  • To Fish or Not to Fish : Factors at Multiple Scales Affecting Artisanal Fishers' Readiness to Exit a Declining Fishery

    • Globally, fisheries are challenged by the combined impacts of overfishing, degradation of ecosystems and impacts of climate change, while fisheries livelihoods are further pressured by conservation policy imperatives. Fishers' adaptive responses to these pressures, such as exiting from a fishery to pursue alternative livelihoods, determine their own vulnerability, as well as the potential for reducing fishing effort and sustaining fisheries. The willingness and ability to make particular adaptations in response to change, such as exiting from a declining fishery, is influenced by economic, cultural and institutional factors operating at scales from individual fishers to national economies. Previous studies of exit from fisheries at single or few sites, offer limited insight into the relative importance of individual and larger-scale social and economic factors. We asked 599 fishers how they would respond to hypothetical scenarios of catch declines in 28 sites in five western Indian Ocean countries. We investigated how socioeconomic variables at the individual-, household- and site-scale affected whether they would exit fisheries. Site-level factors had the greatest influence on readiness to exit, but these relationships were contrary to common predictions. Specifically, higher levels of infrastructure development and economic vitality - expected to promote exit from fisheries - were associated with less readiness to exit. This may be due to site level histories of exit from fisheries, greater specialisation of fishing households, or higher rewards from fishing in more economically developed sites due to technology, market access, catch value and government subsidies. At the individual and household scale, fishers from households with more livelihood activities, and fishers with lower catch value were more willing to exit. These results demonstrate empirically how adaptive responses to change are influenced by factors at multiple scales, and highlight the importance of understanding natural resource-based livelihoods in the context of the wider economy and society.

    • Failure of the blue revolutionis a global risk. The international problem is that there is a gap in knowledge exchange between the aquaculture industry, policy makers trying to support aquaculture development and people who depend on aquaculture for a job and/or food source. Thus, governments and international organizations promoting aquaculture as the solution to improving food security, nutrition and income are failing to optimise production of natural aquatic resources. We identify a people-policy gap, and suggest that this is an understudied constraint, which needs to be overcome before worldwide food security can be achieved from aquatic environments. We argue that this gap leads to uneven distribution of benefits, a disconnection between benefits and local needs, and detrimental effects on human health and food security, all of which can have negative repercussions on human communities and ecosystems. In order to address this need, we present an analytical framework to guide context specific, policy-relevant assessments of the social, economic and ecological dimensions of aquaculture on a case-by-case basis. The framework is designed to make best use of existing data and scientific tools for decision-making. In conclusion, we argue for: equal consideration of ecological, social and economic issues in aquaculture policy-making; pre-emptive identification of likely social impacts; integration of people-and context-specific social framing conditions into planning and policy review; addressing the social disconnection between global consumption and production; and, encouragement of creative combinations of theories and methods to assess and interpret the social dimensions of aquaculture in multiple contexts.

    • The diverse aquaculture sector makes important contributions toward achieving the Sustainable Development Goals (SDGs)/Agenda 2030, and can increasingly do so in the future. Its important role for food security, nutrition, livelihoods, economies, and cultures is not clearly visible in the Agenda 21 declaration. This may partly reflect the state of development of policies for aquaculture compared with its terrestrial counterpart, agriculture, and possibly also because aquaculture production has historically originated from a few key hotspot regions/countries. This review highlights the need for better integration of aquaculture in global food system dialogues. Unpacking aquaculture's diverse functions and generation of values at multiple spatiotemporal scales enables better understanding of aquaculture's present and future potential contribution to the SDGs. Aquaculture is a unique sector that encompasses all aquatic ecosystems (freshwater, brackish/estuarine, and marine) and is also tightly interconnected with terrestrial ecosystems through, for example, feed resources and other dependencies. Understanding environmental, social, and economic characteristics of the multifaceted nature of aquaculture provides for more context-specific solutions for addressing both opportunities and challenges for its future development. This review includes a rapid literature survey based on how aquaculture links to the specific SDG indicators. A conceptual framework is developed for communicating the importance of context specificity related to SDG outcomes from different types of aquaculture. The uniqueness of aquaculture's contributions compared with other food production systems are discussed, including understanding of species/systems diversity, the role of emerging aquaculture, and its interconnectedness with supporting systems. A selection of case studies is presented to illustrate: (1) the diversity of the aquaculture sector and what role this diversity can play for contributions to the SDGs, (2) examples of methodologies for identification of aquaculture's contribution to the SDGs, and (3) trade-offs between farming systems' contribution to meeting the SDGs. It becomes clear that decision-making around resource allocation and trade-offs between aquaculture and other aquatic resource users needs review of a wide range of established and emergent systems. The review ends by highlighting knowledge gaps and pathways for transformation that will allow further strengthening of aquaculture's role for contributing to the SDGs. This includes identification and building on already existing monitoring that can enable capturing SDG-relevant aquaculture statistics at a national level and discussion of how a cohesive and comprehensive aquaculture strategy, framed to meet the SDGs, may help countries to prioritize actions for improving well-being.
