    • This paper investigates border regimes, precarity, and employment conditions from a labour process theory perspective (Braverman 1974; Thompson and Smith, 2010; Mezzadra and Neilson, 2013). Our specific focus is on the studies investigating the working conditions, labour rights, and employment forms for Eastern European migrants in the Swedish construction sector. In particular, we ask: how does the border regime shape employ ment forms and work practices, and what are the new forms of resistance and organisation in the Swedish construction sector? The migrant workers are conditioned by Swedish and EU legal aspects, depending on the country they originally come from, and its re lation to the EU. The origin of the migrant workers in the Swedish construction sector has continuously shifted since the 1950s, with Eastern Europe being especially prominent since the 1990s. Along with this shift, the focus on organized crime and on “unf air conditions” considering both a national and protectionist gaze, has been increasing in Sweden, implying that the understanding of the “unfair conditions” is something external, atypical, and non Swedish. A critical perspective on these issues calls for a “methodological de nationalism” ( 2019). At the same time, the Swedish model system of high regulation and welfare protection is highly challenged (Mackenzie et al., 2010), led to the emergence of two labour markets. The first one, dominant and highly regulated, is represented by big companies and construction unions, and is characterized by collaboration, good work relations, equity, democracy, and welfare (Haakestad and Friberg, 2000); the second one, subordinated and quite unregulated, is embodied by small companies working partially in illegal conditions, and is not characteristic for the Swedish labour market (Koch and Sederblad, 2019). As such, this paper focuses on the ways the sector has adapted to migrant labour inequalities due to labour and migration law, and the organisation and resistance forms that have been adopted. Labour process theory allows us to expand our analytical frame on the way the work is organized in the Swedish construction sector, its variations, and the ways those re late to what we can basically understand as migrant workers’ rights. It means that we cannot separate labour, class, and the features of the border regimes, as we need to include a knowledge of a “total social organization of labour” (Gluckman 1995). Meth odologically, a systematic literature review is conducted on the precarious and unequal working conditions, as well as on labour and employment forms, for Eastern European migrant workers within the Swedish construction sector. Our methodological choice of focusing on that context aimed at accounting for its specific peculiarities. Our study shows that a labour process theory perspective and a “denationalizing” analytical framework can reveal factors that impactlabour processes connected to immigrant workers. Moreover, we draw attention to the way the criminalizing gaze may be national, but the value adding labour force is indeed international. Thus, this paper contributes with knowledge production regarding the implications of border regimes for international workers’ employment forms, and precarious work practices having become part of the construction sector.

    • In this article, we investigate local level reactions to the top-down state steering for the housing of refugees in Sweden. We especially reflect on events after the increased refugee reception in Sweden in 2015 and the introduction of a Settlement Act in 2016 which made it mandatory for municipalities to receive a specific number of refugees and organise accommodation. This has resulted in a wide array of housing situations for refugees concerning standard, costs and temporary solutions. A multi-level governance framework from on central government steering perspective is applied. We argue that the modified legislation can be understood as a change in governance throughout the years — from persuasion to economic incentives and, finally, to coercive methods. Sweden is a country that has distinguished itself as one refraining from particularity and continuing to work towards equality between newcomers and citizens. In relation to recent legal and political developments, we identify a change — a paradoxical change, as governance for the more-equal reception of refugees in Sweden seems to lead to increased inequalities for refugees on the local level. © 2021, The Author(s).

    • På nyårsnatten 2016 anmäldes över 500 sexuella övergrepp på kvinnor till polisen i Köln. Under de första dagarna på det nya året spreds nyheten som en löpeld i svenska media såväl som internationella. I rapporteringen av händelsen beskrevs övergreppen vara organiserade av grupper av män med ursprung i Mellanöstern och Nordafrika eller med ”oklar identitet”. Kopplingar till den ökade migrationen under 2015 gjordes. Ytterligare rapporteringar om övergrepp under nyårsnatten i andra tyska städer under dagarna som följde spädde på föreställningen att övergreppen varit organiserade och att det var ett nytt fenomen som hade med flyktingströmmen till Tyskland att göra. Lite senare under 2016 skrevs det också i svenska media om organiserade sexuella övergrepp mot unga kvinnor under festivaler med hänvisning till händelserna i Tyskland som ett slags gemensamt fenomen där ”patriarkalisk ’annan’ kultur” framställdes ut som drivkraften för övergreppen. Händelserna på svenska festivaler relaterades även till de övergrepp som hamnade på löpsedlar i samband med protesterna på Tahrirtorget i Kairo under våren 2013. En diskussion där kultur ställs mot struktur är ingenting som är nytt, varken i samhällsdebatt eller i antropologiska frågeställningar och analys. Debatten som utlöstes av anmälda sexuella övergrepp nyårsnatten 2016 påminner t.ex. på många sätt om slöjdebatten där kvinnors påkläddhet ställdes i fokus. Här kopplade rasifierade, nationaliserade föreställningar om kön och jämlikhet ett kulturellt och religiöst uttryck, i form av ett stycke tyg, till ett identitetsskapande i termer av ”oss” och ”de andra”. I det här projektet undersöker vi den svenska mediala rapporteringen och debatten om sexuella övergrepp på kvinnor i offentliga rum. Vilka meningsbärande symboler, bilder och begrepp används, formar och förhandlar förståelsen av dessa övergrepp och hur ser relationen ut mellan den lokala debatten och global rapportering?

