    • New tools and forms of cooperation at the landscape level are needed in order for forestry and environmental conservation to co-exist in areas with many land owners. Awareness has existed for several years in Sweden that cooperation at the landscape level is essential for protecting areas of high environmental value. This awareness has come to expression in several projects and initiatives. One of these projects is the Östra Vätterbranterna Partnership, a successful example of the new orientation towards environmental management as formulated in the government bill Sustainable protection of nature areas: new working methods with a focus on collaboration and increased dialogue by involving more actors and utilizing a greater combination of steering instruments. This development resonates with the growing trend towards deregulation and less state intervention in environmental management, implying a stronger emphasis on new governance structures and market-driven processes. This paper examines the preconditions for a development towards governance-oriented forms of steering in the area of environmental policy and law, with specific emphasis on the protection of forestry areas with high environmental value. Paralleling this development, the transformation of environmental public administration is analyzed, using a model representing three different perspectives on administration’s role, values and meaning, showing state action’s progressive transition from ‘rowing’ to ‘steering’ to ‘serving’ and facilitating.

    • Det är många maskiner och människor engagerade i en avverkning där man tar ut virke, grot och stubbar. En serie djupintervjuer med olika intressenter och aktörer visar att det finns stora brister i planering, logistik och kommunikation mellan de olika leden i kedjan, speciellt då flera olika entreprenörer är inblandade. Svaren visar också att det finns ett behov av bättre utbildning – och att man måste bli bättre på att ta tillvara den kunskap som finns, framförallt hos maskinförare och entreprenörer.

    • This dissertation analyzes the changes in the way Swedish forest policy has been developed and implemented in the past few decades. Its primary focus is on the period from the adoption of new legislation governing forestry in 1993 to date, though the historical antecedents of the more recent developments are also discussed. The dissertation focuses primarily on the interplay between changes in the policy priorities enshrined in forest legislation and the changes in the steering and implementation means and resources available to achieve the aims of the recent forest policies. Various perspectives on public administration/public management are used to analyze the preconditions and opportunities available to state authorities to meet the environmental goals in forest policy. Furthermore, norm theory as developed within the sociology of law is applied to analyze how various categories of forest owners can be motivated to shoulder a greater responsibility for nature conservation and development and environmental activities. The tension between private forest owners? interests and public (both of the state and the public in general) interests, and possible ways around the tension also figure prominently in this study. Central to the opportunities for success in obtaining the more ambitious environmental goals in a ?regulatory? setting characterized by a levelling of the status between authorities and forest owners and decreased resources and coercive capacities on part of the authorities, is the prospects for ?soft regulation.? Here we see an emphasis on bringing new actors into the policy formulation, interpretation and implementation arena, the development of new networks, the role of information and advisement in producing ?enlightened self-interest? and common frames of understanding. Ultimately what is aimed at is ?smart regulation? via the use of various forms of flexible instruments in a context where a greater number of stakeholders are involved. Thus the role of ?regulatory? authorities moves towards becoming a facilitator, or a ?motor? that as a partner promotes collaborative structures and cooperation.

    • Participation is about finding consensus in diversity and reflects a normative shift towards multiple-use values that recognise that forest management should blend multiple management objectives into a coherent set of practices. A framework to incorporate interest groups' values and needs into functional forest management systems has yet to be institutionalised in contemporary forest policy and management. Participation is not just a means but also a model for involving those concerned. It should be understood as a pro-active approach for creating an enhanced understanding of objectives, problems and their solution. Optimally any participative process will help to create more informed operative decisions, and thus provide a more solid base for policy outputs, increasing the chance of reaching 'sustainable' decisions that consider long-term effects. The analytical framework of this paper draws on theoretical traditions within the sociology of law and legal theory, and analyses some recent national legislation and international law with respect to participation. It proposes a set of guidelines that aim to facilitate participation (as opposed to merely pro forma consultation) with particular reference to the formulation and implementation of National Forest Programmes (NFPs).     • This article discusses the potential for soft-governance instruments and processes such as the National Gender Equality Strategy to implement a strategy aiming at improved competiveness through gender equality. A central question addressed is how to create a women entrepreneurial identity within the framework of the dominant gender order in the forest sector? The literature review and policy analysis upon which this article is based shows that both structural and individual factors in combination are important for women to be motivated to develop a business in the green sectors. While fully agree with the above, this article takes the discussion one step further by pointing out how policy programs designed to support rural business often have been carried out in a top-down fashion without sufficient knowledge about specific target groups, and have primarily focused on men's businesses within the primary business areas. In order not to be "genderblind," specific support built from the grassroots level with sufficient knowledge about the target group, i.e. women forest owners, is crucial. Several studies also show that in order for programs or strategies with vague effect goals to work, they have to be legitimate and accepted by the stakeholders, which has shown to be one of the most fundamental weaknesses of this type of soft-governance approach. The essential factor is not the goal itself, but rather which tools are available for implementation. Otherwise, this type of soft policy instruments will only work on those who already believe - that is to say, it is seducing the already seduced.

