    • We outline a conceptual strategy for implementing conservation interventionsin a multiscale, multiactor, and multilevel governance world. Using farmlandas an example, we argue that conservation interventions should be implementedwithin a multiscale framework of guiding ecological principles. Inthis context, findings from multilevel governance research can inform a nuancedunderstanding of the role of evidence in conservation governance anddecision-making. We propose that principles of evidence-based conservationcan be used to refine guiding ecological principles across scales, thereby creatinga comprehensive evidence base that underpins decision-making. Thisevolving evidence base, in turn, should be operationalized by considering thefit of ecologically relevant scales to governance levels, paying explicit attentionto issues such as democratic legitimacy and interplay with existing governancestructures. We outline two specific steps for meeting this challenge. Drawingon a strategic combination of conservation interventions, guiding ecologicalprinciples, and insights from multilevel governance research promises to improveboth the effectiveness and legitimacy of conservation action.

  • From words to action : Lessons from active stakeholder participation in water management

    • Water governance worldwide is going through a shift towards more holistic and participatory approaches. In Europe, the EU Water Framework Directive (WFD) adopted in 2000, aims at protecting surface water and groundwater. The WFD emphasizes the importance of stakeholder participation in planning and implementation of the directive, and in order to reach environmental objectives. However, the empirical findings are insufficient regarding how stakeholder participation can lead to improved decisions and implemented plans. In Sweden, a major water quality problem is eutrophication caused to a large extend by diffuse nutrient leakage from agriculture. Therefore, it is important to involve farmers in water management, since their participation can lead the commitment of mitigation measures for reduced nutrient leakage. The overall aim of this study is to contribute the knowledge and understanding of active stakeholder participation in water management, in particular how it can lead to implementation of water quality objectives. The thesis addresses stakeholder participation in eutrophication management in local Swedish catchments, with a particular focus on farmers’ participation in the commitment of mitigation measures. The results are based on case study research, involving four catchment areas in Sweden with severe eutrophication problems. The thesis identified socio-demographic factors, farmers’ knowledge, and the level of existing information and economic support for wetland creation, as factors affecting farmers’ willingness to participate in wetland creation to mitigate nutrient leakage. In the local catchment groups studied, farmers and other local stakeholders participated to discuss potential mitigation activities. In these, farmers emphasized other emitting actors’ responsibility and commitment in local action plans. Where this was realized, social capital within the group increased and led to further collaboration. The thesis also analyzed large-scale wetland programmes at catchment scale, where the organizational and institutional arrangements were central to realize farmers’ participation: inter-municipal agreements entailed sufficient resources, the organization involved the most relevant actors; and leadership resources were important. The thesis argues that organizing water management at a catchment level can be important to cope with challenges related to stake-holder participation for mitigating diffuse nutrient leakage. In particular for dissemination and collection of information, suggesting potential measures for all concerned actors, provide resources needed to realize actions, and to build trust and collaboration. The thesis also emphasized that stakeholder participation has to be underpinned by a genuine meaning, both for the initiators and the participants.

  • Transforming European Water Governance? : Participation and River Basin Management under the EU Water Framework Directive in 13 Member States

    • The European Union (EU) Water Framework Directive (WFD) requires EU member states to produce and implement river basin management plans, which are to be designed and updated via participatory processes that inform, consult with, and actively involve all interested stakeholders. The assumption of the European Commission is that stakeholder participation, and institutional adaptation and procedural innovation to facilitate it, are essential to the effectiveness of river basin planning and, ultimately, the environmental impact of the Directive. We analyzed official documents and the WFD literature to compare implementation of the Directive in EU member states in the initial WFD planning phase (2000-2009). Examining the development of participatory approaches to river basin management planning, we consider the extent of transformation in EU water governance over the period. Employing a mixed quantitative and qualitative approach, we map the implementation "trajectories" of 13 member states, and then provide a detailed examination of shifts in river basin planning and participation in four member states (Germany, Sweden, Poland and France) to illustrate the diversity of institutional approaches observed. We identify a general tendency towards increased, yet circumscribed, stakeholder participation in river basin management in the member states examined, alongside clear continuities in terms of their respective pre-WFD institutional and procedural arrangements. Overall, the WFD has driven a highly uneven shift to river basin-level planning among the member states, and instigated a range of efforts to institutionalize stakeholder involvement-often through the establishment of advisory groups to bring organized stakeholders into the planning process.