    • This article will explore the extent to which a focus on the ‘local’ can tell us something meaningful about recent developments in the governance of displaced migrants and refugees. Taking a multi-sited approach spanning cases in the south and north of Europe, we consider how the challenge of housing and accommodation in particular, a core sector of migrant reception and integration, can shed light on the ways local and city level approaches may negotiate, and sometimes diverge from, national level policy and rhetoric. While it can be said that despite variation, local authorities are by definition ultimately ‘always subordinate’ (Emilsson, Comparative Migration Studies, 3: 1-17, 2015: 4), they can also show evidence of ‘decoupling’ across geographies of policy delivery (Pope and Meyer, European Journal of Cultural and Political Sociology, 3: 280–305, 2016: 290). This article traces how possible local variations in different European cases are patterned by ground-level politics, local strategic networks, and pre-existing economic resources in a manner that is empirically detailed through the study of housing.

  • Articulations of racialisation and the continuum of deportability. Migration political changes in Sweden 2015/2016

    • During 2015 the struggles of people who searched to enter and move across Europe became increasingly intense with unthinkable numbers of deaths on the sea and other dangerous parts of the various alternative routes to and across Europe. Initially Europe witnessed a popular mobilisation of solidarity and demands for a humane response articulated through government officials as well as in the media. However, the government responses changed rapidly and were replaced by a narrative of crisis and a steering towards harsher regulations and closed borders aiming to limit the numbers of asylum seekers. In Sweden, following the construction of a narrative of crisis the Social democratic/Green party government and the right wing parties launched an initial migration political agreement in October 2015 – “Insatser med anledning av flyktingkrisen” (“Interventions regarding the refugee crisis”) and on November 25, 2015, the government launched further interventions. These interventions imply a critical shift in the Swedish migration and asylum regulations and we argue that shift to visibly and bluntly enforcing the links between migration politics and labour politics. In other words: to abandon a human rights perspective. In this paper our analysis focuses on the Swedish migration politics’ switching from permanent to temporary residence permits and the racialisation of service and domestic work low pay sectors. We explore how a racialised and gendered continuum of deportability is constructed, experienced and contested in the context of these government responses to present migrations. The analysis builds on two kinds of material: government documents and press releases regarding the migration political interventions, and ethnographic material from two different studies exploring structures and experiences of irregularity in the Swedish context (Sager 2011, Öberg 2015).

These interventions imply a critical shift in the direction of Swedish migration and asylum regulations. In this paper we argue that this shift visibly and bluntly moves towards enforcing the links between migration politics and labour politics. In other words: to abandon a human rights perspective. In this paper our analysis focuses on the Swedish migration politics’ switching from permanent to temporary residence permits; the racialisation of service and domestic work low pay sectors; and the intensification of irregular migrant vulnerability through work site controls and other measures to increase deportation practices. We conceptualise the effects of these interventions as a racialised continuum of deportability and explore how this continuum is constructed, experienced and contested in the context of the government responses to present migrations. The analysis builds on two kinds of material: government documents and press releases regarding the migration political interventions, and ethnographic material from two different studies exploring structures and experiences of irregularity in the Swedish context (Sager 2011, Öberg 2014)

    • Cette thèse étudie la situation des migrants de sexe masculin à Göteborg en Suède. Ces derniers sont soit demandeurs d'asile soit ont été demandeurs d'asile tout en étant migrants en situation irrégulière. Je cherche à savoir comment leur situation a évolué, ce qu'ils sont devenus.  Qu'en est-il de la participation de ces hommes dans les réseaux sociaux interethniques au sein du marché du travail informel et de leurs relations sociales et leurs transactions avec les employeurs. Sont étudiées, en particulier les transactions au sein des réseaux sociaux et les significations de celle-ci,  ainsi que les relations sociales entre les travailleurs et les employeurs. Le sentiment de sécurité et de contrôle sont créés par d'autres moyens tels que l’établissement de relations de réciprocité et des transactions débouchant sur des accords; des relations de type clientélisme.  Quelles sont les réalisations effectuées par ces réseaux sociaux ? Comment les hiérarchies de l'économie informelle et ses relations sociales sont-elles façonnées par la déportabilité ? Comment la déportabilité est-elle produite localement ? L'argument central de cette thèse est lié aux relations sociales et aux négociations qui ont lieu au sein des réseaux sociaux interethniques de l'économie informelle et du marché du travail. La thèse soutient l'importance de la perspective locale quand on regarde les significations du statut juridique et de la déportabilité. Ces significations sont à trouver dans les structures socio-économiques locales et nationales qui vont au-delà de simples questions de migration. Et pas uniquement au sein de la problématique migratoire.
