in parts two and four, we can observe that during the past 25 years the situation has improved. Therefore, Poland became more and more attractive for foreigners, especially in terms of its labour market. In part three, we focus on the constitutional organisation of the state and the constitutional entrenchment of the principle of asylum. We argue that the ongoing constitutional and judiciary crisis mentioned in this part may constitute threats to the rule of law and protection of human rights.Part five of this report describes the details of various statuses, ranging from asylum seekers (with a focus on the reception system), beneficiaries of international protection to regular migrants and undocumented migrants. This part describes the conditions for gaining certain statuses, rights and obligations linked to certain statuses as well as the circumstances in which a given status may be revoked. The last, seventh part, of the report discusses the planned amendments to the law driven by the refugee crisis. We argue that in the case of Poland the changes or reform proposals are rather linked to challenges observed in the context of inflow from the Caucasus than in the context of inflow from the Middle East or Africa, associated with the ‘refugee crisis’.
