    • This chapter provides an overview of migration trends in the principal welfare states with a focus on (1) employment of migrants - as a key indicator of integration - and (2) the factors that affect labor market integration of immigrants in the host societies. We look next at (3) the fiscal impact of first-generation immigrants before (4) developing a comparison of labor market and social inclusion programs designed to enhance the integration of immigrants. Finally, (5) we explore four national models of migration management to illustrate the policy dilemmas that welfare states face, including the challenge of delivering public services to asylum seekers. We argue that there is not a single policy that encapsulates best practice for managing migration in welfare states, but that granting rights to immigrants up front is the key to integration and to long-term positive outcomes for the immigrants, the economy, and the welfare state.

    • This chapter assesses the extent to which immigration poses a challenge to the welfare state. To do this, I synthesize previous scholarship from economics, political science, and sociology to evaluate the economic and political implications of immigration for welfare states. Contrary to the fiscal burden and welfare magnet hypotheses, the most recent cross-national and longitudinal studies indicate that, on average, immigration's net fiscal impact is positive—albeit small. However, research on the political impact of immigration does provide evidence that immigration creates challenges for welfare states in regards to welfare attitudes, support for left parties, and redistributive social policies.

    • According to the progressive's dilemma, diversity and solidarity are not easily combined, and this tension poses a political challenge for left-wing parties that embrace both. In this chapter, we measure the relationship among different configurations of immigration-welfare attitudes and support for political parties and candidates (far right, center-right, center-left, and far left). We focus on Sweden, Germany, and the United States—three major immigrant destinations that are also often regarded as the as the prototypical social democratic, conservative, and liberal welfare states. Using pooled cross-sectional data from the European Social Survey (ESS) and General Social Survey (GSS), we find that attitudes consistent with the progressive's dilemma have long existed. Results from multinomial logistic regression models reveal that anything but the most progressive attitudes make support for left-wing parties unlikely. Yet longitudinal trends suggest that the progressive's dilemma, while certainly a challenge for the political left, is not insurmountable.