  • Collaboration or fragmentation? Biodiversity management through the common agricultural policy

    • We argue that the current system of agri-environment management in the European Common Agricultural Policy is ineffective at conserving biodiversity in part because it promotes fragmentation instead of collaboration of actors, thus hindering coordinated biodiversity management. Actor fragmentation is reinforced by the Common Agricultural Policy (CAP) in three ways: (1) through targeting individual farmers; (2) by creating confusion around coordination roles for increasing numbers of actors; and (3) by failing to engage with barriers to collaboration among farmers. Our findings draw on empirical evidence collected through multi-stakeholder workshops in Germany and Sweden. Our argument adds a different dimension to accepted explanations for the ineffectiveness of CAP for biodiversity management. Traditionally, explanations have focussed on low levels of farmer uptake of relevant measures, or the lack of ecological knowledge informing such measures. The level of actor fragmentation identified here suggests that a fundamental rethink of farmland biodiversity management is needed. We propose a new research agenda to identify more effective governance approaches.

    • The world has become increasingly telecoupled through distant flows of information, energy, people, organisms, goods, and matter. Recent advances suggest that telecouplings such as trade and species invasion often generate spillover systems with profound effects. To untangle spillover complexity, we make the first attempt to develop a typology of spillover systems based on six criteria: flows from and to sending and receiving systems, distances from sending and receiving systems, types of spillover effects, sizes of spillover systems, roles of agents in spillover systems, and the origin of spillover systems. Furthermore, we highlight a portfolio of qualitative and quantitative methods for detecting the often-overlooked spillover systems. To effectively govern spillover systems for global sustainability, we propose an overall goal (minimize negative and maximize positive spillover effects) and three general principles (fairness, responsibility, and capability).

  • Applying a capitals approach to understand rural development traps : A case study from post-socialist Romania

    • Rural development models to date have failed to adequately explain why development stagnates in certain regions, and have often focused on single policy areas. This paper proposes a more holistic approach by combining the concept of traps with the sustainable livelihoods approach, applied to a case study in Central Romania. Based on semi-structured interviews with rural inhabitants from 66 villages in 2012, we analyze the barriers creating and maintaining a lock-in situation characterized by an apparently stable low-welfare equilibrium state. By clustering development barriers into livelihood capitals we find that barriers to rural development are multiple and interacting, and are strongly mediated by the institutional context. We show that while financial, social, human, and built capitals are inadequately developed, the region's rich natural and cultural capitals stand the best chances to foster rural development. Yet, these capitals are likely to deteriorate, too, if all other capitals remain under-developed. Given this inter-connectedness of development barriers we argue that one-sided interventions cannot help 'unlock' the trap-like situation of Central Romania. Instead, multiple barriers will need to be tackled simultaneously. The development of social, human and financial capitals should be of priority concern because of their potentially positive spill-over effects across all other capitals.

    • Social learning is increasingly becoming a normative goal in natural resource management and policy. However, there remains little consensus over its meaning or theoretical basis. There are still considerable differences in understanding of the concept in the literature, including a number of articles published in Ecology & Society. Social learning is often conflated with other concepts such as participation and proenvironmental behavior, and there is often little distinction made between individual and wider social learning. Many unsubstantiated claims for social learning exist, and there is frequently confusion between the concept itself and its potential outcomes. This lack of conceptual clarity has limited our capacity to assess whether social learning has occurred, and if so, what kind of learning has taken place, to what extent, between whom, when, and how. This response attempts to provide greater clarity on the conceptual basis for social learning. We argue that to be considered social learning, a process must: (1) demonstrate that a change in understanding has taken place in the individuals involved; (2) demonstrate that this change goes beyond the individual and becomes situated within wider social units or communities of practice; and (3) occur through social interactions and processes between actors within a social network. A clearer picture of what we mean by social learning could enhance our ability to critically evaluate outcomes and better understand the processes through which social learning occurs. In this way, it may be possible to better facilitate the desired outcomes of social learning processes.