  • Discources, actors and instruments in international forest governance

    • Politics are not only about interests and institutions but discourses as well. Discourses are (dominant) ideas, concepts and categorisations in a society that give meaning to reality and that shape the identities, interests and preferences of individuals and groups. The assumption of this chapter is that forest discourses are constitutive to global forest politics. Three forest-related types of discourses are distinguished: meta discourses that relate to global economics, politics and culture; regulatory discourses that deal with the regulation and instrumentation of policy issues; and forest discourses that shape forest issues and policies in specific ways. On the basis of a scientific literature review, the main discourses within these three categories (meta, regulatory and forest discourses) as well as three regional forest discourses (Africa, Asia and Latin-America) are analysed. This analysis leads to a number of policy messages: (1) policy makers should try to understand and embrace discursive complexity (instead of artificially reducing it); (2) awareness of this discursive complexity improves global forest negotiations; (3) orchestrated collective action might lead to discursive change; and (4) there is a need for new, open, discursive arenas to improve global forest policymaking.

    • From the existing full set of international policy instruments on forests, eight core components are identified and submitted to two differing assessments. The first (consistency assessment) uses a policy design approach to match the core components with their goals, policy tools, target group preferences and justifications for the choice of goals and policy tools. The second (compatibility assessment) examines the institutional inter-linkages of the core components. Both assessments reveal a series of challenges for international forest governance that can, however, be turned into opportunities. It is proposed that the coordination of and cooperation between the representatives of forest and non-forest users be strengthened at the national, regional and international levels, under the shared overarching idea of sustainable forest management, by means of ‘forests+’ policies. Forests+ policies go beyond the forest sector and acknowledge both the inter-sectoral character of forest policymaking and the importance of international regimes that have a decisive impact on forests but for which forests are not the main focus of attention.

  • Defining Peer-to-peer Learning - from an Old Art of Practice to a New Mode of Forest Owner Extension?

    • This paper explores the concept of peer-to-peer learning (P2PL) in the context of North-European small-scale forest owners. The aim is to develop a framework for initiating new and evaluating already existing forest owners’ P2PL communities. Design: Previous studies of peer-learning are used to determine and justify eight dimensions for forest owners’ P2PL. To demonstrate and test the operability of the dimensions, two potential forest owners’ peer-learning cases are described. The Finnish case focuses on forest owner clubs based on group interview data and the coordinator’s interview, and in the Swedish case an ongoing study circle was observed and its participants interviewed. Findings: The eight P2PL dimensions defined are: initiation, reinforcement, content profile, participant profile, schedule, role of professionals, responsibility and role continuity. Of the described cases, Finnish forest owner clubs rely heavily on the expertise of the invited forest professionals, while owners themselves have a stronger role in Swedish study circles. Practical Implications: The two studied cases and the fictional example demonstrate how the framework defined can be used when assessing real life cases. The framework allows describing consistently P2PL, when designing new practices or implementing step-by-step changes to modify existing P2PL practices. Value: The framework gives new insights into the research of forest owner extension, which has had an increasing interest towards P2PL approach, but where its conceptualisation has remained vague. However, since the domain of the study is novel, further research with various case examples is needed to develop both the theoretical framework and real life practices.
